FY 1999 PHDEP Program Project Summary -- ConnecticutCONNECTICUTCITY OF NEW HAVEN HA (Housing Authority) -- $707,768 The PHDEP Program of the Housing Authority of New Haven will use a comprehensive security and preventative based approach to reduce/eliminate drug related crime. Supplemental community-based policing, resident patrols and physical improvements will be used to combat the problem of open drug trafficking in our developments. In addition, a comprehensive employment strategy and position, youth development programs will be continued to prevent children and young adults from abusing drugs and/or getting involved in the drug trade.
Waterbury Housing Authority PROJECT SUMMARY: The Waterbury Housing Authority operates its own Police Department that employs community-based policing to combat the problem of heavy drug trafficking in targeted Developments. Education, training and employment opportunities will be offered to the residents, along with youth sports activities from other funding sources. Physical improvements to enhance security and a preventive maintenance program will continue to be implemented. Child care facilities are provided for employed residents.
Stratford Housing Authority PROJECT SUMMARY: The Stratford Housing Authority Drug Elimination Program will consist of parent education and support activities as well as youth development.
Ansonia Housing Authority PROJECT SUMMARY: Ansonia Housing Authority's Drug Elimination Program will include a comprehensive security guard program and a summer education program/camp for children and a new computer center. Other programs previously established under the PHDEP will be funded by other grants.
Manchester Housing Authority PROJECT SUMMARY: The Manchester Housing Authority's Drug Elimination Program will incorporate environmental design strategies, increased site lighting, fencing and landscaping. Prevention programs such as Crossroad & the Police Athletic League (PAL) provide tutoring, computer training, and social skills for our youth. A partnership with the HA & the Hartford Interval House, [a domestic violence intervention program], will increase the awareness of and the correlation between substance abuse & domestic violence.
Stamford Housing Authority PROJECT SUMMARY: Stamford Housing Authority's Drug Elimination Program will consist of the following: Security enhancements in elderly developments, capacity building among the youth to resist drugs and to assist residents in securing and retaining meaningful employment. There will be security guards, after school homework club, educational scholarships, summer recreational program, sports, boxing program, jobs program, recreational activities and scholarships to high school seniors for SAT preparation course.
Bridgeport Housing Authority PROJECT SUMMARY: The Bridgeport HA's Drug Elimination Program will offer unarmed security patrols in our developments, law enforcement officers, and surveillance cameras and security lighting in 2 Developments. Residents will also be trained in a specific area/ trade or provided an option of higher education through the Authority's scholarship program.
Bristol Housing Authority PROJECT SUMMARY: The Bristol HA's Drug Elimination Program was planned/developed painstakingly by the staff, residents, Bristol Police, and a wide array of local social service providers. Our plan will provide increased education and activities for our adult & youth population including homework assistance, recreational activities and access to information technology. Police services and a resident hotline will also be utilized.
Danbury Housing Authority PROJECT SUMMARY: Danbury HA's Drug Elimination Program is a comprehensive security & preventive approach to drug-related crime reduction, emphasizing: community policing methods, and a variety of resident education enrichment, job readiness, computer skill training, youth reading & tutorial programs, & social & recreational activities.
West Haven Housing Authority PROJECT SUMMARY: West Haven HA's Drug Elimination Program will have a strong police presence to reduce/eliminate drug-related crimes. Resident Associations, as well as Community Policing will be used to combat gang activities & drug trafficking in the Spring Heights. Community. The partnership between Marlo management & Community Housing pursuing the New Approach Anti-Drug Program has been initiated. After school and Summer Programs will assist in keeping our at-risk youths active throughout the year. Various programs addressing Welfare to Work initiatives have been implemented to assist residents & surrounding neighbors.
Hartford Housing Authority PROJECT SUMMARY: Hartford Housing Authority's Drug Elimination Program is highly coordinated creating many partnerships & linking resources of the HA, residents, law enforcement agencies, state, county, & local government, social service agencies & local civic organizations. Many of these successful programs have won awards from NAHRO, HUD, & other organizations. There will be drug prevention activities, educational, recreational & cultural activities for children & adults. Operation Safe Home will continue to be responsible for developing, coordinating, & evaluating the diverse programs.
Middletown Housing Authority PROJECT SUMMARY: Middletown HA's Drug Elimination Program will assist in 3 housing Developments to establish and maintain a drug-free community. There will be increased drug education, prevention and intervention programs as well as Welfare to Work initiatives to improve the quality of life. Working with local agencies and law enforcement officials, we will empower residents to build better neighborhoods.
Norwich Housing Authority PROJECT SUMMARY: Norwich Housing Authority's Drug Elimination Program includes enhanced police protection and drug prevention activities as well as job referrals. Youth activities will include arts, crafts, Friday night videos and speakers as well as role models provided by the Girls' Club. The Tenant's Association has developed a computer center to expand the existing homework club to provide a safe environment.
Meriden Housing Authority PROJECT SUMMARY: The Meriden Housing Authority's Drug Elimination Program will impact 3 of 7 housing developments by enhancing security, promoting youth competency, providing resident vocational/educational opportunities, coordinating human services and targeted academic intervention to at risk youth. This program is based on a working collaborative effort involving the YWCA, Human Services, the local Police Department, Veteran's Hospital, Meriden Substance Abuse Council, and the Public School System.
East Hartford Housing Authority PROJECT SUMMARY: The East Hartford Drug Elimination Program will provide an increased amount of Law Enforcement--2,205 hours of Community Policing foot patrols and bicycle patrols, as well as 495 hours of Drug Crime Suppression & Narcotics Investigation within the public housing community. The Youth Sports programs will continue throughout the year for the PH youth, including more extensive youth golf and soccer sports programs during the summer months.
Greenwich Housing Authority PROJECT SUMMARY: The Greenwich Housing Authority's Drug Elimination Program will include additional local law enforcement and drug prevention/intervention activities including: volunteer resident patrols, career development, resident education, preschool program, youth and elderly workshops, youth sports; and a drug intervention program. The targeted developments are Agnes Morley Heights. (150 units), Greenwich Close (17 units) & Wilbur Peck Court (110) units).
Norwalk Housing Authority PROJECT SUMMARY: Because of entrenched illegal drug markets, Norwalk Housing Authority has targeted the Roodner Court (219 units), Meadow Gardens (54 units) and King Kennedy (31 units) public housing developments for Drug Elimination. The 3 developments are all located in the historic South Norwalk district of Norwalk, CT, and have a total population of 894. Programs are designed to complement existing Community Policing and Economic Development (EDSS) programs. The police security program provides additional investigative services by the narcotics division of the local police department. Youth prevention programs include after school programs at the computer learning center, reading & math tutoring, & enrichment activities. The Roodner Court Tenant Association will organize community anti-drug education events.
New Britain Housing Authority PROJECT SUMMARY: The New Britain Housing Authority's Drug Elimination Program will consist of 2 components: Public Safety and Social Programs. The first component will include Community Policing, investigative services and, the development of a Resident Security Council. The Senior Security Patrol Unit activities [5 elderly Developments] will also be assisted with PHDEP funds. The second component includes education, prevention and recreation programs for summer youth activities, counseling & a bilingual substance abuse program and continuation funding for an after school homework program.
