FY 1999 PHDEP Program Project Summary -- Florida

SANFORD HOUSING AUTHORITY -- $105,571

SHA proposes a continuation of a comprehensive drug elimination program strategy dubbed W.O.R.T.H, worthy opportunities for residents through holistic approaches. This is a partnership between the SHA, police department, residents and community resources to combat drug activity and related criminality within the SHA communities. This will be achieved through lease/law enforcement, educational/training, recreational, cultural and economic opportunities as an alternative to drugs and crimes, thereby strengthening the moral character of youth, building economic opportunities for residents and improving the quality of living within safe communities.

HOUSING AUTHORITY OF DEERFIELD BEACH -- $43,108

The Deerfield Beach Housing Authority's Drug Elimination Program will reduce drugs and drug related activities in and around our development by taking a holistic approach. The Deerfield Beach Housing Authority has 455 residents in our developments. We will increase visibility and enforcement by contracting Broward Sheriff's Office for special details. The Deerfield Youth Entrepreneur Program and Academy will train youths to own and operate their own business in and around the Stanley Terrace Apartments. Provide the youth in the development an opportunity to participate in some of the educational and recreational events in their community. Provide residents with computers and job training to increase their employability skills.

HOUSING AUTHORITY OF BREVARD COUNTY -- $137,683

The Drug Elimination Program is part of Brevard County's comprehensive Weed and Seed strategy to "weed out" crime and "seed" the target area by restoring the neighborhood through social and economic revitalization. Our Drug Elimination Program will utilize community policing, prevention, intervention and treatment activities to reduce the climate of drug related crime, violence and social disorder in our public housing communities. In addition, innovative programs, such as Face It for adolescents, Youth As Resources, recreational program conducted by the Parks and Recreation Department, PAL, Elderly Services and (HUGS) Helping Underemployed Gain Success, have been developed to assist our residents further their pursuit of self-sufficiency.

PENSACOLA AREA HOUSING COMMISSION -- $132,624

The 1999 PHDEP funds will be used in a coordinated effort between the area housing commission, the city of Pensacola police department scat officers, the Escambia County Sheriff's Department and the Community Drug And Alcohol Commission to protect and strengthen public housing and the surrounding communities against drugs and drug related criminal activity.

HOUSING AUTHORITY OF ARCADIA -- $28,592

The Arcadia Housing Authority has developed a "Drug Elimination Strategy" designed to target the "root" cause of drug related criminals activity plaguing public housing residents. Three components, 1) Reimbursement of Local Law Enforcement Agency for additional security, and 2) decrease youth drug activity with the addition of recreational (playground) equipment for Public Housing Youths are designed to eliminate the sale and use of illegal drugs in the public housing communities. Total amount of funds requested under the Drug Elimination Program is -- $31,240.

GAINESVILLE HOUSING AUTHORITY -- $139,662

The GHA will fund activities under their PHDEP called "Looking Beyond The Horizon". The program is a multifaceted drug and crime prevention program designed to empower public housing youth and adults. The 1999 program includes academic tutoring, community policing, recreational and cultural programs, and drug prevention programs.

PANAMA CITY HOUSING AUTHORITY -- $98,973

Operation safe homes will use a comprehensive approach to reduce illegal drug use and drug related crime in 3 PCHA developments. The program will combine the efforts of the residents, PCHA staff, police and community agencies to enhance the quality of life for pcha residents. Funds will be used to increase community policing and to develop additional programs to strengthen families and community through law enforcement, education, prevention and intervention activities. The special focus will continue to be directed to at risk youth to help avoid gang and drug activity which is rampant in their communities. Residents will continue to have a major role in all program planning and implementation.

FT. WALTON BEACH HOUSING AUTHORITY -- $38,270

The FWBHA PHDEP grant will be used to support the Eleanor J. Johnson Youth Center for approx. 300 at-risk PH youth. The programs targeted are drug/alcohol abuse, youth sports activities, after school education activities, and cultural events. This grant will enable the fwbha to continue to combat drug use and drug related crime in its developments by providing programs for the youth to prevent the growth of gangs and other drug related criminal activity.

PALATKA HOUSING AUTHORITY -- $106,451

The PHA endeavors to prevent drug-related crime with a holistic approach to drug eradication. serving a population of approximately 1,200 residents, drug prevention activities are organized and accomplished through PHA's many community partnerships. Activities include: computer learning lab, sporting events, summer arts camps and various recreational activities, a dedicated police bike patrol, a police sub-station and neighborhood watch and crime prevention programs.

DAYTONA BEACH HOUSING AUTHORITY -- $241,934

NEW SMYRNA BEACH -- $27,712

New Smyrna Beach in a joint venture with the city and New Smyrna Beach Police Department will continue to reduce drugs and drug related crime in the PHA properties. The joint venture will offer residents and the surrounding community a higher level of police visibility, a higher level of community policing and a continuing effective resident screening and information program

HOUSING AUTHORITY OF THE CITY OF PUNTA GORDA -- $40,469

The Punta Gorda Housing Authority has developed a "Drug Elimination Strategy" designed to target the "root" cause of drug related criminal activity plaguing public housing residents. Reimbursement to the Local Law Enforcement Agency for additional security and decrease youth drug activity through the continuation of youth activities at the Boys and Girls Club are designed to eliminate the sale and use of illegal drugs in the public housing communities. Total amount of funds requested under the Fiscal Year 1999 Public and Housing Drug Elimination Program is -- $40,480.

BROWARD COUNTY HOUSING AUTHORITY -- $170,674

The Broward County Housing Authority is prepared to build on past performances and new initiatives to continue the fight against drug crimes at three of its properties. Serving a total of 352 families, these properties include Crystal Lake Garden Apartments in Hollywood, Meyers Estates in Ft. Lauderdale, and Schooler/Humphries Villas in Pompano Beach. Experience has shown that the presence of law enforcement officers combined with resident involvement, welfare-to-work initiatives, youth services, and the Authority's "One Strike and You're Out Policy" have significantly reduced drug problems in these communities. Upgrading current strategies and linking residents to educational and career opportunities through on-site computer centers will be the focus of the Authority's five-year plan to continue the Public Housing Drug Elimination Program.

HOUSING AUTHORITY OF THE CITY OF COCOA -- $96,334

The Drug Elimination Program is part of Brevard County's comprehensive Weed and Seed Strategy to "weed out" crime and "seed" the target area by restoring the neighborhood through social and economic revitalization. Our Drug Elimination Program will utilize community policing, prevention, intervention and treatment activities to reduce the climate of drug related crime, violence and social disorder in our public housing communities. In addition, innovative programs, such as Face It for adolescents, Youth As Resources, recreational program conducted by the Parks and Recreation Department, PAL, Elderly Services and (HUGS) Helping Underemployed Gain Success, have been developed to assist our residents further their pursuit of self-sufficiency.

ORLANDO HOUSING AUTHORITY -- $353,444

The OHA will maintain its family development program including substance abuse prevention,youth leadership, peer resistance skills, etc. 6 computer labs in family developments will continue for adults and children. The family services community outreach program is the principal entity for delivery of services dedicated to welfare-to-work and the development of self-sufficiency strategies. OHA will continue to enhance security through employment of off-duty police officers. OHA proposes developing formal contracts with substance abuse service providers for intervention and treatment activities.

CRESTVIEW HOUSING AUTHORITY -- $60,044

The CHA in a joint venture with the city of Crestview And The Crestview Police Department will continue to reduce drugs and drug related crime in the pha properties. The joint venture will offer the residents and the surrounding community a higher level of police visibility, higher level of community policing and a continuing effective resident screening and information program. The "kiddie kollege" will continue to work with community children in the areas of tutoring, mentoring and cultural/recreational activities.

TALLAHASSE HOUSING AUTHORITY -- $137,023

The PHDEP proposal is to continue the "games program" at the ebony gardens community and to

facilitate tenant empowerment and mobilization through a subcontract with the orange Ave. united tenants association (OAUTA). The games program and OAUTA services have been identified by residents and local community officials as being critical to the community's overall crime and drug elimination/prevention plan. The local juvenile justice council, city of Tallahassee Police Department, local schools and service providers has all committed to participate in the phdep endeavors.

RIVIERA BEACH HOUSING AUTHORITY -- $34,311

The Housing Authority of Riviera Beach, Florida will offer activities and programs designed to provide resident self-sufficiency initiatives and additional on-site contracted security. The programs will serve all the residents of Ivey Green village and will be implemented for a one year period.

HOUSING AUTHORITY OF FT. PIERCE -- $186,949

The Fort Pierce Housing Authority is proposing to hire 2 police officers to patrol and add address drug related/prostitution concerns throughout the Housing Authority's complexes. the Fort Pierce Housing Authority is also proposing to support the City's Police Athletic League which has developed and implemented various youth programs in our properties. The plan calls for the continued support that we provide to the local chapter of the Boys and Girls Club.

HOUSING AUTHORITY OF KEY WEST -- $129,765 The Key West Housing Authority's Drug Elimination Program Task Force developed a comprehensive five (5) year drug elimination plan including a Baseline drug Elimination Program; a Youth Empowerment Program; a Community Empowerment Program; a Family Therapeutic Drug Treatment Campus and an Educational Campus. There are 27 working partners contributing over -- $1,353,309.00 in resources that include: personnel, equipment, programs, services, training, supplies and cash for the 1999 Program Plan.

OCALA HOUSING AUTHORITY -- $69,721

The Ocala Housing Authority plans to offer programs and activities designed to foster a preventive approach to addressing the problems of drugs and drug related crime in its developments. The programs slated for implementation are increased physical improvements to include security fencing and signage, enhanced resident initiatives to foster self-sufficiency, drug awareness/prevention, and a comprehensive evaluative study of all drug elimination efforts as alternatives to criminal activity.

HOUSING AUTHORITY OF THE CITY OF FT. LAUDERDALE -- $195,307

The Step-Up Apprenticeship Program and the Youth Leadership Program are two of the major activities of the Plan. Our family sites are primarily targeted including Dixie Court, Lakeview Gardens, Sunnyland homes, and Oak Park Apartments. Family sites where a significant number of at risk youth and single parents reside will be assisted by the program which is expected to involve dozens of youths and impact the site population as a whole.

ALACHUA COUNTY HOUSING AUTHORITY -- $60,704

The ACHA will use a comprehensive approach in its PHDEP called "cops focus on crime". This approach includes having two deputies from the sheriff's focus teams assigned exclusively to ACHA developments. The officers will employ community policing techniques to prevent illegal drug activity and its related crimes in and around the public housing developments. Additionally, the ACHA will sponsor tutorial/recreational programs geared toward drug prevention. Resident involvement is encouraged via monthly newsletters, community events and surveys.

MIAMI-DADE HOUSING AGENCY -- $2,426,163

Miami-Dade County through the Miami-Dade Housing Agency (MDHA) is applying for the Public Housing Drug Elimination Program (PHDEP) for various sites. As part of MDHA's Comprehensive Drug Elimination Program, the funds from the PHDEP will be used to eliminate drugs and drug-related crime from in and around the target developments by funding necessary physical improvements and security personnel services, to enhance security, economic and educational opportunities, youth services, drug prevention programs, and family supportive services. Site improvements will include: upgraded and additional exterior lighting, card access gates and perimeter fencing, and lobby surveillance cameras. Residents will be recruited to implement and maintain a community crime watch committee, maintain high visibility in the development, establish a good rapport with local law enforcement, and conduct a community anti-drug and anti-gang campaign.

HOUSING AUTHORITY OF TITUSVILLE -- $56,085

The Housing Authority of the City of Titusville continues its effort to combat drug related crime in its properties. The Authority will merge efforts of police enforcement, treatment, prevention, counseling, youth sports, and resident patrols to compliment the strategies of the Drug Elimination Program and the Department of Justices' "Weed and Seed" program. Innovative programs will be developed to assist public housing residents in seeking and finding employment, job training, and higher educational opportunities.

HOUSING AUTHORITY FT. MYERS -- $213,782

The Fort Myers Housing Authority's Drug Elimination Task Force and residents have developed a comprehensive strategic plan to eliminate drugs and drug-related crime in the six Public Housing communities of 1)Michigan Court, 2) Southward Village, 3) Palmetto Court, 4) Flossie M. Riley Garden Apartments, 5) Royal Palm Towers, and 6) Boanir, all located in the City of Fort Myers, Florida. The goal of the plan is to make the 2,563 residents served (1,255 children and 1,308 adults) feel safer and more secure and to enable them to seek economic self sufficiency. The plan focuses on Law Enforcement Strategies; Drug Prevention & Intervention; Job Training & Education; and Multiple Management Practices. The plan is fully supported by some 30 local partners from both the public sector who have pledged their resources, more than two dollars for each federal dollar. It provides for on-site Community Police teams for additional security; a free "Say No to Drugs" Summer Camp for 200 to 300 public housing juveniles; drug counseling programs and on-site case management to help eliminate drug use and drug related crimes in juveniles and adults and empower them to move from welfare to work; and a Drug Elimination/Residents Initiative Coordinator and an Assistant to ensure plan implementation.

PALM BEACH COUNTY HOUSING AUTHORITY -- $119,428

The PBCHA will use a comprehensive approach to reduce/eliminate drug-related crime. Youth services and community police patrols will be used to combat the problem of open drug trafficking in our community. Site lighting will be upgraded to increase safety and fencing will be installed to limit access. We will coordinate activities with the Workforce Development Board to provide job incentives to youth and adults in the community for economic self-sufficiency.

HOUSING AUTHORITY LAKELAND -- $164,515

The Lakeland Housing Authority's program will use a comprehensive and collaborative security and preventive-based approach to attack both violent and drug-related crime within our complexes. Community Policing patrols and Housing Authority investigators of high crime areas within the complexes will be used. In addition, adult economic development opportunities, drug and crime prevention programs and youth development activities will be offered within the Authority's complexes through extensive collaborative partnerships. Approximately 2,400 residents will be served.

HIALEAH HOUSING AUTHORITY -- $242,374

The Hialeah Housing Authority's Drug Elimination and Prevention Task Force developed a comprehensive plan strategy to eliminate drug-related crime at Hoffman Gardens and Donald F. Scott Villas public housing communities. The plan includes: law enforcement strategies, drug prevention, intervention, referral and treatment programs as well as multiple management practices. There are 64 working partners who are providing resources which include: programs, services, staffing, equipment, supplies and cash. The grant will assist 250 families comprising 762 adults and children living in areas of Hialeah where drug related criminal activity is occurring 7 days a week, 24 hours a day.

CLEARWATER HOUSING AUTHORITY -- $127,565

The Clearwater Housing Authority has been awarded -- $127,600 b the U.S. Department of Housing and Urban Development for the Public Housing Drug Elimination Program (PHDEP). These funds will be used to reduce drug related and other criminal activity at the Lewis Homer Villas and Jasmine Courts developments through funding additional community policing resources and drug prevention activities.

HOUSING AUTHORITY ST. PETERSBURG -- $195,967

The Housing Authority of the City of St. Petersburg will utilize an introductory, prevention-based approach to address the problems of drugs or drug-related crime in the community. The program activities will include additional on-site law enforcement, active volunteer patrols, a computer-based teaching center for adults and youth, a youth recreation program, and a youth educational component. These programs will be held on-site at Jordan Park, James Park, Clearview Park and Graham Park.

WINTER HAVEN HOUSING AUTHORITY -- $50,366

The program of the Winter Haven Housing Authority will use comprehensive drug prevention-law enforcement approach to reducing drug related crime. Resident patrols and community police will be used to combat the problem of open drug trafficking and use in our developments. In addition, welfare to work and youth development programs will be used to assist family in becoming self-sufficient.

DELRAY BEACH HOUSING AUTHORITY -- $43,988

The Delray Beach Housing Authority will use security patrols for the completion of installation of security cameral and preventive programs to combat the problems of drug-related crimes. The Delray Beach police department will provide after hours patrols and utilize DBHA surveillance equipment to assist with identifying criminal activities. Educational and recreational programs will be offered to our youths that are "at-risk" of substance abuse, gang involvement, crime, educational decline and teen pregnancy.

HOUSING AUTHORITY OF TAMPA -- $1,085,626

The Housing Authority of the City of Tampa (THA) is proposing to hire 30 qualified resident security guards to monitor the guardhouses in College Hill, Ponce DeLeon and North Blvd. Homes. The resident patrols will also provide foot patrol to canvas the neighborhoods of Central Park, Robles Park and Riverview Terrace to help prevent crime by being visible to the community. To reduce crime and drug activity, THA will hire nine extra duty Tampa Police officers to train resident security guards, improve data collection and information exchange, target investigations and narcotic enforcement, to respond to or preempt street level drug marketing activities on housing authority premises, specifically where kids are present. The THA in conjunction with the Boy's and Girl's Clubs of Tampa Bay, the YMCA, and the City of Tampa Recreation Department will hire six residents to implement a comprehensive value based youth sports program. The Corporation to Develop Communities will provide job training and job placement while DACCO will provide drug treatment and aftercare to residents to help reduce substance abuse for residents in the targeted communities.

LAKE WALES HOUSING AUTHORITY -- $52,786

The Lake Wales Housing Authority is requesting funds to provide a comprehensive drug elimination program which includes law enforcement and drug prevention activities. Program activities will seek to increase success among residents while reducing drug activity. The program components include crime watch programs, community outreach, police substations, security training, voluntary tenant patrols and a scholarship program.

WEST PALM BEACH HOUSING AUTHORITY -- $161,436

A comprehensive community-based drug-free program which consists of both reactive and pro-active measures, the West Palm Beach Housing Authority's Drug Elimination Program draws upon resources and support form the entire community West Palm Beach to address the eradication of illegal drugs and related crimes within the West Palm Beach Housing Authority and the adjacent communities.

MELBOURNE HOUSING AUTHORITY -- $57,404

The Drug Elimination program is part of Brevard County's comprehensive Weed and Seed strategy to "weed out" crime and "see" the target area by restoring the neighborhood through social and economic revitalization. Our Drug Elimination Program will utilize community policing, prevention, intervention and treatment activities to reduce the climate of drug related crime, violence and social disorder in our public housing communities. DELAND HOUSING AUTHORITY -- $43,988

The DHA will employ a drug grant coordinator and a part time service coordinator with responsibilities to provide educational and recreational programs for 5th and 6th grade residents (approximately 45). Parents and children will meet weekly to address the prevention and reduction of the use of drugs in the Oakland Terrace development. Additionally, PHDEP funding will be used for exterior lighting

HOUSING AUTHORITY OF BRADENTON -- $69,941

The Housing Authority of the City of Bradenton, Florida's FY1999 PHDEP application requests continued funding for the highly successful "Chance for Change" program. This grant will allow the HACB to continue the partnerships, established through prior PHDEP grants, with the Bradenton Police Department, Boys and Girls Club and Manatee Glens. In the past, these partnerships have proven to be very beneficial to the 847 residents living in Roger's, Roger's Addition, Zoller, Page and Sugg Subdivisions of the Housing Authority. Grant funds will be used for five major activities: continuation of a voluntary patrol of the targeted area, drug prevention program, drug intervention program and youth activities through the Boys & Girls Club. A new program which will be implemented with FY 1999 PHDEP funds will establish a monthly informational meeting for youth which will feature guest speakers discussing the dangers of drugs. These guest speakers will be selected based on their proven effectiveness in dealing with the drug issues and target age group.

PASCO COUNTY HOUSING AUTHORITY -- $45,528

The Pasco County housing authority will use the 1999 PHDEP funding to reduce drug related crime and criminal activity through funding additional community policing resources and drug prevention programs in cypress villas i and ii, located in the Lacoochee area Of Pasco Co.

Pinellas County Housing Authority

PROJECT SUMMARY:

The Pinellas County Housing Authority (PCHA) has funded a Pinellas County Sheriff's Community Police Deputy at the 200-unit Rainbow Village Apts. in Largo, Florida since 1994 to address drug-related and violent crime within that community. The PCHA intends to utilize Public Housing Drug Elimination Program (PHDEP) funds to maintain this activity and further supplement law enforcement efforts by installing a perimeter fence around key areas within the development. This barrier will have the additional positive result of enhancing community identity. The PCHA also anticipates using future PHDEP funds for drug awareness education and other prevention tools at Rainbow Village and French Villas, another general-occupancy development.

Housing Authority of Pompano Beach

PROJECT SUMMARY:

The Housing Authority of Pompano Beach proposes to implement a comprehensive security program that will include a central security office, contracted security personnel, resident community aides, and neighborhood watch program. An additional component of the Plan will focus on the management, monitoring, reporting and evaluation of the proposed security program. The proposed Plan will include the Blanche Ely Estates and Ben Turner Ridge developments, which house approximately 117 families and 441 family members.

Housing Authority of Miami Beach

PROJECT SUMMARY:

The primary purpose of this plan is to describe a methodology for reducing crime in and around the Miami Beach Housing Authority's public housing units. An ancillary purpose of this plan is to provide Section 3 employment opportunities for recipients of housing assistance from the Authority. The plan covers the public housing development, Rebecca Towers South. This development is 200 units of elderly public housing.

Monroe County Housing Authority

PROJECT SUMMARY:

The Monroe County Housing Authority's Drug Elimination Task Force developed a (5) year comprehensive plan strategy to eliminate drug-related crime at New Port Village public housing community. The plan includes: law enforcement/security strategies; drug prevention, intervention, referral and treatment programs; job training and education; and, a community empowerment program. There are (16) working partners who are providing resources which include: programs, services, staffing, equipment, supplies and cash.

Housing Authority of the City of Sarasota

PROJECT SUMMARY:

The Housing Authority of the City of Sarasota (SHA) applied for $123,420 in Federal funding from the U.S. Department of Housing and Urban Development Public Housing Drug Elimination Program (PHDEP). SHA has developed a four pronged approach to reducing drugs and drug-related crime in all of its developments. This strategy involves stronger screening of applicants, increased lease enforcement, additional law enforcement services and a wide variety of drug prevention programs. SHA will establish a Parking and Vehicle Registration Program (PVRP) at all public housing developments. This program will be implemented and operated by Resident Patrols, Property Managers, and SHA staff, and the Sarasota Police Department. PVRP will require the installation of and improvements to parking lots. Resident associations will assist in the development of the program and policy. All residents must register their vehicles with their property manager and will receive numbered stickers for their vehicles. Each resident will also receive "Visitor" handling tags for their guests. Funding is also requested to continue funding for prevention service programs with the YMCA HIPPY program and Sarasota Day Nursery, Volunteer Tenant Patrols, and salary for the PHDEP Program Manager.

JACKSONVILLE

PROJECT SUMMARY:

JHA PHDEP is a multi-faceted program combing enforcement, prevention, community involvement and drug treatment to form a wall against the encroachment of illegal drugs, crime and delinquency. The program will serve primarily six communities namely Brentwood and Fairway Oaks in the NW quadrant of Jacksonville, Blodett and Hogan villas in the downtown area; and Southwind villas on the southside and Ramona park on the westside. it will also provide additional services which will be extended to the entire public housing population of approximately 2500 families.

NORTHWEST FLORIDA REGIONAL HOUSING AUTHORITY

PROJECT SUMMARY:

Northwest Florida Regional Housing Authority will coordinate with local government officials, local law enforcement and residents in conventional public housing complexes in Jasper, Florida Hamilton County to reduce/eliminate drug related crime. NWFRH will reimburse local law enforcement for a full time officer to patrol the sites over and above current base-line services. The Authority will also purchase and install surveillance equipment at the various sites to combat and reduce drug related crime in the area. The Authority has 86 units of conventional public housing in Jasper serving approximately 203 residents. The population of Jasper is 2,500 within the city limits and approximately 1,200 surrounding the city.
