FY 1999 PHDEP Program Project Summary -- Iowa
City of Des Moines, Department of Housing Services PROJECT SUMMARY: Des Moines Housing Services is seeking to continue its battle against drugs and crime by 1) improving the security of residents as individuals and as community members; and 2) increasing self sufficiency among youth residing in public housing in order to increase resistance to bad choices. To improve the security of residents, DMHS will improve the safety of its largest elderly/disabled apartment house, Royal View Manor, located in an area marked by urban transience. By increasing security guard service and improving the residential site protection, DMHS expects to lessen crime and drug use at this site. DMHS has also begun a long-term project to replace all locks in all scattered site housing, to improve individual residents' safety. To increase self sufficiency in youth, we will work with the Des Moines Public Schools on an employment and training program which will provide youth with summer employment and teach them skills which will help them get and keep jobs. For the Royalview project, we will improve the security of approximately 200 residents. For the scattered site project, we will improve housing for 463 families. For the jobs training project, we expect to involve 20 youth from as many families.
Davenport Housing Commission PROJECT SUMMARY: The Davenport Housing Commission, in cooperation with the Davenport Police Department, is applying for PHDEP funds for a gun buy-back program. The police department will offer cash in exchange for working handguns or assault weapons that are turned over to the police. The buy-back will be offered in each of three neighborhoods designated as Targeted neighborhoods by the Davenport City Council.
Housing Authority of the City of Fort Dodge, Iowa PROJECT SUMMARY: The Fort Dodge Housing Agency of Fort Dodge, Iowa proposes to initiate aggressive drug prevention and education programs for at-risk youth and their parents in Public Housing. The Fort Dodge Housing Agency will provide constructive and educational activities for at-risk youth through their Family Betterment Institute Program, set up a youth sports scholarship fund, and contract with community & Family Resources to provide drug prevention/education seminars to its residents. The implementation of these programs will ensure the future of a safe, secure, and drug-free public housing.
