FY 1999 PHDEP Program Project Summary -- Illinois

ILLINOIS

DANVILLE HA (Housing Authority) -- $118,108.00

The Housing Authority of the City of Danville, Illinois proposes to use a security and prevention education approach to attack the drug-related crime problem prevalent in its public housing developments. The Housing Authority proposes to continue its prevention efforts in the public housing developments by providing expending education, vocational, and employment and recreational/sports opportunities to its residents.

LASALLE COUNTY HA -- $208,943.00

The Housing Authority for LaSalle County and the residents have formed partnerships with community agencies and Police departments to develop a comprehensive plan. Our goal is to provide programs, prevent crime and violence, strengthen families, encourage self sufficiency, welfare reform, and provide a safe environment for families living in public housing developments.

KNOX COUNTY HA -- $95,894.00

The knox County Housing Authority with the cooperation of local social service agencies is prepared to offer an aggressive program which will promote security through additional police service, promote drug prevention through educational and social programs for youth and adults, and offer intervention through a referral program and on-site group therapy programs.

KANKAKEE HA -- $72,800.00

The purpose of the Kankakee County Housing Authorities program is to provide a comprehensive continuance of service aimed at reducing/eliminating drug related crime as providing residents with opportunities for positive alternative lifestyles. Through Community Policing, strategically placed security measures, Youth sports prevention/intervention programs and a WtW initiative, the problems of open drug use and idle time in and around our units will be addressed. Approximately 300 residents will benefit in the following locations: Wildwood, Chestnut, Scattered Sites, Harbor Site, Azzarelli high-rise, Locust, Old Fair Park, midtown High-rise.

JOLIET HA -- $241,715.00

The Housing of Joliet's 1999 PHDEP program combines an aggressive on-site law enforcement presence with a prevention based programming approach to reduce and discourage drug and drug related crime on and near the family-oriented public housing developments of Des Plaines Gardens, Poole Garden, and Fairview Homes. The City of Joliet's Neighborhood Oriented Policing (NOP) Program will be funded to provide three full-time police officers to assist in the eradication of drugs and drug related crime on and near agency operated public housing developments. Prevention programs and activities targeted to both youth and adult public housing program residents include the continued funding to employ three full-time Community Service Aides to operate and provide access to three on-site community centers; continued funding of an on-site educational tutoring program and computer skills development program; funding to support access to supervised recreational activities sponsored through the Boys and Girls Club and the Joliet Park District; funding to support the Housing Authority's annual nine week Summer Youth Camp Program which exposes youth to various educational, recreational, cultural and social activities and programs; and funding to purchase additional educational advancement computer software for use with the agency's educational tutoring and computer skills development programs.

JEFFERSON COUNTY HA -- $78,519.00

The Hosing Authority of Jefferson County, Illinois will reduce substance-abuse-related crime through the provision of increased law enforcement and security guard personnel patrols to housing areas scattered over six locations, counseling and drug prevention services to residents throughout the communities. The combination of security and preventive-based drug elimination will do much to eradicate the current drug-related criminal activity occurring throughout our units.

JACKSON COUNTY HA -- $186,729.00

The Jackson County Housing Authority proposes to utilize an intensive and comprehensive multi-faceted program to eliminate illegal drug use and related crime in its developments. An increased law enforcement presence and the employment of a security officer will assist in efforts to eliminate vandalism and other drug related crime. The JCHA will also develop a Youth Activities Center to provide recreational and educational opportunities for youth. Additionally, the JCHA will employ a Drug Elimination Program Coordinator, and contract with an Anti-Drug Task Force investigative unit for undercover services.

FREEPORT HA -- $98,093.00

The Housing Authority will utilize a comprehensive plan of additional law enforcement, security personnel, and drug prevention programs to eliminate drug-related activity in the targeted developments. The plan components will be accomplished by: 1) contracting with the Freeport Police Departments for additional patrols, 2) contracting with a private firm for security services, and 3) contracting with local community service agencies to provide a broad range of comprehensive skills building, recreational and employment training activities to support the Housing Authority's drug eradication program for its resident youth and adults. The Targeted area includes adult and youth at the Parkside, Westview, and Willow developments for a total of 778 residents.

PEORIA HA -- $319,134.00

The Peoria Housing Authority will continue and expand programs that have led to a marked decrease in drug activity and related crime. Through partnerships with local entities, we will provide additional police services, offer a broader scope of education, training, and life skill counseling to assist the residents of Harrison homes, Taft Homes, and Scattered Sites. New programs, such as martial arts, are being added to attract more youth and teach discipline and self-awareness.

ELGIN HA -- $56,085.00

The proposed activities will include a comprehensive approach to reducing drugs and crime in development. We are proposing 2 components: Reimbursement of Law Enforcement and Drug prevention activities. The proposed plan will target all development.

CHICAGO HA -- $8,443,514.00

The Authority proposes to use this funding to further its strategic plan to control and prevent drug use, drug trafficking, and drug-related crime in fourteen CHA housing developments (ABLA, Cabrini- Green, Horner, Rockwell, Lathrop, LeClaire, Hilliard, Ickes, Dearborn, Stateway, Taylor, Wells, Washington Park and Altgeld). CHA's DEP addresses both demand and supply reduction. CHA's DEP programs include CHA police, CADRE (Combating Alcohol and Drugs through Rehabilitation and Education), Tenant Patrol, Resident Organization, Resident Programs,

COOK COUNTY HA -- $479,910.00

The components of our plan includes, additional police patrols, drug intervention, prevention and treatment, welfare to work initiatives, educational program, anti-drug workshops, mentoring, local officials and various law enforcement agencies. Additional police patrols will be provided in the Village of Ford Heights, Celina Blake Homes, Vera Yates Homes and Lena Canada Homes. In the City of Chicago Heights, additional police patrols will be provided at Daniel Bergen Homes, John Mackler Homes and Sunrise Apartments. The population to be assisted are very low income residents who reside in economically depressed communities. Approx. 3,000 residents will be served by this program.

CHAMPAIGN COUNTY HA -- $133,284.00

The Housing Authority continue to address issues of safety and security of public housing residents consistent with the comprehensive plan. Some of the programs include: Domestic Violence Education, After-School Programs and activities, Summer youth Employment, Summer Food Program, Mentoring Programs, adult employment Training and continued education opportunities for the youth and adults. The DEP programs are provided primarily through the Family Resource Centers in each of the four family complexes, Lakeside Terrace and Dunbar Court; Urbana, IL, Joanne Dorsey and Burch Village; Champaign, IL,

AURORA HA -- $144,721.00

The AHA will use PHDEP funds to continue ongoing successful strategies and activities that have proven effective in reducing drug-related crime in and around five public housing target sites in Aurora, Illinois, which include Maple Terrace, Jericho Circle, Eastwood, Southwind and Indian Trail. Approximately 1000 to 1300 residents will be assisted by these activities, Major activities include installing security lights and fencing, entry door camera monitoring systems, site reconfiguration, community policing officer dedicated patrols, educational, cultural, youth activities and drug education, prevention and counseling programs.

EAST ST. LOUIS -- $451,098.00

ESLHA proposes to utilize Community Oriented Police Officers, The Metropolitan Enforcement Group of Southwestern Illinois, Resident Patrols and Neighborhood Watch Program to combat the problems of overt and covert drug trafficking and drug-related crime. In additional, ESLHA proposes the continuation and implementation of our preventive programs; six (6) After School Programs - help approximately 575 children ages 5-13 each year, Rookie Baseball League - serves approximately 360 children ages 6-15 each year and the Gompers Youth Leadership Program - helps over 200 children each year and involves high school junior and seniors mentoring elementary school students.

DECATUR HA -- $192,448.00

The Decatur Housing Authority will utilize Public Housing Drug Elimination Funding to continue three components of its comprehensive community drug prevention strategy. This includes programs and services designed to ensure safe living environments secure from the threat of drugs and drug-related crime. Components include: 1) Community oriented policing through the Hireback, 2) Operation Literacy, the Computer Assisted Learning Center for adult and young learners, and 3) A Youth Diversionary Program which provides recreational activities, tutorial assistant, and cultural enhancement for resident youth. These program will provide service to all residents of Decatur, Illinois public housing.

ALTON HA -- $72,360.00

The Alton Housing Authority application includes initiatives that will continue to decrease criminal drug and gang activity within our development. We will attain this goal using the comprehensive strategy to eliminate drug-related crime developed by AHA staff, our residents, Alton Police Department, community and social services organization leaders. The establishment of the following program will assist us in accomplishing the task: Additional Police services, Camera Club sponsored by 100 Black men of Alton, Boy and Girls of America, Alton Boy and Girls Club, Youth Equal Success Club, Sponsored by the University of Illinois.

ALEXANDER COUNTY HA -- $105,351.00

Thank to the 1999 PHDEP the Alexander County Housing Authority will continue to combat the war on drugs and associated violent crime in Cairo and Alexander County, Illinois with efforts of the Federal Public Housing Drug Task Force. Targeted areas will include Elmwood and McBride complexes in Cairo and the Mary Alice Meadows Apartments in Thebes, Illinois. The Federal Public Housing Drug Task Force along with local law enforcement agencies and the Department of Justice will investigate and prosecute drug activities in Public Housing.

FRANKLIN COUNTY HA -- $150,879.00

The Franklin County Housing Authority will use these funds to install entrance security doors in the following developments: Sesser Elderly and Family, Christopher Family, Benton Family and West City Elderly and Family. We will also contract with an outside agency to conduct a Resident Survey at the end of the grant period.

MADISON COUNTY HA -- $183,210.00

ST. CLAIR COUNTY HA -- $223,459.00

The St. Clair County Housing Authority utilizes a comprehensive strategy to reduce/eliminate drug-related crime in the targeted public housing developments in Alorton, Brooklyn, and Centreville. The program, which operates under the code-name "Project RID NOW!" (Remove illegal Drugs NOW), incorporates both an aggressive law enforcement effort and broad-based prevention programming. DEP funds will be utilized to continue supplemental law enforcement services with the Centreville police Department and the St.Clair County Sheriff's Drug Tactical Unit. The grant also funds a comprehensive Youth/Adult services Program, which includes Family Resource Centers, offering after-school and summer educational/ recreational services, along with various other anti-drug/violence activities and programs. Most of the prevention programs funded are administered by resident owned-businesses.

WARREN COUNTY HA -- $60,484.00

Project Link will provide residents of Lincoln Hones (Monmouth, Warren County, Illinois) a proactive approach to rid their community of crime and drugs. Utilizing a comprehensive community organizing and policing approach, the warren County Housing Authority will provide the residents the necessary tools to create positive healthy programs and lifestyles. This project will focus on improving the quality of life for youth and families in Lincoln Homes.

WAUKEGAN HA -- $98,533.00

The Waukegan Housing Authority proposes to utilize a comprehensive strategy of prevention & intervention, Police & Security strategies, and Community diversified involvement to combat the drug, drug activity and violence in and around it's developments. Evidence of the commitment of the City is exeamplerd via the continuation of the community police program; the implementation of the Citizen's Police Academy; and ,the continuation of the Police Liaison Officer contracted with the Housing Authority. The utilization of the opportunities made available through this drug grant funding in coordination with other subsidies received by the Authority; as well as, in-kind resources via community social service entities, will enhance the drug prevention and intervention programs designed by the residents &staff of the Waukegan Housing Authority.

WINNEBAGO HA -- $71,481.00

The Winnebago County Housing Authority (WCHA) is proposing to implement a five-year Family action Counseling Team (FACT) strategy to reduce crime and substance abuse in WCHA properties. FACT will provide intensive intervention and case management services to families identified as having problems with substance abuse, domestic violence, elder abuse/elder issues, youth issues, gang involvement, mental health issues, physical health issues, and/or interpersonal conflicts. At the heart of the strategy is the expansion of the Winnebago County Sheriff's Department's role in helping the FACT teams identify crime and substance abuse problems within each of our communities.

LAKE COUNTY HA -- $136,363.00

The Lake County Housing Authority will reimburse the North Chicago Police department for 1.5 FTE uniformed officers to provide patrol services above routine deployment. It will provide child care and work for success training to facilitate welfare to work. The Authority will continue management practices to screen applicants and establish flat rents to reward work. The Authority will also work with SAFADA and the Gateway Foundation for substance abuse preventive and intervention services. Finally, the Authority will complete physical improvements to the Marion Jones Townhomes in North Chicago, Illinois which enhance resident safety and improve residents perception of their neighborhood as a secure place to live.

RANDOLPH COUNTY HA -- $48,607.00

The Randolph County Housing Authority, which consists of 221 conventional public housing units throughout Randolph County, Illinois, is developing a comprehensive program to eliminate drug use and drug related crime within it's developments. This program will involve increased law enforcement, physical improvements, and intervention/prevention programs (after school program, welfare to work programs, learning centers, etc.) These programs have the potential to reach 400 public housing residents throughout Randolph County.

ROCKFORD HA -- $441,640.00

The Rockford Housing Authority proposes to utilize PHDEP funds for community policing and tenant patrols, intervention and prevention programs and for equipment and personnel to monitor and evaluate program activities. The Majority of funds will be allocated to continue RHA's community policing efforts. RHA proposes the continuation of its drug prevention program with its relationship with the Boys and Girls Club. Sustained efforts in drug intervention are planned including the addition of domestic violence and substance abuse identification and referral training.

SPRINGFIELD HA -- $194,207.00

The Drug Elimination program of the Housing Authority of the City of Springfield, IL, will use a comprehensive security and community-policing program to reduce/eliminate drug-related crime for SHA's 1,242 residents as well as the surrounding population. Efforts will be concentrated in Brandon Court Family Development, Major Byrd, Johnson Park, Lincolnwood, 1111 and scattered sites. Drug-related crime will be attacked by continuing patrol by security personnel and by community police as well as educating residents on ways to detect, prevent, and combat drug-related problems in their community.

BLOOMINGTON HA -- $140,762.00

The programs proposed by the Housing Authority of the City of Bloomington use a multifaceted, Comprehensive approach to attack the problems of illegal drug use, drug-related crime, and other criminal activity associated with drug-related problems, The application focuses on additional hours of police protection, community policing, job training, educational and employment opportunities, conflict resolution, alternative activities to drug use, mentoring, tutoring, and a campaign to educate residents on the dangers of drug use. An intensive drug intervention program will also provide a referral program and life skills training for adults.
