ST. JOHN THE BAPTIST HA (Housing Authority) --- $69,501

The PHDEP program at St. John will utilize its funds to reimburse law enforcement to provide above baseline services within the public housing communities of LaPlace, Reserve, Edgard and Garyville Oaks. The agency will use a comprehensive approach through the development and implementation of preventive and intervention programs to reduce/eliminate drug crime within its public housing developments which presently have nine hundred and fifty-six residents residing. Resident patrols and community on phone patrols will be sued to address the problem of open drug trafficking in our developments. Traffic point checks will be implemented at entrance to control the safety of the residents to decrease loiters within the complexes. An entrepreneurship training program will be started to offer youth an opportunity to learn business skills.

RUSTON HA --- $65,982

A comprehensive security and prevention based approach to attach the problem of drug-related crime, will be used by the Ruston Housing Authority. Security guards, community based police patrols will be used to combat the problem of drug trafficking in our Greenwood and Eastwood Home Developments. Increased sports, educational, and job training activities for the youth will be incorporated in the program as preventive methods and will be provided by contracting with the Boys and Girls Club.

ARCADIA HA --- $26,393

The FY 1999 PHDEP for the Arcadia Housing Authority will be a community based approach to reduce drug related crime in the Housing Authority. The funds will be used to enhance the security at the family site of Cable and Atkins Drive by erecting a fence around the site to prohibit traffic through that neighborhood for crime related activities. The program will continue to fund programs in place from the FY 98 PHDEP. The five year plan proposes to continue with youth prevention programs and additional physical enhancements to security at the HA's 120 units on six scattered sites.

WINNFIELD HOUSING AUTHORITY --- $25,953

The Winnfield Housing Authority proposes to implement a community based program to reduce drug and criminal activity in our community. This program will assist approximately 350 individuals residing in the Neil Wagoner and Henderson complexes in Winnfield. our program elements include: reimbursement of police officers to provide supplemental patrols during high crime times; utilize a Voluntary Tenant patrol to provide evening watch services; purchase equipment to assist the Tenant Patrol; implement prevention programs such as: life skills, drug education and counseling, youth camp, mentoring, support services to assist those seeking training and employment, and creating linkages with other agencies.

LAFAYETTE HA --- $125,806

Under the 1999 PHDEP, the Lafayette Housing Authority proposes to continue with its Project Tidal Wave, the second phase of its plan to address the crime problem in the agency using a four-part strategy contingent on available funds. All of the elements of the strategy are included for funding under the 1999 PHDEP. The program continues the Community Policing Program established with the Lafayette Police Department, and continues the after school elementary/junior high tutoring and athletic programs for drug and alcohol prevention. The program also included a self-esteem and mentor program in affiliation with the Boys and Girls Club, and an adult educational/job readiness program in support of the HA's Welfare-to Work efforts.

VILLE PLATTE HA --- $49,487

The Ville Platte Housing Authority is applying for funding under the 1999 PHDEP program to reduce or eliminate drug related and criminal activity in and around its complexes. The HA currently serves approximately 650 individuals who will benefit from this program. Our proposed components include: reimbursement of local police to supplement patrols during evening hours; the establishment of a voluntary tenant patrol to provide evening watch services; and the implementation of drug prevention services including: job training and employment, supportive services, drug education and counseling, mentoring for youth, and youth camps.

SHREVEPORT HA --- $205,424

Operation Safe and Sound 99 is a program to enable our residents to live in a community of peace and safety by implementing a level of high security lead by professional guards on our two largest sites. THE FY 99 PHDEP for the City of Shreveport will concentrate on additional police patrols to help eliminate drug activity and reduce crime at the Jackson Heights and Wilkinson Terrace sites. This effort combines with the City of Shreveport's Weed and Seed Program and the Housing Authority's policy of One Strike and You're Out. The Five Year Plan proposes to continue this program in an effort to reduce the crime related activities by 85%.

PATTERSON HA --- $25,000

The Patterson Housing Authority proposes to continue with its Night Watch III Project, the fourth phase of its plan to address the crime problem using a three-part strategy contingent on available funds. All of the elements of the strategy are included for funding under the 1999 PHDEP . The activities are primarily a continuation of the current programs of additional police surveillance (in the form of a bicycle and auto patrol). The program includes a third session of a drug prevention program in the form of a junior high school tutoring program that has been expanded to include LEAP tutoring, and the continuation of a family training and job readiness workshop program to assist the residents in their Welfare-to-Work efforts.

DERIDDER HA --- $27,273

The DeRidder Housing Authority is conducting a "Reclaiming Our Neighborhood" program that will include both of its development sites, 124 units in all. The program will encompass the hiring of additional off duty police officers to conduct site patrolling, a drug prevention program to be offered to both children and adults, as well as additional physical improvements.

MORGAN CITY HA --- $72,580

Under the 1999 PHDEP program the Morgan City Housing Authority proposes to continue with a third phase of its Family Watch Project. The 1999 PHDEP program was developed to continue the successful efforts to address the crime problem in a multi stage process contingent on available funds. The project includes additional police patrols and serves all resident families of the HA and seeks to create alternatives to street activity. Programs are provided for after school tutoring for classes K-9, a Summer Enrichment Program, LEAP test tutoring, and a training program for adults with focus on the family education and Welfare to Work.

HOMER HA --- $25,000

The FY 1999 PHDEP for Homer Housing Authority will be a community based approach to reduce drug related crime in the Housing Authority. The program will continue to fund programs in place from the FY 97 PHDEP to include; the Life Skills program, Job Training and Placement programs for adult residents. For the youth resident we will continue the programs of Drug Education in coordination with the District Attorney and the local school D.A.R.E. program and the Youth mentor program. In addition, funds will be used to renovate the obsolete rent collection office at Washington Street into a mini-patrol substation for the established volunteer tenant patrol. The five year plan proposes to continue with adult and youth prevention programs and additional physical enhancements to security at the HA's 100 units on three scattered sites.

LAFOURCHE PARISH HA --- $60,704

The Housing Authority of Lafourche Parish will use FY 1999 PHDEP funds to reimburse the cost incurred by the Sheriff's Office in the assignment of two full time deputies within the seven public housing developments. The proposed community policing service is the primary initiative of a comprehensive strategy designed to implement new and enhanced existing working relationships between the HA, law enforcement, and associated community service agencies to eliminate the incidence of drugs and drug-related activities. The ultimate goal is the attainment of safe and healthy living environments for all public housing residents.

JENNINGS HA --- $36,510

The PHDEP grant will allow the Jennings Housing Authority to hire off duty police officers for additional patrolling during peak hours of drug related criminal activity. In addition, the Housing Authority will sponsor a youth sports program as a preventive approach to drugs and crime. Supplies and materials will be purchased for the education of drug prevention. All housing authority developments are located on the south side of Jennings, and will all be targeted for drug and crime elimination, benefiting approximately 500 public housing residents.

MONROE HA --- $334,749

The Monroe Housing Authority will continue operation "Weed and Seed" within a community policing program as well as the "One Strike Your Out" program to attack the problems of drug related crime. The Neighborhood Policing Center and Bicycle Patrols will continue to increase the interaction between police and residents and improve public safety and quality of life in all Monroe Housing Authority's developments. in addition, the Summer Youth Program(National Youth Sports Program) will be continued which offers over 300 youth's alternatives to drugs and drug related crime.

NATCHITOCHES PARISH HA --- $25,000

The Natchitoches Parish Housing Authority program Listen, Link, Leade; Momentum for the 21st century incorporates a community based approach to drug elimination. By listening to residents' concerns, law enforcement officials and community leaders, needs and problems can better be addressed. It is important to link residents to resources available and to provide resources from them on site. Teaching residents to take control of their community and leading their peer with momentum is vital to the success of the drug elimination process in the 21st century.

NATCHITOCHES CITY HA --- $90,176

Tools for Empowerment for the 21st century utilize a collaboration of valuable resources from the community with HUD programs. All funds will be used in four developments. There will be a dedicated and visible patrol officer and volunteer reserve officers for educational instruction and security. Physical improvements include a new iron fence at the Abbie Clubhouse to keep violence and intruders out and away from children. Tenant patrol will be observing and obeying and reporting crime. All prevention and intervention strategies will include SMART moves, C.O.O.L. Kids -- R.O.O.L. and a full range of education activities implemented through the Boys and Girls Club of Natchitoches.

NEW ORLEANS HA --- $2,970,516

The New Orleans Housing Authority proposes a comprehensive Drug Demand Reduction Strategy for prevention, intervention and treatment referral services. The strategy is a balanced plan of supplementary law enforcement, prevention and drug intervention and treatment referral. Our approach seeks to promote positive alternatives to reduce and eliminate illegal drug use and drug-related crime and violence. The primary objective of HANO's PHDEP strategy is to improve coordination among law enforcement, community groups and social service agencies. Our plan includes supplementary law enforcement, Neighborhood Liaison Officers, Narcotics Enforcement Team, Operation Safe Home, Weed and Seed, drug prevention, intervention and treatment referrals and an overall evaluation plan. The target population includes over 38,240 public housing residents in eleven conventional developments within the City of New Orleans.

Lake Charles Housing Authority

PROJECT SUMMARY:

Then Lake Charles Housing Authority (LCHA) will initiate a broad based plan to combat drugs in their developments which involves a seven point plan. This plan was conceived by the Lake Charles Housing Authority Administration, residents of the housing development, local government, police, churches, state agencies, schools and nonprofits. The seven step plan includes the investigation and eviction of drug offenders within the developments of the housing authority; uniformed police foot patrols through the developments to increase security for residents, drug education for residents of the LCHA; drug treatment, educational and vocational opportunities for residents; stricter screening and youth initiatives.

DeQuincy Housing Authority

The DeQuincy HA 99 PHDEP grant will provide for a Drug education and Mentor's Summer Camp, the establishment of a community policing partnership and the building of a security fence. A comprehensive plan will eradicate the use of drugs and drug related crimes in the Authority through the education of youth, the use of the Community Policing concept and fencing for security.

Opelousas Housing Authority

Night Watch Project - The Opelousas Housing Authority's plan for funding under the PHDEP grant was developed to address the crime problem in a multi-stage implementation process. This phase of the plan provides for the expansion of the police surveillance program to include a bicycle patrol, the establishment of a drug prevention program in the form of an elementary and junior high school tutoring program, the establishment of an intervention mentoring program for you males, and Neighborhood Watch Program, all to aid and service a community population bordering 19,000.

Bossier City Housing Authority

This effort combines with the housing authority's policy of One Strike and You're Out. The Five Year Plan proposes to continue this program in an effort to reduce crime related activities by 50 percent.

Slidell Housing Authority

The major elements of the Housing Authority of Slidell's PHDEP is to augment the existing services provided by the Slidell Police Department. The final element is to provide capital expenditures to improve lighting and defensible space in securing the perimeters of the Authority's developments. The immediate population to benefit from these efforts will be the 124 families of the Authority and indirectly more than 200 families within the Lincoln Park area who will also appreciate the benefits of this commitment to reduce crime.

New Iberia Housing Authority

Kenner Housing Authority

Kenner Housing Authority's major activities will consist of educational programs focusing on, life skills, drug education and prevention, violence and crime. The program encompasses the area of operation in the City of Kenner that includes scattered sites throughout the city. The goal is to provide positive and personal support that allows continued and sometimes new momentum with a high commitment of quality and service to its more than 600 housing residents, and many of the 72,000 citizens in Kenner.

Crowley Housing Authority

PROJECT SUMMARY:

The PHA will reimburse the Crowley Police Department to man one sub-station at LA 29-1, Carver Village on Eastern Ave., which will also patrol LA 29-3B, Canan Village nearby. The Police department will man another sub-station at LA 29-6A, Westwood, which will also patrol LA 29-2, Old Rhone and the two smaller abutting developments, LA 29-3A and 29-5A, one of which is an elderly development. The intent is that each officer will become acquainted wih the residents, forming a rapport which will drive away those dealing or using drugs, or who are into drug-related criminal activities and /or vandalism.

Alexandria Housing Authority

The Alexandria Housing Authority will use a comprehensive approach to attack the problem of drug-related crime. Enhanced security patrols will be used to combat drug trafficking in developments. Also, recreational programs will meet the needs and interests of the youth. Participants will be required to go through counseling and anti-drug sessions. Professionals from various agencies will conduct these sessions.

Houma Housing Authority

PROJECT SUMMARY:

The Houma Housing Authority in an attempt to provide the safest community environment possible for its residents, plans to utilize "channeling" techniques, in partnership with the local government and law enforcement agencies to ferret out illegal activities in and around the PHA sites (Bayou Towers on Park Avenue or Senator Circle near Grand Calliou). The channeling method utilizes surveillance, confidential information, undercover activity and intervention to gather information needed by the Law Enforcement Agencies and PHA to take action against individuals involved in such activities. In addition to the more than 900 residents living on the sites, more than 200 citizens living in the surrounding communities will benefit directly.

East Baton Rouge Parish Housing Authority

PROJECT SUMMARY:

This agency plans to provide increased security by contracting security guard services and defensible fencing to address the needs of our elderly/disabled residents. A holistic approach to overcome barriers, faced in achieving economic and family self-sufficiency will be provided by Operation "SUPPORT" (Setting Up Positive Programs Offering Residents Training). The program will include, but will not be limited to Youth Entrepreneurship Program, 20/20 Education Community Center (also know as CTEC Community Technology Education Center, Job Readiness Training, Job Placement, parenting Classes, Alcohol and Drug Abuse Youth Prevention, Boy Scouting and a Whistle Defense Program which will serve all 16 sites.
