FY 1999 PHDEP Program Project Summary -- Maryland
Annapolis Housing Authority The Housing Authority of the City of Annapolis will use the 1999 PHEP grant to reduce crime and drug use among the 2,700 residents of public housing in Annapolis. HACA's drug elimination program has three components: 1. Law Enforcement: The Safe Communities program implements community oriented policing to foster trust and cooperation between law enforcement officers and residents. 2. Risk reduction/drug use prevention: Sports and training activities for youth will release their energies in positive ways, build teamwork and social skills and improve self esteem. 3. Intervention. A crisis intervention coordinator will link residents to community resources for counseling and drug treatment. Funds are also programmed for a resident survey. The PHDEP grant will apply to the 10 public housing communities in Annapolis: College Creek Terrace, Eastport Terrace, Bloomsbury Square, Obery Court, Annapolis Gardens, Harbor House Apartments, Robinwood, Newtowne 20, Glenwood High Rise and Bowman Court.
Anne Arundel County Housing Authority The Housing Commission of Anne Arundel County strives to fulfill its mission of providing secure accommodations to residents. The current grant application seeks to enhance already successful services by adding additional staff members to the Community Safety Unit, which monitors and eliminates drug activity and related crime. Also, the elderly community of Glen Square has been experiencing serious problems with revitalization in the area and requires security enhancements with respect to parking and common areas. The elderly communities of Burwood Gardens, Pinewood Village and Pinewood East are also experiencing increases in criminal activity and now require additional security measures within each apartment. The Commission seeks to add Emergency Notification Systems to these buildings drug elimination grants.
Baltimore City Housing Authority The Housing Authority of Baltimore City will launch an intensive war on drugs program to reduce and eliminate substance and chemical abuse through a massive prevention and intervention program in and around their public housing. Through "Operation Take Charge" the residents of the targeted developments of O'Donnell Heights, Latrobe, Somerset, Douglass and Westport Mt. Winans Homes have vowed to turn in drug dealers, move the pushers out and take back their community by any means necessary. With the combined resources of the community and business associations, residents will be trained by the Housing Police force to organize tenant and patrol groups as well as community policing. HABC Youth Development Centers will continue to be a top priority and will operate in the four most troubled developments. Full funding will enable them to combine forces with the Baltimore City Health Department, South Baltimore Family Health Care Center, Department of Social Services and Juvenile Services, Office of Employment Development, Sojourner-Douglass College and the Boys/Girls Club of Maryland to address the growing problem of substance and chemical abuse for residents of public housing through a new and intense treatment and aftercare program and promote employability through our Family Self-Sufficiency Program.
Cumberland Housing Authority
The Comprehensive Drug Elimination Program, Entitled F.O.C.U.S. (Families and Friends Organizing
Communities-United for Success). The housing authority of the City of Cumberland Maryland will
capitalize on prevention based strategies and the implementation of a Private Investigator to reduce
crime and drug related criminal activity in all five communities to coincide with existing activities
already in place. Training sessions, periodic evaluations and community surveys will be performed to
assess the quality and efficiency of the comprehensive approach for its credit worthiness.
Frederick Housing Authority
Hagerstown Housing Authority The Housing Authority of the City of Hagerstown, Maryland will use the 1999 PHDEP funding for the following activities: fund the youth activities for the Boys and Girls Club of Washington County, Inc. at the Frederick Manor community, continuation and enhancement of the homework program at all of the family communities, and provide job readiness and job placement opportunities for the residents of the Hagerstown Housing Authority communities.
Montgomery County Housing Authority HOC will implement a comprehensive Drug Elimination Program that includes: (1) physical improvements to improve security, (2) an array of drug prevention, intervention and treatment activities, (3) employment of a security and compliance coordinator, and, (4) reimbursement of local law enforcement for enhanced services to targeted public housing sites.
Prince George's County Housing Authority The Prince George's County Housing Authority has developed a broad based plan to combat the problems of drug and crime related activity in its public housing communities. Through collaborative partnerships, services are spanned across all areas to include prevention, intervention, treatment, and security. There are priorities of scholastic competency, economic empowerment, welfare to work initiatives and strengthening and improving family structure to avoid involvement in drug use and the attendant crime activity.
Rockville Housing Authority The Housing Authority of Rockville will use the FY 1999 PHDEP funds to cover the salary of the Drug Prevention Coordinator. This employee's duties include an array of prevention, intervention and treatment activities for all residents of the Rockville HA.
St Michaels Housing Authority The Community House Program will provide a safe haven for children who live in and around the St. Michael's, Griffin Webb Lane and Willeyville Public Housing Units. The Program serves latchkey children, children of alcohol and/or drug abusers and children who have been abused and neglected. The program strives to delay or eliminate the onset of alcohol and/or drug use through: improving academic performance, increased banding to school and improved social skills. These factors will be addressed by . homework assistance, in-school tutoring and social skills building sessions.
