1999 PHDEP Program Project Summary -- Minnesota
The Minneapolis Public Housing Authority's (MPHA) FY 1999 Public Housing Drug Elimination Program will make four programs possible: (1) an MPD Police Team that will work exclusively in public housing; (2) two volunteer resident patrol programs for the high-rises; (3) security guards in the high-rises; and (4) drug prevention programs for youth and families in public housing that focus on recreation, mentoring, tutoring, and counseling activities for youth and employment and education for adults.
The PHDEP grant to the St. Paul PHA will be used to support three successful current programs: (1) ACOP Community Policing Program, providing services to the four family and 16 hi-rise developments; (2) Boys and Girls Club of St. Paul, supporting youth and family programs at Mt. Airy and East Side Clubs; and (3) McDonough Parks and Recreation Center, implementing teen and youth programs. The grant will also pay for special training on cross-cultural communication and conflict resolution; eviction prevention services; some resident scholarships; and a program evaluation.
The Duluth Housing & Redevelopment Authority in collaboration with the Duluth Police Department, Harbor View Resident Management Corporation, and Copeland Community Center, has embraced a pro-active, holistic approach to eliminating drugs and drug related crime in Harbor View Homes, a family housing complex, and Tri-Towers, which houses a broad mix of residents. Programming includes an after school enrichment program, computer learning center, music lessons, job readiness training, welfare to work program, parenting skills and resident patrol. The collaboration is a comprehensive prevention based approach to the issue of drugs and crime, and serves approximately seven hundred residents in the targeted complexes in Duluth's Central Hillside.
The Olmsted County HRA has implemented many measures intended to reduce crime in our developments. We are certified crime-free multi housing owners, set up police substations at Homestead Green and Homestead Terrace, administer an after school homework program for the neighborhood, installed deadbolts and have good tenant screening practices. Unfortunately, two of the developments, Homestead Green and Homestead Terrace are located in one of the highest crime areas of the city and the Olmsted County HRA feels that using the PHDEP funding to provide additional police presence could benefit the entire neighborhood.
