FY 1999 PHDEP Program Project Summary -- Missouri

HOUSING AUTHORITY OF THE CITY OF MEXICO --- $48,828

The Housing Authority will conduct a program called "The Renaissance Club" to encourage resident interaction with the community and participation in healthy lifestyles. The club will provide alternative youth services, adult education, literacy tutoring, computer skills training, school incentive programs, and supplemental police services.

HOUSING AUTHORITY OF THE CITY OF CLINTON --- $32,991

The Housing Authority of Clinton, Missouri, will use a comprehensive drug elimination strategy relying on multiple interventions to attack drug-related crime, provide a drug-free environment, safe living conditions, and educational/training opportunities for all residents. Community police patrols will be used to combat problems of drug trafficking and gang recruitment. An additional preventive approach of technology-based education and training will be used. This education and training will be at the Housing Authority's Computer Lab where courses will include life and work skills, entry level job skills, career interest and aptitude assessment, pre-employment skills, literacy development, and life skills assessment and counseling. In addition to training, the grant will also be used for physical improvements to deter drug-related crime.

ST. LOUIS HOUSING AUTHORITY --- $1,102,121

St. Louis Housing Authority's PHDEP is a combination of a unique program management structure and of programs and service. The Authority will initially develop, through a series of surveys and other data gathering techniques, a comprehensive resident family profile. Information gathered on every current and incoming resident family will be used to refer each family member to appropriate programs and services. In addition to resident database development, the PHDEP contains four program components: Welfare to work/ Self Sufficiency programs, Youth Programs that prepare our youth for adult life, programs/services designed to deal with substance abuse and security issues evolving around SLHA communities that house Elderly and Disabled residents and a fourth component, Lease Enforcement and Security which focuses on lease enforcement, security, and the legal system.

WELLSTON HOUSING AUTHORITY --- $46,187

The Housing Authority of the City of Wellston will use a comprehensive security and preventative approach to reduce and eliminate drug-related crime in the public housing developments that we own or manage. We will continue to partner with REJIS in the HIT Notification Program to obtain accurate information for our "One Strike, You're Out" Program. We will partner with local police departments and contract security to combat the problems of drug related crime. Additionally, we will provide on-the-job training in basic computer operations and job placement assistance to help residents transition from welfare to self-sufficiency. After-school tutoring, mentoring, sports activities and summer camps will provide youth with positive alternatives to drug-related crime and gang violence.

HOUSING AUTHORITY OF THE CITY OF RICHLAND --- $25,000

The Security Coordinator funded through an earlier grant will coordinate resident patrol activities, serve as a liaison with the Richland Police Department, and assist the resident association as well as youth advisory board. The main focus of this grant is the provision of contracted security personnel. Approximately 200 residents will be served through this grant program.

HOUSING AUTHORITY OF THE CITY OF INDEPENDENCE, MO --- $115,029

The Housing Authority of the City of Independence (HAI), Missouri, will provide a comprehensive program to combat drug use and drug-related crime in its three developments: Hocker Heights, Pleasant Heights, and Southview Manor. HAI will collaborate with the Independence Community Policing Program and work in cooperation with the resident association's crime watch program to reduce/eliminate the sale of illegal narcotics at the three developments. By collaborating with the Metropolitan Community Colleges, Camp Fire Boys and Girls, and Parenting Awareness; HAI will bring together a holistic approach to the prevention of drug use and sales by providing critical information on helping to raise drug free children, and by providing employment skills to adults through the existing HAI computer lab. HAI believes combating illegal drug sales as well as providing necessary tools to break the cycle of drug use and sales is imperative for the war against drugs.

HOUSING AUTHORITY OF THE CITY OF CHARLESTON --- $61,583

A contract with the City will provide two Community Policing Officers assigned specifically to the targeted Housing Authority developments. The two officers will have the support of other city county, state and federal law enforcement agencies, including the SEMO Drug Task Force and Operation Weed and Seed. These officers will operate out of a police substation already established in the targeted developments. Applicant Name Amount Funded

HOUSING AUTHORITY OF THE CITY OF PAGEDALE --- $25,000

The Housing Authority will partner with the Regional Justice Information System to identify tenants who commit crimes. It will also will partner with local police departments to combat the problems related to drug related crimes. The Housing Authority will provide training in basic computer operations and provide job placement assistance. Youth programs will provide tutoring, mentoring , sports activities and summer camps to provide an alternative to drug-related crime and gang violence.

HOUSING AUTHORITY OF THE CITY OF RICHLAND --- $25,000

The Richland Housing Authority will use its Public Housing Drug Elimination Program (PHDEP) grant funds for contracted security services. A Security Coordinator will coordinate resident patrol activities, serve as a liaison with the Richland Police Department, the resident council, and the Housing Authority's Youth Advisory Board.

HOUSING AUTHORITY OF ST. LOUIS COUNTY --- $114,369

The Housing Authority will partner with the Regional Justice Information System to identify residents who commit crimes. IT will partner with local police departments and contract with private security firms to combat drug related crime. Training in basic computer operations and job placement will be provided to residents. Youth programs will include after-school tutoring, mentoring, sports activities, and summer camps as alternatives to drug related crime and gang violence.

HOUSING AUTHORITY OF THE CITY OF HANNIBAL --- $25,000.00

Program funds will be used to hire part-time Housing Authority security staff. A drug prevention program which incorporates drug education, educational/economic activities, youth services and family support services will also be provided.

HOUSING AUTHORITY OF THE CITY OF COLUMBIA --- $158,577

The Columbia Housing Authority will continue to collaborate with the BIG Brothers/Big Sisters Program to provide drug prevention programming to 75 youths and parents annually. Local summer camp scholarships will be provided to Housing Authority youths for two years. Funds will be provided to support computer lab programs, security and self-sufficiency programs.

HOUSING AUTHORITY OF THE CITY OF SPRINGFIELD, --- $168,474

The Housing Authority of Springfield will employ a multi-faceted approach to deter and eliminate drug abuse and its related crime. The program will be coordinated with the goals of Springfield's Consolidated Plan, Missouri's Welfare Reform Initiatives, and HUD's "One Strike and You're Out" policy. The Housing Authority will increase security, assure participation by residents and focus on prevention strategies to reduce risk factors. A program called "Clear Vision" will increase security quality, sustain Neighborhood Watch efforts, build family management skills, provide for employment skills training , facilitate addiction treatment, provide early intervention with children, enhance recreational activities for adolescents, provide information sessions geared toward the safety needs of senior citizens, and provide doctoral level program evaluation.

HOUSING AUTHORITY OF KANSAS CITY --- $321,113

The Housing Authority of Kansas City, Missouri, plans to use its Public Housing Drug Elimination Program grant funds to continue the progress made over the past few years. The grant supports the employment of housing authority investigators, contracted security in the senior citizen developments, and youth drug prevention programs. The programs and services will reach all of the residents of the Kansas City, Missouri, Housing Authority.

HOUSING AUTHORITY OF THE CITY OF FULTON --- $43,988

The Housing Authority will contract with the City of Fulton to provide additional police services to create a drug and crime free environment and to provide for the safety and protection of the 450 residents of public housing. The Housing Authority will also continue to maintain the computer learning center and to offer various training programs such as life skills, Adult Basic Education and computer skills. A contracted service provider will provide youth and family activities.

HOUSING AUTHORITY OF THE CITY OF JEFFERSON --- $78,959

An on-site learning center will provide Adult Basic Education in the mornings and early childhood education and after school tutoring K-12 in the afternoons. School bus transportation to get children to school safely and in time to participate in the free and/or reduced breakfast program will be provided. An on-site community police office will provide a police presence that will assist in crime deterrence. An on-site community center will offer a safe place for youth to participate in drug-free recreation, cultural and sports programs.

HOUSING AUTHORITY OF THE CITY OF MOBERLY --- $54,985

The drug elimination program will consist of a combination of components to combat illegal drug use and illegal drug activities. These components include a drug prevention program which will provide positive alternatives to illegal drug use through education, sports and self-esteem building activities. A community police program operating from on onsite police substation, and a drug counseling program.

HOUSING AUTHORITY OF THE CITY OF HANNIBAL --- $56,525

Funds will be used to contract with the Hannibal Police Department to provide additional security and protective services. Additional security will also be provided by on site Housing Authority security staff. The Northeast Missouri Narcotics Task Force will provide a part-time investigator to investigate drug related activity. Drug prevention activities to be undertaken include educational activities, youth sports programs, art/cultural actives and other programs designed to combat the problem of drugs and drug related criminal activity occurring in public housing.

HOUSING AUTHORITY OF THE CITY OF HILLSDALE --- $11,000

The Housing authority will partner with the Regional Justice Information System to identify tenants who commit crimes. It will also partner with local police departments to combat the problems of drug related crime. The program will provide residents with training in basic computer operations and job placement. Youth programs provided will offer tutoring, mentoring, sports activities and summer camps to provide alternatives to drug-related crime and gang violence.

Housing Authority of the City of St. Charles

PROJECT SUMMARY:

The Housing Authority will develop a youth program targeting two age groups, 6-12 years and 13- 18 years. This program will provide educational materials and videos to address the issues of peer pressure, resistance and refusal skills, self-esteem, violence, goal planning, and leadership. Job readiness training will also be provided to the 13-18 year group. Intervention services will be provided by a licensed professional counselor. Summer camp will also be provided to
