FY 1999 PHDEP Program Project Summary -- Mississippi

HOLLY SPRINGS HA (HOUSING AUTHORITY) --- $25,000

The Housing Authority will use a comprehensive approach to reduce the drug and drug-related crime problems. The PHDEP Program will include drug prevention and security to enhance its existing drug elimination efforts. The proposed program will use private security to combat the problem of open drug trafficking in our developments and drug prevention programs to provide residents, particularly the youth, with constructive activities. A combined effort will be made with the local police/sheriff departments and the community to assist our drug strategy.

MERIDIAN HA --- $285,263

The Meridian Housing Authority will focus its drug elimination efforts on the two greatest areas of concern indicated by residents - prevention and security. The authority will develop contracts with a patrol service company to provide added security at Frank Berry Courts, Victory Village, Highway Village, Oakland Heights, and Eastern and Western Gardens. The Meridian Police Department will partner with the authority to develop a Neighborhood Watch and a volunteer Tenant Patrol program. The Boys & Girls Club will provide drug and crime prevention activities for as many as 500 residents to assist the authority in the collection of survey data regarding effectiveness of the program activities.

TUPELO HA --- $90,176

The Tupelo Housing Authority proposes to continue providing a comprehensive drug elimination program to 681 residents living in the Northside Apts., North Green Street Terraces, and Canal Street Courts developments. The program is divided into four major subgroups: Family and Support Services; law Enforcement; Adult Education; and Youth Activities. The Tupelo Housing Authority staff will work closely with the residents and community partners to ensure the success of these programs.

MISSISSIPPI REGIONAL HA, NO. V --- $129,105

The Mississippi Regional Housing Authority No. V will use a broad-based approach on dealing with drugs and drug-related crime in the counties of Kemper, Leake, Neshoba, Newton, Noxobee, Smith, and Jasper. They will continue the employment of the drug elimination coordinator and investigator. They will contract with local law officers to provide additional enforcement that exceeds the baseline of services now provided. They will fund non-profits that nurture at risk children, schools to establish computer learning centers for residents, and towns to provide youth sports activities of the HA your. Some physical improvements will be made such as security fencing.

VICKSBURG HA --- $94,574

The Vicksburg Housing Authority's drug elimination program will address the areas of security, drug prevention, and physical improvements. Both youth and adults will be provided the opportunity to participate in an organized Summer Program and Computer Training Program. It is anticipated 380 residents from all locations will take advantage of these educational and recreational programs. The housing authority also proposes to contract with a private security firm and replace fencing.

GREENWOOD HA --- $89,736

The housing Authority proposes to utilize PHDEP funds to erect security fencing and place portable buildings to house the security service provider in two of the housing authority's neighborhoods.

MISSISSIPPI REGIONAL HA. NO. IV --- $85,557

The Mississippi Regional Housing Authority No. IV proposes to implement a simple and straightforward plan to eliminate drugs and other drug-related crime in the targeted developments. They will add supplemental security, drug prevention programs, and physical improvements to enhance security and safety. This plan will target approximately 338 residents, of that number approximately 154 youth under the age of 18, and 184 residents.

PICAYUNE HA --- $78,079

The Picayune Housing Authority will contract with the Picayune Police Department to provide foot, bicycle, and vehicle patrol for 52 weeks. The officers will be responsible for on-site law enforcement, collecting data on crime activities, establishing Neighborhood Watch, and promoting other aspects of the drug awareness programs. The Picayune Housing Authority will partner with the Boys & Girls Club to provide youth mentoring programs, recreational, educational, cultural, social, health, and life skill programs.

WINONA HA --- $37,390

The Winona Housing Authority proposes to include drug prevention programs and security to enhance their existing drug elimination efforts. The program will use local law enforcement to combat the problem of open drug trafficking in their developments. The prevention program will provide 425 residents, especially youth, the opportunity to be exposed to a variety of educational and recreational programs.

ATTALA COUNTY HA --- $25,000

The Attala County Housing Authority will focus on security and prevention to address their drug-related crime problems in their development. The Authority plans to hire local law enforcement to provide patrolling, walk-throughs, resident watch, and drug prevention activities. The program design will coordinate and employ community rescues, to provide a comprehensive drug elimination program. The program will serve approximately 152 residents and 81 children.

BROOKHAVEN HA --- $72,360

The Brookhaven Housing Authority will establish a comprehensive security and preventive-based approach to reduce/eliminate drug-related crime. The program is divided in four subgroups: family and support services, law enforcement, adult education, and youth activities. The program is designed to meet the needs of all residents and empower them to improve their quality of life.

MISSISSIPPI REGIONAL HA, NO. VI --- $29,912

The MRHA No. VI proposed to increase law enforcement in conjunction with the security agency. They will provide for program administration and physical improvements such as fencing and lighting. Drug prevention activities, along with educational, recreational, and cultural activities for children and adults will be provided. An Advisory Board will be responsible for developing, coordinating, communicating, and evaluating the program.

LOUISVILLE HA --- $35,190

The focus of the Louisville Housing Authority's PHDEP will be on education and the importance of being a good parent and child. Programs include training programs for parents on drug prevention, youth counselors to assist with educational development, substance abuse workshops and youth activities. The LHA will employ law enforcement personnel, and all activities will be conducted on the housing authority sites.

BILOXI HA --- $200,586

The Biloxi Housing Authority will make available educational and recreational programs to residents at all developments. The programs available are as follows: formation of Library/Computer Learning Center; Partnering with the Boys & Girls Club to implement Smart Moves Program; participation in sports programs sponsored by the City of Biloxi; and initiation of a scholarship program for graduating High School Seniors residing in public housing.

ITTA BENA HA --- $25,000

The Itta Bena Housing Authority will incorporate prevention and preventative programs designed to involve the family, community, and local government. The programs will focus on youth and adults and is designed in collaboration with the housing authority resident council. They plan to continue the Leflore County Sheriff's Department sub-station; after-school tutoring, landscape around the PHA entrance; install deadbolt locks on all exterior unit doors; and purchase a Van for transportation of activities.

NATCHEZ HA --- $65,102

The Natchez Housing Authority will use a comprehensive security and prevention approach to eliminate drug-related crime in Maryland Heights, Williams Apts., and Kenneth Graves Subdivision. A prevention program for the youth will be educational and recreational, and designed to offer an alternative to gang and drug activities. Prevention programs for adults will promote a "0" tolerance for drug activities. They will fund supplemental polices services to combat open drug trafficking.

STARKVILLE HA --- $53,665

BAY ST. LOUIS HA --- $25,000

The Bay St. Louis Housing Authority will contract with the Bay St. Louis Police Department to continue the provision of additional security services and crime prevention for the residents of the Authority. The authority also plans to use these funds to develop a small scale landscaping project that will attract interest from the elderly residents. In addition, the landscaping will improve the aesthetics along the chain-linked security fence.

MISSISSIPPI REGIONAL HA, NO. VIII --- $398,752

The MRHA VIII will use a comprehensive security and preventive-based approach. The programs to be implemented are: increased law enforcement; youth programs provided by the YMCA and Boys & Girls Club; single mother support programs; and other programs to promote drug abuse education and gang awareness. Emphasis will be placed on drug prevention strategies to eliminate drugs from targeted sites, increase resident participation and promote safer cleaner communities.

COLUMBUS HA --- $105,571

The Columbus Housing Authority will continue its efforts to eliminate drugs and drug-related crimes from their developments. They will continue their contract with local law enforcement to provide additional security services above and beyond the current baseline protective services at all of their developments.

OXFORD HA --- $46,627

The Oxford Housing Authority plans to continue their community policing programs in place in previous grant years. The OHA employs two full-time Oxford Police Officers who perform comprehensive policing activities to reduce the problem of drugs and drug-related criminal activities in their four housing complexes. These community policing activities provide security to 212 families housed in all the Oxford Housing Authority developments.

WAVELAND HA --- $25,000

The Waveland Housing Authority proposes to contract with the Waveland Police Department to provide additional security and crime prevention education for the residents of the Authority. The Authority plans to contract with Gulfside Assembly Center to allow the youth to attend the center's summer education program and after school tutoring activities.

YAZOO CITY HA --- $63,783

The Yazoo City Housing Authority will implement YAZOO PreVENT program which will provide expanded security patrolling by the local police department and drug/alcohol/tobacco abuse prevention programs. These programs include summer enrichment programs for youth and adults in all their developments. Activities include after school tutoring/mentoring, microenterprise program, housing counseling, youth recreational initiative, and transportation service for youth activities. The YCHA anticipates serving 1,066 residents.

HATTIESBURG HA --- $65,102

The Hattiesburg Housing Authority will implement Project Youth Care, which will allow for after school programs for the youth at Robertson Place and Briarfield Homes. Additionally, the Project Youth Care will offer support to the Police sub-station located at Robertson Place. Funding will be offered to Aldersgate Mission and the Family Network Partnership project.

LUMBERTON HA --- $25,000

Lumberton Housing Authority will reduce unemployment, illiteracy, drug-related crimes, and the demand for drugs in their development by adopting a program which will bring self-esteem and prevention into the development. The authority will implement the following programs: youth sports, drug prevention/intervention, tutoring, parenting groups, job skill training, family and group counseling, and a Computer learning center.

JACKSON HA --- $106,891

The Jackson Housing Authority will utilize a comprehensive security and prevention strategy to combat the problems of drugs and drug-related activities in and around their developments. They will contract with the City of Jackson for additional security, and implement a comprehensive prevention strategy through partnership with residents and community organizations to implement drug prevention, education, life skills, and job training programs.

WEST POINT HA --- $49,707

The West Point Housing Authority will implement a program called Crossing the Bridge, which provides for activities in the authority to develop self-esteem, like skills among adults and children to create educational, emotional, and economic self-sufficiency. The housing authority will partner with East MS Community College, Clay County Child Care Center, the Boys & Girls Club, Boy Scouts and Girl Scouts, CompuChild, Smarty Pants, and the Resident Council of the authority to involve all 226 households, and approximately 594 people in these activities.

CORINTH HA --- $72,580

The Corinth Housing Authority proposes to target their elderly residents in gaining a better understanding of the usage and effects of prescription medication. They will offer their other residents programs to include the quality of their lives. Community centers are each location are set up with learning centers complete with computers, tutoring, mentoring, ethnic heritage classes, drama, art, dance, parenting classes, job training, homeownership, GED, leadership training, and self-sufficiency. They will partner with these agencies for services: Boys & Girls Club, Boys and Girls Scouts, project Clean Sweep, Aviation Summer Program, and Literacy Council.

LAUREL HA --- $145,821

The Laurel Housing Authority proposes to implement a comprehensive plan to prevent and reduce drug-related crime with youth prevention program activities through the Authority's Youth Cultural Program and also provide Private Security Services.

CLARKSDALE HA --- $65,102

SENATOBIA HA --- $26,393

The Senatobia Housing Authority in conjunction with the resident population, community organizations, law enforcement, civic and religious groups and government agencies seeks to enhance their existing drug elimination efforts. The housing authority will contract with local law enforcement to provide community policing. Their will also implement programs to include peer leadership, life skills development, summer youth and after school programs, and parenting classes all three of their developments.

MCCOMB AND SUMMIT HAs --- $95,674

The McComb Housing Authority manages 435 apartments in 10 complexes and is under contract to manage 30 apartments in 2 complexes for the Summit Housing Authority. The McComb and Summit Housing Authorities will contract with private security to reduce drug-related crimes through regular patrols above baseline services provide by the local police departments. Residents will work with Drug Education Coordinator, police, security, Family Investment Center, Boys & Girls club, and other agencies to plan and coordinate the programs.

ABERDEEN HA --- $35,850

The Aberdeen Housing Authority will implement a comprehensive program designed to prevent the use and abuse of drugs and drug-related crime. The program will target both adults and youth of all the Aberdeen Housing Authority developments. The program will employ activities such as drug awareness and individual enhancement arts and crafts seminars, ABE/GED training, employment and job skill enhancement training, and a computer training center.
