1999 PHDEP Program Project Summary -- Montana
The Housing Authority of Billings will sustain and continue a realistic community-based Drug Elimination Program for the Public Housing families and Community of Billings. This program incorporates law enforcement, community policing and resident involvement. Billings is a metropolitan area located within a very rural state. Our problems are very similar to those of heavily populated states, with drug and gang activity becoming a very real threat to our community.
The Public Housing Authority of Butte is proposing to use Public Housing Drug Elimination funds to reduce drug related criminal activity within the housing authority's four largest housing communities. Planned activities include contracting services for a drug counselor, a volunteer tenant patrol, drug education for youth, activities for youth that provide alternatives to drug related activities, surveillance equipment, and additional police patrols on weekends. Most of the activities will take place at the housing authority's largest site, Silver Bow Homes, which consists of 213 units and 450 residents. The other communities covered by this grant include the Elm Street complex, Rosalie Manor, and the Leggat Apartments. Drug elimination activities will be offered to all 650 residents of the housing authority.
The Helena Housing intends to sustain a resident driven drug elimination program to prevent the vulnerable to drugs, abuse and related crime. Violent crime culture has arrived in the rural areas. Strong law enforcement and tenant participation has been effective against drugs and crime in HHA projects. Continued prevention programs will strengthen family structure. A "One Strike, You're Out"! policy will guarantee safe neighborhoods to raise a family. Resident assisted management will sustain tenant input to take control of their own lives.
