1999 PHDEP Program Project Summary -- New YorkHUDSON HA (Housing Authority) --- $29,032 Hudson Housing Authority's Public Housing Drug Elimination Program will focus upon drug prevention. The primary elements of the 1999 program are camera surveillance, job training/placement and youth services. Hudson Housing Authority will expand its already successful collaboration with Columbia-Greene Community College to provide employment training and subsequent job placement in the local plastics industry, healthcare industry and construction trades. This will be accomplished through integrated technical certificate training modules and generalized employee skill development. The Hudson Housing Authority, in conjunction with the Office of Employment Training and the J.L. Edwards School, will provide a much needed alternative to drug use and drug related activity for housing authority youth through an after school program. Both program elements will serve the Bliss Towers development. It is estimated that 10 to 30 persons will participate in employment training and that 20 to 40 youths will participate in the youth programs. POUGHKEEPSIE HA --- $79,399 The Poughkeepsie H.A. offers the proposed drug elimination program of after school, summer and youth development to eradicate drugs and drug related crime from our various complexes. This new innovative approach will improve the quality of life for all concerned. ITHACA HA --- $75,000 The Drug Elimination Program of the Ithaca Housing Authority (IHA) features a multi-level approach of on-site programming: 1) to reduce the incentive for drug use and abuse through development of community pride and involvement - Weeds to Seeds, Celebrate Your Roots, After School and Summer Camp programs; 2) to develop skills in youth and adults which will enhance their quality of life - Three Pillar Foundation, Computer Lab, GED and ESL classes; 3) to introduce goal setting and achievement as a personal growth tool - Case Management services, peer support and networking through 3PF; 4) to involve families, as a unit, in a program of economic literacy as a vehicle for learning these skills and tools - 3PF children's curriculum, family activities. These programs will be based at Northside Community Center, but will target all 341 units of Public Housing at three sites. Transportation provided by IHA bus as needed. NIAGARA FALLS HA --- $186,729 This project of the Niagara Falls Housing Authority will continue a comprehensive drug and drug-related crime elimination program targeting (1) a supply reduction strategy (enchanced police patrols), and 2) a demand-reduction strategy, including drug prevention programs, drug education opportunities for residents, prevention activities for youth, family and other supportive services, and educational and economic development opportunities. Targeted developments include Packard Court, Center Court, and Jordan Gardens, all within the City of Niagara Falls. Targeted populations include the residents of these developments, roughly 1,000 adults and children. MASSENA HA --- $53,006 The programs of the Massena Housing Authority includes an educational, preventive and security based approach to combat the crimes associated with illegal drugs within the Authority and its surrounding areas. A comprehensive educational and drug prevention program has provided the youth with healthy alternatives to drug use, as well as, provide the adult tenants with alternatives to drugs. One (1) part time security guard is responsible for maintaining order and tranquility while protecting Authority property and discouraging crime and criminal activities. "Drug Free Zones" have been established throughout the Authority properties, Village and Town of Massena and the Town of Louisville creating a "Drug Free Zone Community". SYRACUSE HA --- $527,417 The Syracuse Housing Authority is applying to HUD for a Public Housing Drug Elimination grant to support a 24-month drug prevention/intervention project. Drug prevention and intervention activities will occur through the Tenant Assistance Program (TAP) - which will focus outreach, community mobilization, counseling and referral to drug treatment - and through the Teens Working on Alternatives Program (TWA) which focuses intensive programming in troubled youth. Additional prevention activities will occur through Youth Anti-Drug programming, a college-based Super Summer Program and Resident-operated youth programs in three housing developments. ILION HA --- $34,971 The Ilion Housing Authority intends to provide funding to keep the Boys and Girls Club here in the Mohawk Valley and to provide programs that the children of the low income housing developments can have a positive place to hang out. Our comprehensive plan is to keep drug activity in the developments as low as possible. The Mayor of the Village of Ilion is determined to get grants and funding to build a community center in Ilion that will house the Boys and Girls Club. In order to maintain the existing franchise, the Village has agreed to house the club in their Village Hall. The PHDEP grant of 1997 provided funding to get the original franchise, and we intend to raise funding and achieve funding to keep it going. The Mayor has said it was the most positive thing that has happened to this Village for children that he can ever remember and he is determined to keep it here. The Club provides educational services, sports activities, after school homework room, a reading club, and many other programs. The developments include London Towers, Ilion Heights and Remington Park. There are 105 children in these developments. HERKIMER HA --- $38,490 The Herkimer Housing Authority proposes a drug prevention program that focuses on continuing to provide an increased police presence at our three public housing developments, Eastern Gardens, Creekside Courts and Midtown Apartments; and to fund a youth and family counselor to provide intervention/prevention counseling for high risk residents. These activities will continue to benefit the 400 residents of our public housing community. SCHENECTADY MUNICIPAL HA --- $228,518 The Drug Elimination Program of the Schenectady Municipal Housing Authority of the City of Schenectady, New York will use a comprehensive security and preventative-based approach to reduce/eliminate drug-related crime. The program will include the following activities: remedial education, counseling and case management, resident security patrol, and evaluation of the PHDEP program. MUNICIPAL HOUSING AUTHORITY OF UTICA --- $217,081 The Municipal Housing Authority of the City of Utica will use a comprehensive approach to reduce/eliminate drug related crime to provide a safe environment for its residents. Internal security personnel, community police patrols, resident patrols, and drug prevention programs will continue the effort to combat crime in the family developments. PHDEP programs will be combined with partnerships with community organizations to provide residents with increased educational and employment opportunities. These efforts will continue to foster a safe and productive atmosphere within the City of Utica, and provide the support required for the effective elimination of drugs and drug-related crime. Housing developments to be targeted will include Adrean Terrace, Gillmore Village, Humphrey Gardens, Matt Apartments, N.D. Peters Manor, Washington Courts, Marino Ruggiero Apartments, Perretta Twin Towers and various duplex sites, all located in the City of Utica. GREENBURGH HA --- $25,293 The Greenburgh H.A. is proposing to continue its efforts to rid drugs and drug-related crime at its federally funded public housing site (NY57-1) with 115 units. The project consists of six scattered site developments throughout Greenburgh and houses population of 600 residents. The program , through the employment of anti-drug coordinator, focuses on "One Strike You're Out" initiatives and anti-drug youth activities,which are structured as a mean of guidance toward a drug free future VILLAGE OF SPRING VALLEY HA --- $32,110 The V. of Spring Valley is centrally located in Rockland County approximatley 27 miles northwest of New York City. The Village of Spring Valley H.A. (SVHA) administers three federally asssisted public housing developments, the target of this drug elimination program, located with 1.5 miles of each other: Gesner Garden, 75 unit of senior citizen residence. SVHA comprehensive prevention approach addresses the individual resident and his or her relationship to family, peers and the community and identifies and changes factors present that lead to drugrelated crime, thereby lowering the risk of drug usage and reducing drug related crime. The comprehensive drug elimination strategy is accomplished through five programs: afterschool program for children and pre-teens; youth education training program; resident drug and crime prevention workshop/training. TOWN OF HEMPSTEAD HA --- $287,902 The T. of Hempstead H.A. will continue its anti-drug program with additional uniformed police coverage at Bayview Gardens and Inwood Gardens located in the Inwood section of Nassau County, New York. This increased security will be enhanced by the on-site presence of an anti-substance abuse/community outreach coordinator and by a comprehensive educational program. In addition, there will be tutorial/sports, summer youth employment/training and summer youth enrichment program components. There are a combined total of 95 dwelling units in these developments housing over 300 residents. PLATTSBURGH HA --- $123,387 The Plattsburgh Housing Authority will contract with the Municipal Police Department to maintain a community policing program to rid our developments of drug related crime. We will collaborate with other youth service and counseling agencies to continue an Adventure Based Program for at-risk youth, operate a community center computer lab, and sponsor a resident-operated bicycle and general repair program. SARATOGA SPRINGS HA --- $74,560 The Public Housing Drug Elimination Program (PHDEP) of the Saratoga Springs Housing Authority of the City of Saratoga Springs, New York will use a comprehensive security and preventive-based approach to reduce/eliminate drug-related crime at the Stonequist, Jefferson Terrace and Vanderbilt Terrace Apartments. The Saratoga Springs Housing Authority shall utilize Community Police Patrols, voluntary tenant patrols, resident training and employment, preventative education programs, and security improvements to achieve this goal in and around the public housing community. AMSTERDAM HA --- $58,284 The Amsterdam Housing Authority (AHA) will offer a variety of programs - all geared towards keeping our youth drug free. Our plan includes an after-school tutoring program for youth aged 5-12; a teen drop-in center with the Boys and Girls Clubs; adult GED classes; on-site Amsterdam Police patrols; and a comprehensive referral system. All of these programs will enhance existing community services for the benefit of the Residents of the High Rise, Stratton and Garden Apartments. Our after-school program serves over 30 youth per day and we anticipate that the summer program will enroll over 35 youth. We have structured each component of our program to enhance our 5-year agency plan and to make AHA a good place to raise a family. COHOES HA --- $67,302 The Cohoes Housing Authority (CHA) will utilize Prevention, Intervention and Treatment Programs in their efforts to reduce illegal drug usage/abuse and associated crime in their 4 public housing neighborhoods. The services of St. Peter's Addiction Recovery Center will provide the majority of services. Other prevention efforts will include Adult Computer Classes, CHA Band, CHA Acting Club, and Cohoes Community Center memberships for youth and seniors/disabled. Other contributing programs include AmeriCorp/VISTA, who provide Literacy/ESOL, Youth Development and Senior Advocacy program development. The five-year plan of the Cohoes Housing Authority will involve a local coalition for Crime and Drug Abuse Prevention, which will encompass residents, and agencies in and around Cohoes, who deal with the effects of crime and illegal drug usage on a daily basis. BUFFALO MUNICIPAL HA --- $1,023,603 The Buffalo Municipal Housing Authority proposes to continue its "weed and seed" approach to drug related crime in public housing. The program consists of crime prevention and community policing activities as well as drug prevention and intervention programs. It is the Buffalo Municipal Housing Authority's intent to RFQ local prevention programs and to engage the appropriate agencies in partnerships that will produce sound and productive programs for both youth and adults. ROCHESTER HA --- $549,851 The Rochester Housing Authority (RHA) has operated the Public Housing Drug Elimination Program (PHDEP) since 1989. The grant funds programs designed to eliminate drugs and crime in public housing developments; RHA will target all of its public housing units for PHDEP activities. Through a 1999 PHDEP, RHA will continue to provide youth activities and drug education programs that enhance confidence and encourage a positive lifestyle. RHA will also continue security programs that have significantly curbed open-air drug activity on RHA property and improved the quality of life for RHA residents. All of the programs that are proposed in the 1999 PHDEP will support RHA's efforts to eliminate drugs in its public housing developments. TUCKAHOE HA --- $33,211 The Tuckahoe H.A. with cooperation from its residents, the local government and police, plans to continue its PHDEP funded program to fight drug related crime in the community. Included will be: supplemental police coverage for the on site community policing substation and youth anit-drug prevention and education program provided by the Tuckahoe Board of Education. The H.A. will target Sanford Gardens(NY8-2) located on Midland Ave. of Tuckahoe, which houses 400 residents and 99 units ALBANY HA --- $383,576 Albany Housing Authority will continue its successful PHDEP program that includes special police patrols, two satellite Boys and Girls Club, American Little League, and essential security and drug prevention programs and staff. The Authority will add a new component entitled Kids Improvement that encompasses the City's new Kids Improvement District. This youth program educates and encourages youth of all ages to succeed and will be available to all Albany Housing Authority youth. Finally, to assure quality programming, Albany Housing Authority will contract with a local not-for-profit to monitor program progress, to ensure that goals are met and to perform the required annual resident assessment. TROY HA --- $279,984 The Troy Housing Authority Drug Elimination Program will provide funding for Security Personnel, a drug investigator, programs to reduce drug use and the support of resident programming. The major activities and programs are: after-school programs for children, drug intervention programs, tutoring, job training, and recreational programming. The targeted developments include: Corliss Park, Taylor Apartments, Fallon Apartments, Sweeney Apartments, Phelan Apartments, Martin Luther King Apartments, E. Kane Apartments, Conway Court and Griswold Heights. The targeted population includes over 4,000 residents of public housing. NEW YORK CITY HA --- $35,000,000 NYCHA proposes a comprehensive program of law enforcement activities, drug prevention and employment and recreational opportunities. Operation Safe Home deploys officers under a broad community policing concept. This activity is supplemented by anti-graffiti/anti-vandalism teams, an anti-narcotices strike force, and strong tenant patrols. NYCHA will also offer a variety of youth sports and resident-initiated programming. GENEVA HA --- $55,645 The Geneva Housing Authority's Drug Elimination Program will use a comprehensive approach to combat the complex drug-related problems found in public housing. The plan will focus on security and prevention activities. The Geneva Housing Authority will contract with retired law enforcement officers to form a security staff that will provide a safe, drug and crime free environment for the residents of all of our properties. The Family self-sufficiency staff will administer the Educational Opportunities aspect of the plan, which will incorporate remedial education with job search and placement strategies as well as other resident services. The Boys and Girls Club of Geneva will facilitate a wide variety of drug awareness and prevention programs, to include: SMART Moves, summer recreational programs, Youth Sports Programs, Youth Leadership Clubs and many other quality programs. The PHDEP Program Coordinator will work cooperatively with these entities to provide this wide range of programming which will allow us to reach the largest segment of our housing population. MONTICELLO HA --- $25,000 The Monticello H.A. will continue to multifaceted comprehensive approach to attack the problem of drug related crime. Anti-drug coordinator service, with emphasis on economic opportunities, and coordination of leverage outside anti-drug employment support services will be provided. The H.A. will target its family site (NY71-2) for funded activities. The site is located on Evergreen Drive of Monticello and houses a total of 280 residents BINGHAMTON HA --- $140,982 The goals of the comprehensive plan are to eliminate drugs and prevent drugs within the Binghamton Housing Authority community. The major programs to be funded by the 1999 PHDEP are: 1) Increasing community security through the Binghamton Police Department; 2) The Binghamton Boys and Girls Club drug prevention and recreational programs; 3) Binghamton University Liberty Partnership to provide youth mentoring, tutoring and counseling; 4) Southern Tier Independence Center to provide peer counseling; and 5) The Urban League Partners in the Park program. The targeted developments of the program are Saratoga Apartments, Northshore Apartments and Carlisle Apartments. The population to be assisted is residents of public housing comprising of approximately 1,371 residents. CATSKILL HA --- $25,000 Catskill Housing Authority's Public Housing Drug Elimination Program will focus upon drug prevention. The primary elements of the 1999 program are job training/placement and youth services. Catskill Housing Authority will expand its already successful collaboration with Columbia-Greene Community College to provide employment training and subsequent job placement in the local plastics industry, healthcare industry and construction trades. This will be accomplished through integrated technical certificate training modules and generalized employee skill development. The Catskill Housing Authority, in conjunction with the Catskill Community Center, will provide a much needed alternative to drug use and drug related activity for housing authority youth through extensive recreational and personal development programs. Both program elements will serve the Hop-O-Nose development. It is estimated that 20 to 40 percent will participate in employment training and that 20 to 40 youths will participate in the youth programs. NEWARK HA --- $35,190 The Newark Housing Authority will hire or subcontract a person to act as liaison between the Housing Authority and the tenants residing in our three developments, Northview Terrace, 200 East, and Windsong Terrace. This person will assist the Housing Authority in pre-screening applicants in an attempt to more effectively prevent applicants with drug related or criminal history from residing in public housing; to evaluate and recommend security systems or other options in order to provide a more safe environment for residents; to assist in reviewing Newark Housing Authority policies and procedures to ensure that we do everything possible in order to deter people from illegally living in Newark Housing Authority units. WATERVLIET HA --- $67,302 Drug-abuse prevention/intervention utilizing the "In-Home Education" program is the focus of the Watervliet Housing Authority's 1999-2000 grant. The Authority will continue to network with the School District and City of Watervliet to broadcast over closed-circuit television and cable TV videotaped anti-drug messages produced and directed by students of the Housing Authority. The combination of students and families working together to produce positive anti-drug programs for the community, along with the community at large viewing their productions in their own homes, promises to have an impact on reducing the incidence of drug use and abuse in our community. The Student Assistance Counselor, hired by the Authority and the School District will have a direct contact with high-risk children through the "SHED", "EARLY RISE", in the schools, as well as reaching into the homes through pre-recorded video programs shown on the Watervliet Housing Authority's television station. The consortium of the Housing Authority, the School District, and the City of Watervliet, working in conjunction with the Watervliet Community Council, will focus on a five year plan to reduce drug abuse and violence in the community.
