1999 PHDEP Program Project Summary -- PennsylvaniaEaston HA (HOUSING AUTHORITY) --- $130,865 Funding to the Boys and Girls Club to implement Project learn BETHLEHEM HA --- $298,019 HAZELTON HA --- $65,762 YORK HA --- $239,955 WESTMORELAND COUNTY HA --- $425,365 Westmoreland County Housing Authority's (WCHA) approach to reducing/eliminating drug-related crime includes law enforcement visibility, prevention activities and enhanced security in Public Housing. Park and Highland Manors in Monessen and Kensington and East Ken Manors in New Kensington, Pennsylvania, are targeted with police substations and extra patrols to increase law enforcement visibility and reduce drug/drug related crime in our communities. Fiscal Year 1998 Public Housing Drug Elimination Program (PHDEP) grant's goal of educating children, youth and adult residents of the ill effects of drugs and drug abuse will be enhanced by the FY 1999 PHDEP grant with the addition of transportation options for prevention activities and programs. Through ongoing educational, social and recreational programs, residents will have alternatives to drugs and drug-related crime activities. Computer resource centers will continue to train residents and offer on-site job search to compliment welfare reform efforts. LUZERNE COUNTY HA --- $297,359 MONTGOMERY COUNTY HA --- $142,961 JOHNSTOWN HA --- $380,277 The two major components of the Johnstown Housing Authority's Drug Elimination Program are additional law enforcement services and the Oakhurst Community Resident Council's Youth Education and Recreation Program and Voluntary Tenant Patrol. The communities targeted in this program are Oakhurst, Coopersdale, Solomon, and Prospect all located within the Greater Johnstown Metropolitan Area. Johnstown Police Department and Cambria County Drug Task Force officers will be utilized to combat drugs and drug related crime in our housing developments. The Oakhurst Youth Program will focus on prevention. These programs have and will continue, if funded, to reduce drugs and crime and make our public housing communities safer for all of the resident. MERCER COUNTY HA --- $150,659 Mercer County Housing Authority requests Public Housing Drug Elimination Program funds to support police foot patrols, joint resident/police relationship building programs and drug prevention programs that will build resident capacity to resist drugs. major components include resident training in program planning and career planning. Teen self-esteem and support of MCHA's AmeriCorp Vista program. CENTRE COUNTY HA --- $10,000 BUCKS COUNTY HA --- $142,520 ALLEGHENY COUNTY HA --- $858,648 The 1999 ACHA PHDEP funds requested will be used to build a continuum of safety, security and services that will address drug and drug related criminal activity at Ohioview Acres (Stowe) and Burns Heights (Duquesne). the Five year PHDEP Plans for each site will address the reduction of part I and part II crimes through safety/security initiatives; economic uplift; the implementation of drug prevention/intervention programs; the upgrading of educational/employment skills of resident; a community based collaborative partnership designed to bring recreational based activities onsite for risk youth ages 6-12 and providing access to drug and treatment referral services. This approach will ensure that current drug related problems are addressed at each site and that preventive measures are in place to address the needs of residents and their families. HOUSING AUTHORITY OF THE CITY OF MCKEESPORT ---- $234,017 This 1999 PHDEP reflects the Authority's approach to addressing the root causes and violence of the drug culture. An aggressive, coordinated program linking the resources of the Housing Authority of the City of McKeesport, residents, law enforcement, state county and local government, social service agencies and local civic organizations. This program will continue to provide increased law enforcement, drug prevention, along with educational, recreational, and cultural activities for youth are provided through the Community Child Interaction Program with the assistance of the Mon-Yough MH/MR Agency and the off-day McKeesport Police Officers. An Advisory Board is responsible for developing, coordinating, communicating and evaluating these diverse programs. HOUSING AUTHORITY CITY OF ERIE --- $408,649 The Housing Authority of the City of Erie has joined forces with residents, local law enforcement, criminal justice, and social service agencies to provide a comprehensive drug elimination program for public housing. The 1999 program includes on-site community-oriented policing and probation services; domestic abuse and drug abuse counseling; academic and recreational services for youth; and job preparation and adult education services. Also, design changes will be implemented in street patterns and with fencing to deflect drug traffic. The target areas are Franklin Terrace, Harbor Homes, Bird Drive, Pineview, Eastbrook, Westbrook, Lake City Dwellings, Scattered Sites, all located in the City of Erie. HOUSING AUTHORITY OF THE COUNTY OF BEAVER --- $414,808 The program of the Housing Authority of the County of Beaver utilizes a comprehensive and integrated drug prevention and intervention program approach to help reduce/eliminate drug related crime. The program serves the following housing developments; Morado Dwellings, Harmony Dwelling, Pleasantview Homes and Mr. Washington Apts. situated in the City of Beaver Falls; Economy Village, Crestview Village and J.F.Kennedy Apts situate in the Borough of Ambridge; and Midcrest Homes situate in the Borough of Midland. The program focus is targeted to youth with various after school and sports activities as the major components. It also includes a treatment component for residents with on site staff. PHILADELPHIA HA --- $4,495,583 CHESTER COUNTY HA --- $111,510 READING HA --- $356,304 HARRISBURG HA --- $382,257 DELAWARE COUNTY HA --- $178,152 LAKAWANNA COUNTY HA --- $266,568 WILKES-BARRE HA --- $196,847 LEBANON COUNTY HA --- $93,475 LANCASTER CITY HA --- $124,266 CHESTER COUNTY HA --- $225,439 ALTOONA HA --- $124,706 The Altoona Housing Authority has developed a strategy to reduce drug abuse and drug related crime by expanding its Stop and Talk community Policing program and providing enhanced on-site services for residents. An expanded agreement with the City of Altoona would provide a second community officer and more hours of police coverage. On-site services would include after-school programs for youth and programs that provide recreational activities for children and parenting education for their parents. Additional new programs also feature a collaboration with the Blair County Office of Human Services to offer early intervention to at-risk families with very young children.
