1999 PHDEP Program Project Summary -- Rhode Island

RHODE ISLAND

WOONSOCKET HA (HOUSING AUTHORITY) --- $283,943

The Drug Elimination Program of the Woonsocket Housing Authority emphasizes preventive programs that convey strong anti-drug messages while engaging residents in educational, vocational, recreational, and community-service activities. An enforcement component builds community among residents, HA security and local police while applying effective techniques to reduce drug availability. On-site facilities will provide residents with referrals to local drug intervention and treatment agencies, as required. By October 2001 HA plans to reduce its adult and juvenile uniform crime indices by 20%, increase resident full-time employment by 50%, decrease resident school drop-out by 30%, and establish and enroll 100 residents in on-site recreational activities.

PAWTUCKET HA --- $239,075

The Pawtucket Housing Authority will use a comprehensive security and prevention-based approach to attack the problem of drug related crime. Police patrols will be used to eliminate drug activity in the developments of Galego Court and 560 Prospect Street. A comprehensive drug prevention and outreach program will continue to be funded to further provide youth and adults with educational and other organized prevention programs aimed at reducing the risks of drug use and drug trafficking in the developments.

NEWPORT HA --- $241,055

The Newport Housing Authority will implement a comprehensive drug elimination program combining law enforcement, prevention, intervention, and treatment. The Newport Police Department will provide supplemental foot and vehicular patrols, drug investigations, and Community-oriented Policing (COP) services at the targeted developments. Prevention education alternative activities, career development, family outreach, and capacity-building programs will be undertaken by community-based agencies and the Newport Residents Council. A state licensed drug treatment agency will provide street outreach and outpatient counseling. Objectives and outcomes have been developed to evaluate the success of the program.

PROVIDENCE HA --- $580,643

The Providence Housing Authority proposes to implement the S.T.E.P.S. Program (Strategies To Encourage Personal Success) at five of its developments. The S.T.E.P.S. Program is a six-tiered program including: community organizing, substance abuse prevention education, other educational activities, support services, recreational/cultural activities, and employment Readiness/Self Sufficiency. Each step offers residents opportunities to learn and develop in a supportive atmosphere with people they know and trust. The population to be served is approximately 600, encompassing youth, adults, elderly and disabled public housing residents. The goal of the S.T.E.P.S. Program is for every participant to reach his/her highest level of self sufficiency and quality of life.
