FY 1999 PHDEP Program Project Summary -- WashingtonHousing Authority of the County of Clallam --- $59,384.00 The Housing Authority of the County of Clallam's Public Housing Drug Elimination Program is a program which has been designed by residents in cooperation with the HA and other local agencies to provide residents with a comprehensive strategy to eliminate drug-related criminal activity in their neighborhoods. This will be accomplished by implementing a comprehensive program of increased security, community policing, a volunteer resident patrol/neighborhood watch program, physical improvements, preventative education and youth activities, and outreach and referral services. Housing Authority of Snohomish County --- $55,645.00 The drug elimination strategy of the Housing Authority of Snohomish County uses a comprehensive program of enhanced security & prevention. A strong working partnership has been and will continue to be developed with local law enforcement, community agencies, and residents to decrease and prevent drug-related crime. At each of our 8 public housing complexes, located in Lake Stevens, Lynnwood, Marysville, Mountlake Terrace, Snohomish, and unincorporated county, local law enforcement agencies will provide enhanced community policing. Community agencies, such as the YMCA, Camp Fire Boys & Girls, and Kids on the Block will provide educational alternative activities. Referrals to appropriate community agencies and services will aid residents in their efforts to become self- sufficient and to avoid the dangers of drugs & drug-related crime. Housing Authority of the City of Bremerton --- $132,624.00 The Housing Authority of the City of Bremerton operates Westpark, a low-income housing development consisting of 603 units with an approximate population of 1700 residents. The housing authority's long-term goal is to drastically reduce drug abuse and criminal activity in this community and provide a neighborhood where residents are involved and feel safe and secure. The P.R.I.D.E. prevention and intervention activities provide the foundation for this change. Youth and family recreational, educational, and employment readiness programs along with law enforcement, supportive services, physical improvements, and management practices provide a comprehensive approach to eliminate criminal/drug activity in our public housing. In cooperation with BHA are these major community partners: Kitsap Community Resources, YMCA, Bremerton Police Department, and Olympic College. HA City of Pasco & Franklin County --- $61,583.00 The drug elimination program of the Housing Authority of the City of Pasco and Franklin County will use a comprehensive security and prevention approach to address the root causes and violence of the drug culture in order to eliminate drug use and related crime. Our coordinated program links HA resources with residents, law enforcement, state and local government, social service agencies, public education, the Boys & Girls Club, and local civic organizations. The security component provides increased security through contracted security guard services, enhanced applicant screening procedures, and effective "one strike" lease enforcement. The prevention component provides drug prevention and refusal skills education, after school tutorial and computer lab education, job training, leadership skills, recreation, and cultural activities for all residents. All components are monitored by the Citizens' Advisory Committee. Housing Authority of the County of King --- $727,123.00 The King County Housing Authority proposes to provide a comprehensive drug elimination program called "Working Together." Combining the efforts of housing management staff, resident organizations, human service agencies, and law enforcement professionals, "Working Together" is a neighborhood-based effort to reduce drugs and drug related crime from 13 public housing communities. Programs are tailored to each community with monthly opportunities for police, management, residents, and agencies to share information and plans. Community policing substations, prevention programs, intervention, and treatment opportunities help residents live healthier, safer, more self-sufficient lives in public housing. Housing Authority of the City of Seattle --- $1,386,285.00 SHA's PHDEP program combines intervention and prevention initiatives to meet our overall program goal of reducing drug use and crime related activities. SHA will build on our existing successful PHDEP strategies which include: community police team officers assigned to two large family communities; employment services for residents making the transition from public assistance to livable wage jobs; intensive case management for households at-risk of being evicted; youth programs--tutoring, cultural arts, leadership, and employment; and community crime prevention and mobilization. Resident's in SHA's largest public housing family communities, Rainier Vista, High Point, and Yesler Terrace will be the primary beneficiaries of services. Some 4500 residents live in these communities. Housing Authority of the City of Tacoma --- $335,188.00 Tacoma Housing Authority's drug elimination program is based on 3 primary strategies: 1) Preventing drug-related criminal activity through environmental design, security presence, and strong management practices; 2) community, non-profit, and private sector involvement to support self-sufficiency; and 3) an emphasis on strengthening families and individuals to resist and/or overcome drug abuse. Major activities of the program include private security patrols, case management to better utilize drug treatment services, parenting classes, and youth prevention and intervention programs. THA's 1999 PHDEP focuses on the Salishan housing development (population 3500), Hillside Terrace (population 352), Bergerson Terrace (population 182); Dixon Village (population 156), and scattered site units (157 residents). Kitsap County Consolidated Housing Authority --- $29,912.00 The proposed plan "Building Blocks in Prevention" is based on a continuation of successful strategies to strengthen and educate the Kitsap County Consolidated Housing Authority's public housing communities located in Bremerton, Silverdale, and Poulsbo, Washington. By providing opportunities in the areas of drug awareness, leadership, parenting, academic support, and youth mentoring, we can reduce risk factors that lead to drug abuse and drug related crimes in these low income neighborhoods. It will take a continuum of care approach between housing authority, residents, law enforcement, educational institutions, and community partners to help lead residents toward a better quality of life for their neighborhoods, their families, and ultimately for themselves.
