1999 PHDEP Program Project Summary -- West Virginia

WEST VIRGINIA BENWOOD HOUSING AUTHORITY AMOUNT FUNDED: $27,053

The Benwood and McMechen Housing Authorities' joint PHDEP programs will use a comprehensive security and preventive approach to reduce/eliminate drug related crime. A combination of law enforcement and drug prevention services will continue to be employed to strengthen and protect public housing neighborhoods. A Youth Sports Program will provide an alternative to drugs and drug related criminal activity for public housing youth. A Computer Training Center will also be utilized to provide public housing residents employment training and job readiness preparation.

CHARLESTON HOUSING AUTHORITY AMOUNT FUNDED: $295,600

Charleston Housing Authority will improve security measures by increasing the police presence within the six family developments and upgrading security equipment. Prevention programs will be provided at all the family developments and will include after school programs, youth leadership development, recreational and social activities, and skills training to improve the employability of resident youth. In addition, there will be family support programs designed to assist parents and teenagers to modify high-risk behavior.

HUNTINGTON HOUSING AUTHORITY AMOUNT FUNDED: $209,163

The Huntington West Virginia Housing Authority will continue its Public Housing Drug Elimination Program for 979 families, and will enhance its management approaches for eliminating drug-related activity predominantly found in the larger family communities of Marcum Terrace and Northcott Court. Increased security measures in nine developments will be implemented, coupled with a variety of prevention programs for youth and adults that are designed to improve family stability and increase self-sufficiency through job training initiatives. Community-wide resources supplement the preventive services to be provided within all the public housing developments. Resident assistance counseling, learning center and recreational projects for young people are featured.

KANAWHA COUNTY HOUSING AUTHORITY AMOUNT FUNDED: $25,000

Kanawha County Housing Authority will utilize the 1999 PHDEP funds for the prevention and security programs for the 188 recipients and surrounding communities of both J. Douglas Anderson Complex located In Dunbar, WV, and Albert C. Harris Complex located in Rand, WV. These funds will continue to provide after-school programs and adult basic education programs, partnership with other employment education and youth activity programs, security patrols provided by off-duty deputies and security programs for residents.

MOUNDSVILLE HOUSING AUTHORITY AMOUNT FUNDED: $57,185

Moundsville Housing Authority will continue drug prevention and intervention activities through Moundsville Police department patrols and drug-education activities such as tutoring, mentoring, computer training, arts activities and recreational activities in its Dorsey Street family development. Additional monitoring equipment and physical enhancements will continue providing a safe community for public housing residents. The PHDEP Coordinator will increase services provided to adults and youth, providing outreach through various community agencies.

PARKERSBURG HOUSING AUTHORITY AMOUNT FUNDED: $31,891

The goals of the Parkersburg Housing Authority 's comprehensive drug elimination strategy are to reduce/eliminate drug-related crime in and around the Homecrest Manor Apartment Complex. The grant will be used to contract with a security company, offer on-site drug prevention and intervention counseling, administer a summer youth recreation program and to collaborate with employment and training programs to provide leadership development and entrepreneurial skills.

SOUTH CHARLESTON HOUSING AUTHORITY AMOUNT FUNDED: $27,273

The South Charleston Housing Authority will provide an opportunity for its residents to participate in proactive educational and recreational programs geared toward preventing against criminal activities in and around the complex. Along with security initiatives, the Authority will conduct an after-school program, youth enrichment and family activities, along with security initiatives.

WHEELING HOUSING AUTHORITY AMOUNT FUNDED: $199,486

The Wheeling Housing Authority's Public Housing Drug Elimination grant utilizes a comprehensive prevention and interdiction strategy to improve the Grandview Manor, Lincoln Homes and Hill-Dar communities. This is accomplished through security services information, referral to social services, educational and recreational enrichment for youth, and coordinated job training and development opportunities for adults.

WILLIAMSON HOUSING AUTHORITY AMOUNT FUNDED: $54,545

The Housing Authority of the City of Williamson, West Virginia, will continue with a comprehensive, drug-elimination plan that involves increasing the presence of local law enforcement and continuing resident/youth service programs. In order to carry out this plan, the Authority will; (1) continue contract services with the City of Williamson Police Department, (2) continue employment of staff to maintain resident/youth service programs, and (3) provide resident/youth educational and cultural activities.
