1999 Multifamily Housing Drug Elimination Grants

GRANT AMOUNT: $125,000

West Baltimore objective is to decrease and eliminate the drug and related crimes on Edgewood's properties through programs that would educate, encourage and empower residents. Management will enhance the joint initiatives that will exist within the apartment complexes of Greenwillow Manor's one hundred forty-eight units and Boone Manor's thirty-six units. We will increase Edgewood's partnership with federal and local police authorities to discuss, to devise strategies and find solutions to reduce and alleviate the drug problems and related crimes. We will provide full-time services, partnerships with organizations that will offer to residents' family and youth support services, educational and financial opportunities, job readiness/training programs, drug intervention and awareness, citizens on patrol units and physical improvement to the property. These stronger initiatives will serve as interdisciplinary steps toward deterrence. It will provide positive alternatives to residents living in Greenwillow Manor and Boone Manor Apartments rather than they turn to the drugs and related crime environments that presently surround them. From the various anti drug initiatives assessable, involved resident and the residents' association will take advantage of opportunities and take the lead in leadership within the Upton Community of Baltimore City. The lead residents will continue to take advantage of the programs with the aid of community partners once it ends. We anticipate an immediate impact in controlling drug trafficking and related crimes when physical improvements commence. Edgewood will construct and/or repair fences, put in brighter interior lights, playground (swings), secured electronic doors, and enhance landscaping to eliminate concealed vicinities that encourage criminal activities.

RECIPIENT: United Glenarden I Limited Partnership
PROJECT NAME: Glenarden I Apartments
PROJECT STREET: 8405 Hamlin Street
GRANT AMOUNT: $110,000

SUMMARY: The drug elimination plan at Glenarden Apartments includes installing a monitored, camera surveillance system that will provide security and law enforcement personnel with wide visibility over the 35-acre, 577-unit campus. This system will increase protection to the law abiding residents and visitors while creating adviser and antagonistic environment for drug dealers and other criminals. In addition to directing personnel to criminal activity as it occurs, the documentation produced by the surveillance system can be used as evidence in the pursuit of justice against those who would disturb the security of the residents. The proposed security system supplements the efforts of Glanarden Apartments' Campus of Opportunity social service programs to adults and youth in the programs that provide educational and job training services to adults and youth in the community, in cooperation with local government agencies and cooperation with local government agencies and non-profit organizations.
