SUMMARY: Starrett City's application proposes complementary physical enhancements to reduce/eliminate drug related crime. A video telephone line surveillance system will be installed in eight high-rise residential buildings on the C-Section of the development. The crime troubled C-Section has been the target of several task force operations to reduce drug activity on the site. The recording system will assist site security and local law enforcement agencies in identifying individuals suspected of committing crimes and drug related activities.

GRANT AMOUNT: $106,400

SUMMARY: Sea Park East Houses, Inc. will undertake physical improvements to reduce/eliminate drug related crime. A CCTV Surveillance System will be installed in identified high risk areas of the development: elevators, vestibules, rear doors and stairwells. An emergency paging system will permit communication between the security officer monitoring the system and the camera locations. Additionally, tamper proof energy efficient lighting will be installed to replace lighting fixtures in areas that drug dealers and users frequently vandalize.

SUMMARY: Components of the program include: physical improvements to the properties to enhance security; drug education, individual and family counseling; crisis intervention and referrals to appropriate drug treatment, with treatment to be provided by, and paid for, by others. These activities will be combined with educational opportunites for residents, including youth, which will develop skills for life-long employment and develop self-sufficiency among the residents to deter illegal drug use, abuse and related crime.

SUMMARY: The plan for drug elimination includes the enhancement of security measures drug-abuse prevention, intervention, referral, and treatment, as well as on-premise youth programs. In collaboration with our community social services and law enforcement organizations, as well as residents and other community groups, we have developed a close working relationship to achieve these specific program objectives. We believe the development of these strong working partnerships is an essential part of this program and is necessary for long-term strategies to fight crime and drug abuse in our community.

PROJECT NAME: Brandegee Garden Apts(aka Margaret House Apts)
PROJECT STREET: 827 Jay Street
GRANT AMOUNT: $123,827

SUMMARY: Brandegee Gardens Apartments is a low income family housing project located in a depressed Urban setting. The building suffers from problems ranging from high vacancy rate, drugs, violence, vandalism, burglary and break in problems. Buck Property Management in the capacity of a highly qualified Management agent is seeking to control and reduce crime related problems in the building utilizing a surveillance camera monitoring system (CCTV). This system included 8 exterior and 22 interior cameras attached to 2 VCR recording devices. The system will be monitored by our existing security guards. A chronological library of tapes will be maintained for reference and evidence in the event of illegal activity. The residents of the building fully support the proposal. Tenant involvement included three of our residents joining our security advisory committee and joining the endorsement of this plan. We have formed a partnership with the Oneida County Drug Task Force, The Oneida County Arson Strike Task Force and Utica Neighborhood Housing Service.
