SUMMARY: The Housing Authority and Community Services Agency (HACSA) of Lane County will implement a comprehensive five part Drug Elimination Program which provides assisted housing families at Abbie Lane, Fourteen Pines and Village Oaks in Eugene with drug prevention programs, community policing personnel, drug abuse counseling and economic development activities.

GRANT AMOUNT: $200,000

Franciscan Enterprise of Oregon, Inc. (FEO) is requesting $200,00 from the Multifamily Housing Drug Elimination Grant Program. As lead applicant, FEO will subcontract with the Housing Authority of Portland, Sabin Community Development Corporation and Housing Our Families, Inc. to create family focused drug prevention programs at ten low income HUD assisted Housing projects (253 units) in northeast Portland, Oregon. The sites include: Avenue Plaza, Alberta Street Apt., Alberta Philips Manor, Emerson Plaza, Estates Plaza, King/Dishman Ct., Lydia Roy, Margaret Carter Center, Martha Wells, and The Plaza.

It would also provide for contracted intervention services to address immediate drug problems. FEO is currently partnering with the agencies listed above, as well as the Portland Police Bureau, Northeast Crime Prevention Office and the Multnomah County District Attorney's Office in a 1998 Safe Neighborhood Grant to increase community policing for these projects. The new MFH grant request would leverage an additional $152,060 and provide a comprehensive approach to reducing drug related crime in the eligible projects.
