SUMMARY: Through a collaboration with the Alert Partnership, ABC will develop a comprehensive drug elimination strategy to reduce/eliminate drug-related and other crimes; establish ongoing working relationships with Federal, State, and local law enforcement agencies; empower residents; and increase the quality of life for residents in the community and the surrounding neighborhoods. The grant funds will be used for three major activities: physical improvements, drug prevention and drug intervention.

GRANT AMOUNT: $123,750

SUMMARY: The goals of their comprehensive drug elimination strategy are to reduce/eliminate drug related crimes, establish on-going working relationships with Federal, State, and local Law Enforcement Agencies; empower residents; and increase the quality of life for residents in the property and surrounding neighborhoods. These funds for 1999 will be used for security enhancements, which include a comprehensive camera and surveillance system and improved exterior lighting through trimming or removal of trees and shrubs. Also, there will be a Neighborhood Action Program, which includes parenting and drug educational programs and a neighborhood network center.

RECIPIENT: East Mall Associates
PROJECT NAME: East Mall Apartments
PROJECT STREET: 5805 Penn Avenue
GRANT AMOUNT: $200,000

SUMMARY: The owners of the three projects applied for grant funds for physical improvements and drug prevention. Specific physical improvements include: East Mall and Penn Circle - additional exterior lighting and installation of magnetic locks on stairwells to restrict non-resident access throughout the building via interior stairwells. Liberty Park - additional exterior lighting in common areas, installation of a new key system to garden units and magnetic locks on stairwell doors to restrict non-resident movements between floors. The owners intend to work in conjunction with two local non-profit organizations (Youth Enrichment Services (Y.E.S.) and Families and Youth 2000) to provide youth and youth/adult mentoring programs. The programs are designed to make residents aware of their choices and alternatives to drug and criminal activity/behavior, as well as opportunities for education and employments. Additional computers and software programs are to be added to the existing Neighborhood Networks Centers for economic and educational opportunities at the current sites.
