Rural Housing and Economic Development 1999 Grants

PROJECT SUMMARY: ARIZONA

The Comite de Bien Estar, in San Luis, AZ will receive a Rural Housing and Economic Development Grant in the amount of $604,990. This program will serve residents of San Luis in Yuma County, AZ. The Comite de Bien Estar will use the grant to provide home ownership assistance to 78 low-income San Luis families in the form of 18 revolving home loans, 30 forgivable loans for construction costs, and 30 grants for mortgage closing costs over a three-year period. In-kind leveraging resources total $4,680,000 in support of this program. Key participants include the PPEP Microbusiness and Housing Development Corporation and the United Housing and Educational Development Corporation. This project will serve a colonia on the Mexican-United States border.

White Mountain Apache Community Development Corporation, in McNary, AZ will receive a Rural Housing and Economic Development Grant in the amount of $250,000. The project consists of the renovation of 10 vacation cabin rentals, including appliances and furniture, at Hawley Lake, a prime fishing, camping and vacation destination on the Fort Apache Indian Reservation. White Mountain Apache CDC will employ a workforce of approximately 15 persons during the construction period and three additional seasonal jobs will be created. This project will not only increase the availability of high quality accommodations, but it will enable visitors to purchase goods and services, such as arts and crafts, that will enhance the economic well-being of the reservation. In-kind leveraging resources total $73,000 in support of this program. Key participants include: White Mountain Community Development Corporation, Tribal Planning Office and Apache Enterprises.

Housing America Corporation (HAC), in Somerton, AZ will receive a Rural Housing and Economic Development Grant in the amount of $75,000. HAC intends to utilize the funding to assist 240 families in rural and Colonias areas in Yuma County with homeownership counseling and down payment and closing cost assistance. On average, at least 20 families per month will be counseled throughout 1999, with each family attending a series of sessions totaling seventeen hours. HAC will then continue to work with these families for up to three years or until they close on their mortgage loans. This program will target rural areas and Colonias in Somerton, San Luis, Wellton, and surrounding areas. Key participants include: the Arizona Department of Commerce; U.S. Department of Agriculture Rural Development; the City of San Luis; the National Council of La Raza; Well Fargo Bank; Norwest Bank; Bank of America; Bank One; and the Fannie Mae Foundation.

Fort Defiance Housing Corporation, in Window Rock, AZ will receive a Rural Housing and Economic Development Grant in the amount of $200,000. The grant will serve as seed support for the organization to acquire the facilities, including an office building and equipment, to efficiently and effectively handle the dramatic increase in housing development in the community. This increase in activity is a result of additional funding by the Navajo Housing Authority. Through the support of administrative facilities, the Corporation is also seeking to assume responsibility for all maintenance and management activities currently contracted out. This responsibility will enable the Corporation to provide employment opportunities for project residents. This program will serve the Navajo Nation, Navajo County, and Apache County. In-kind leveraging resources total $17,773,000 in support of this program. Key participants include: Allied Mortgage, Evergreen International, Lodgebuilder, Inc., and the Navajo Housing Authority.
