Rural Housing and Economic Development 1999 GrantsPROJECT SUMMARY: MINNESOTA Bi-County Community Action Programs, Inc., in Bemidji, MN, will receive a Rural Housing and Economic Development Grant in the amount of $500,000 to construct a 22-unit affordable single family housing development in Blackduck, Minnesota. In-kind leveraging and financing resources total $608,700 in support of this program. Key participants include: the City of Blackduck, the MN Housing Partnership, and the Greater MN Housing Fund. Three Rivers Community Action, Inc., in Goodhue, MN, will receive a Rural Housing and Economic Development Grant in the amount of $150,000. Three Rivers will utilize the funds to hire a new full-time Housing Development Coordinator and a one-quarter-time support staff position for three years to increase Three Rivers' capacity to develop affordable housing. The Housing Development Coordinator will work closely with the three current members of the Three Rivers Housing Development Team. He/she will identify affordable housing opportunities in the 20-county area, attend public meetings, and draft proposals for prospective housing development projects. The Housing Development Coordinator will be instrumental in assembling applications for funding through the Minnesota Housing Finance Agency and other local and Federal funding sources. The one-quarter-time support staff position will alleviate the workload of existing staff members, which in turn will allow for more time to be spent on development and asset management activities.
