Rural Housing and Economic Development 1999 Grants

PROJECT SUMMARY: NEW MEXICO

Housing & Economic Rural Opportunities, Inc., in Las Cruces, NM, will receive a Rural Housing and Economic Development Grant in the amount of $165,445. The grant will develop 24 units of affordable multi-family housing for very low-income families, in partnership with Tierra del Sol Housing Corporation (one of six technical assistance providers contracted under the USDA Rural Development Regional Farm Labor Technical Assistance Contract). This project will serve Placitas, Hatch, Garfield, Salem, Derry and Dona Ana County. One of the areas to be served, Placitas, is a designated Colonia in northern Dona Ana County. This affordable housing project will serve farm workers. An application for permanent financing for $1,000,000 from the USDA Section 515 program has been submitted. The $165,445 grant will be used to fund development costs. The local Housing Assistance Council has offered their support in developing the project.

The New Mexico Mortgage Finance Authority (MFA), in Albuquerque, NM, will receive a Rural Housing and Economic Development Grant in the amount of $600,000. This program will serve Isleta, Picuris, and Santa Domingo Pueblos and the Navajo Townsite. The grant will be used for infrastructure funding, skilled labor to manufacture adobe bricks, and construction/project management oversight for a 50 unit homeownership project, additional rental units and 3 historic adobe homes. MFA is coordinating resources available through Tribal NAHASDA, Fannie Mae, the Federal Home Loan Bank, U.S. Department of Agriculture, and the Federal Housing Administration's and HUD's mortgage programs. Other resources total over $10,000,000 in support of this program. Key participants include: The Enterprise Foundation, the New Mexico Community Development Loan Fund, and the Pueblo's of Isleta, Santo Domingo and Picuris and the Navajo Townsite CDC. This project will serve Native Americans in New Mexico.

Pojoaque Housing Corporation, in Santa Fe, NM, will receive a Rural Housing and Economic Development Grant in the amount of $500,000. The applicant will use the grant funds to build infrastructure for a planned development of 30 to 40 single-family dwelling homes to be constructed in the next two years. Preliminary studies will include base map surveying, transportation planning, and engineering design. Improvements to be performed are drainage of the area to aid existing structures, the provision of site grading, channel work, and the construction of utility, water and sewage lines. This program will serve the Pueblo of Pojoaque local community in Santa Fe County. In-kind resources and other funding sources total $225,000 in support of this program. Key partners are the Administration for Native Americans and the Pueblo of Pojoaque.
