Rural Housing and Economic Development 1999 GrantsPROJECT SUMMARY: NEW YORK Partnership for Economic Development, in Monticello, NY, will receive a Rural Housing and Economic Development Grant in the amount of $500,000. Partnership for Economic Development will establish an "Incubator Without Walls" in the County of Sullivan to assist small business entrepreneurs with business development, provide for a Revolving Loan Fund (with the $500,000 RHED grant funds) and to provide job training. The Revolving Loan Fund will loan up to $40,000 to each entrepreneur. This project is designed to fill vacant storefronts along the County's main streets and to create jobs. Partnership for Economic Development plans to create a minimum of 150 jobs in its first 36 months of operation by fostering the growth of ten new businesses annually. Other resources total $850,000 in support of this program. Key partners in the project include: Sullivan County Division of Planning and Community Development, Empire State Redevelopment Corporation, U.S. Department of Agriculture, and the Center for Workforce Development. Sullivan County Partnership for Economic Development, in Monticello, NY, will receive a Rural Housing and Economic Development Grant in the amount of $150,000 to hire a Rural Economic Area Partnership Administrator. Sullivan County was selected as a REAP Zone by the United States Department of Agriculture. It is a pilot program to search for ways to revitalize rural areas. The REAP Zone Administrator will assist in the evaluation of the County's growth capacity and the development of programs to further social and economic development. In addition the Administrator will work with the Sullivan County Division of Planning and Community Development to provide the necessary framework by networking with the area's various stakeholder groups and creating a strategic plan for growth based on the County's strengths and potential. Bishop Sheen Ecumenical Housing Foundation, Inc., in Rochester, NY, will receive a Rural Housing and Economic Development Grant in the amount of $150,000. The RHED grant will assist Sheen Senior Housing in conducting a needs assessment, develop a strategic plan, prepare budgets, conduct market research, promote fair housing issues and provide housing services to seniors in thirteen rural counties in upstate New York. State funding is from NY State Affordable Housing Corporation, local funding is from Small Cities CDBG, and private funding is from Sheen Housing the total leveraging resources is $150,000. The 13 rural counties that will be served are: Allegany, Cayuga, Chemung, Livingston, Monroe, Ontario, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne, Yates. Adirondack Economic Development Corporation (AEDC), in Saranac Lake, NY, will receive a Rural Housing and Economic Development Grant in the amount of $150,000. The grant will support the community development component of the Adirondack Initiative, a program coordinated by AEDC. The objectives of the program are to build consensus on economic development strategy for the region and to encourage business development through regional marketing, community economic development assistance, and sports tourism Part of the grant will match state funds that have been allocated to fund the Adirondack Initiatives' community development component. The remainder will support personnel to develop and coordinate an Adirondack Economic Resource Network that would more closely link the region's technical assistance resources and provide a resource and referral service to improve responsiveness to community technical assistance needs related to housing and economic development. Leveraging resources total $98,500. The areas served will be Adirondack Park, Clinton, Essex, Franklin, Hamilton, Herkimer, Lewis, St. Lawrence, Warren, Washington Counties.
