Rural Housing and Economic Development 1999 Grants

PROJECT SUMMARY: OHIO

The Portage Area Development Corporation (PADCorp), in Ravenna, OH, will receive a Rural Housing and Economic Development Grant in the amount of $500,000 to provide affordable housing for residents of Windham Village in Portage County, OH. PADCorp will use the grant to assist with land acquisition, construction of 8 duplexes to be sold as condominiums through a lease-to-purchase program., and home ownership counseling for 16 low and moderate-income families. PADCorp is coordinating resources available through USDA-Rural Development, National City Bank-CDC, Key Bank, and the Community Economic Development Corporation (CEDCorp). The grant is leveraged by resources totaling $1,017,400 in support of this program. Key participants include: the Portage County Regional Planning Commission, Consumer Credit Counseling of Catholic Charities, the Windham Tenants Association, the Board of County Commissioners, and the Portage Metropolitan Housing Authority.

Portage Area Development Corporation, will also receive a Rural Housing and Economic Development Grant in the amount of $137,860 to hire staff for three years to enhance the Corporation's capacity and ability to develop and fund rural economic development. Activities include the creation, identification, packaging, and financing of economic development projects impacting the neighborhood of Maple Grove in Windham, Ohio. The objectives of the project are to create 90 jobs, 70 of which will target low income persons. In kind leveraging resources supporting this program total approximately $4.7 million. Some of the key Participants include: City of Ravenna, Portage County, City of Kent, Village of Garretsville, Ravenna Township, Village of Windham, Ohio Department of Development, USDA, Ohio Capital Corporation for Housing, Enterprise Foundation, Portage County Commissioners, Portage Metropolitan Housing Authority, Catholic Charities, Portage Private Industry Council, Regional Planning Commission
