Rural Housing and Economic Development 1999 GrantsPROJECT SUMMARY: OKLAHOMA The Kiowa Tribe in Anadarko, OK, will receive a Rural Housing and Economic Development Grant in the amount of $143,660. The Kiowa Tribal Housing Programs office will utilize these grant funds in two significant ways. First, they intend to upgrade the current Planning and Grants Officer from part-time to full-time status, enabling her to focus more of her work efforts on economic development and economic self-sufficiency projects for the Tribe. Funds will also be used to hire a professional consultant to assist the Tribe in formulating an Economic Development Master Plan, which will include the following provisions: community needs assessment, community asset inventory, and market research for project development. This program will primarily serve members of the Kiowa Tribe of Native Americans, who live in Caddo County, OK. In-kind leveraging resources supporting this program total $143,660.00. Key participants include: the Kiowa Tribe of Oklahoma, the Oklahoma Department of Commerce, and the Anadarko Chamber of Commerce. Contact Person: Christine Deerinwater Wa-Ro-Ma Tri-County Action Foundation, Inc., in Claremore, OK, will receive a Rural Housing and Economic Development Grant in the amount of $225,710. Funds will be used to develop affordable housing and facilitate homeownership in the rural communities of northeast Oklahoma. Activities will include: homebuyer education programs, loan packaging services, a lender referral network, financial assistance (down payment, closing costs, principle reduction soft mortgages) and the development of single family housing units. It is anticipated that the program will assist at least 200 low-income households per year in the purchase of a home. This program will serve Wagoner, Rogers, Mayes, Washington and Nowata Counties in northeast Oklahoma. In-kind leveraging resources total $35,421 and additional financing will be available from local lenders in support of this program. Key participants include: Oklahoma Housing Finance Agency, Federal Home Loan Bank of Topeka, INCOG, National Congress For Community Economic Development, ERC Properties, Inc., lenders, Realtors, Metro Tulsa HOME Consortium and local governments. Contact Person: Georgene Zachary, Executive Director Little Dixie Community Action Agency, Inc., in Hugo, OK, will receive a Rural Housing and Economic Development Grant in the amount of $199,700. Funds will be used to create a home ownership center. Activities will include building rehabilitation, equipment, furnishings, telephone/communications, computer network and software and start-up staff salaries. The center will address numerous housing-related needs identified in the 10-year strategic plan developed for the Federally designated Southeast Oklahoma Enterprise Community. The Agency, a member of the National NeighborWorks Network, will provide information on home buying and lending, help resolving credit problems, access to capital for first and second mortgages and a wide range of other housing-related services. It is expected that these services will result in the realization of 48 new homeowners each year. This program will serve the residents of Choctaw, McCurtain and Pushmataha Counties. In-kind leveraging resources total $265,000 in support of this program. Key participants include: Neighborhood Reinvestment Corporation and The Choctaw Nation of Oklahoma. Contact Person: Bob Yandell, Executive Director Langston Community Development Corporation, in Langston, OK, will receive a Rural Housing and Economic Development Grant in the amount of $200,000. Funds will be used for staff and equipment to assist in the development of specific projects focusing on business infrastructure, tourism, recreation/social services and housing. Projects include a fire station, Langston Civic Triangle Shopping Center, and tourist attractions such as the Indian Meridian Monument and the One Cell Jail-House. It is anticipated that the project will create 30 construction jobs, 16 permanent jobs and 8 businesses. In-kind leveraging resources total $54,500 in support of this program. Key participants include: Langston Community Development Corporation, Langston University, City of Langston, Small Business Development Center, Oklahoma Department of Commerce, Oklahoma Forestry Services, Association of Central Oklahoma Governments, Design Works. Contact Person: Janetta J. Chapple, Executive Director Citizen Potawatomi Nation, in Shawnee, OK, will receive a Rural Housing and Economic Development Grant in the amount of $198,928. In partnership with the First National Bank and Trust Company, the Tribe will use the grant to establish a Mortgage Loan Department and Housing Authority Office at the Bank. Specifically, the objectives and activities of the office will be to help identify housing challenges and develop opportunities for underwriting, homebuyer counseling, mortgage product training, and making affordable mortgage loans available to Native Americans. The leveraging resources total $31,814. With these resources in place the Citizen Potawatomi Nation Housing Authority will offer consumers the chance to afford mortgage loans. The project proposes to provide mortgages for a minimum of 35 homebuyers. Among the key partners are First National Bank, First American Mortgage Company, Washington Mutual bank, and Consumer Credit Counseling Service. Contact Person: John A. Barrett, Jr. The Otoe-Missouria Tribe, in Red Rock, OK, will receive a Rural Housing and Economic Development Grant in the amount of $97,805. The Tribe will use this grant to develop a Strategic Plan describing its vision, goals and economic development strategies for the next 20-year period. Short-term goals include the hiring of a Strategic Planning Director, conducting a survey of all Tribal assets and resources, and developing land acquisition strategies. This program will serve Noble County, OK. In-kind leveraging resources supporting this program total $27,600. The development of this strategy will primarily benefit the members of the Otoe-Missouria Tribe of Native Americans. Contact Person: William DeHaas
