Youthbuild 1999 Grants: Project SummariesCaliforniaFresno County Economic Opportunities Commission, Fresno, CA will receive a Youthbuild Implementation Grant in the amount of $400,000. The 20 participants will be learning on-site construction skills by working to build six single-family homes. The program will provide a comprehensive and integrated effort to increase the academic, leadership, and vocational skill level of trainees. Cash and in-kind leveraging resources total $451,217 in support of this program. Key participants in the program includes: Century Builders, School of Unlimited Learning and Local Conservation Corporations. The Fresno County Economic Opportunities Commission has received Youthbuild implementation grants in the past.Contact Person: Paul McLain-Lugowski Phone Number: (559) 264-1048 Century Center for Economic Opportunity, Gardena, CA ,will use a $650,000 Youthbuild Implementation Grant to target low and very low income male and female dropouts living in South Central, Los Angeles, while leveraging $489,279 in community support. The program will consist of both on-site construction training as well as academic and leadership skills. Forty three (43) participants will assist in the construction of fourteen townhouse units and eight single family units for sale to low and very low income families. Key participants include: Youthbuild USA (Americorps), Custom Building and Development, Weber Financial Services, Excelsior Education Center, the Housing Authority of Los Angeles County, the Bank of America, the Los Angeles County of Education along with many others. Leadership training is based on the Youthbuild USA philosophy and guidelines and is composed of the following components: Youthbuild Policy Committee, leadership skills workshops, informal rap sessions, community involvement projects, leadership in the academic program, on-site training, weekend retreats, and support groups. The goal is to promote both the opportunity for and benefits of exercising leadership throughout the program's operation. The program has a well developed job placement and follow-up component by coordinating employment opportunities with local unions and employers and post-secondary education with community colleges, local four year colleges and technical schools. This applicant has received four previous Youthbuild grants. The 60 participants will be learning on-site construction skills by working to build 62-unit new construction project in Grandview Nine Apartments. The program will provide a comprehensive and integrated effort to increase effort to increase the academic, leadership, and vocational skills level of trainees. Cash in-kind leveraging resources total $375,783 in support of this program. Key participants include: Youthbuild USA Americorps Operating Grant, Education Awards and Technical Assistance, PACE Headstart, Mayans Development, and PACE Business Development Center.

Opportunities Industrialization Center West, Inc., Menlo Park, CA will receive a Youthbuild Implementation Grant in the amount of $299,990. The 20 participants will be learning on-site construction skills by working to build six units of housing that will be sold to low/very low income first-time homebuyers. Peninsula Habitat for Humanity is the major partner for this project. In this project, 20 Youthbuild participants will receive on-site experience by participating in the construction of 20 new single family housing units to be constructed by the Community Housing Development Corporation of North Richmond on a site located at the corner of Gertrude Avenue and Richmond Parkway in the North Richmond neighborhood called Parkway Estates. Through the development of these housing units, the supply of permanent affordable housing will increase for high need, low resource, largely minority low income families of Richmond (low income is defined as meaning that the units will be affordable to families earning less than 80% of the median income for Richmond). Cost efficient energy standards will be used in the construction of these units. Through the Youthbuild program, at-risk young adults, who are economically disadvantages and face significant barriers to academic advancement and/or employment, will have the opportunity to secure long-term employment in the construction trade. The program includes literacy training; GED/high school preparation; personal, cultural, and community appreciation; construction skills training; leadership development, supportive services; and on-site training. Ujima, Riverside, CA: will receive a Youthbuild Implementation Grant in the amount of $300,000. Over an 18 month period, two groups of 20 participants each will be learning on-site skills by working on the rehabilitation of 40 units of low-income housing units located on the West Side of San Bernardino. The units are owned by the San Bernardino County Housing Authority. The program will provide disadvantaged young people with construction skill training, off-site academic training, leadership , entrepreneurial and job skill training. Other course work includes Educational Services for GED or High School Diploma, Drivers Education and training, Post Secondary Educational Training, Substance Abuse Workshops, STD/HIV/AIDS Awareness and Prevention Education, etc. Cash and in-kind leveraging resources totaling $354,750 will be provided in addition to the Youthbuild Grant. Key participants include AFD Construction Company, San Bernardino County Boys and Girls Club, San Bernardino County Housing Authority, Habitat for Humanity, etc.

Saunders Phone Number: (909) 867-4457 The Sacramento Housing and Redevelopment Agency (SHRA), Sacramento, CA: a joint powers agency consisting of the housing authorities and redevelopment agencies of the City and County of Sacramento, will be awarded $650,000 in funding to implement its Youthbuild program in the Oak Park Redevelopment Area of Sacramento. 30 participants from the Oak Park neighborhood will be enrolled for 30 months, during which time they will construct 4 single family detached homeowership units. Over $550,000 in public and private resources have been leveraged for the project. Partners in this program include: the County Office of Education Regional Occupation Program (ROP), Northern California Construction and Training, Inc. (NCCT), the Sacramento Employment and Training Agency (the PIC and JTPA administrator for Sacramento County) (SETA/PIC), and the Citizenship and Law-Related Education Center (CLRE).

The 15 participants will be learning on-site construction skills by working to build two units of housing in conjunction with one of the poorest districts in the city of San Francisco. The program will provide a comprehensive and integrated effort to increase the academic, leadership, and vocational skill level of trainees. Cash and in-kind leveraging resources total $ 4000 in support of this program. The key participant is the Omega Boys Club. The 40 participants will be learning on-site construction skills by working to build 27 homes. Cash and in-kind leveraging resources total $550,626.50 in support of this program. Key participants include: Sonoma County Health Services, Probation Department, Family and Community Counseling Services, Catholic Charities, YouthBuild Santa Rosa Alumni, YouthBuild USA-Department of Labor Welfare to Work, Lewis Adult Education Center, Santa Rosa Junior College, Burbank Housing Development Corporation, People for Economic Opportunity and many more. The 20 participants will be learning on-site construction skills by working to rehabilitate 11 residential rental units. The program will provide a comprehensive and integrated effort to increase the academic, leadership, and vocational skill level of trainees. Venice Community Housing Corporation is a current recipient of a Youthbuild grant, having received $350,000 in 1998. Cash and in-kind leveraging resources total approximately $1.9 million in support of this second cycle of their program. Key participants include: the City of Los Angeles Community Redevelopment Agency, the City of Los Angeles Housing Department, the Federal Home Loan Bank Affordable Housing Program, the Housing Authority of the County of Los Angeles, the Los Angeles County Probation Department, Habitat for Humanity, the Carpenters Education Training Institute, the Venice Skills Center and Esperanza Community Housing Corporation, and other private entities.
