Youthbuild 1999 Grants: Project SummariesNew YorkCity of Albany, Albany, NY: The City of Albany, Department of Youth and Recreation Services will use a $650,000 Youthbuild Implementation Grant to provide academic, leadership and job skills training for 64 youths in the Albany Enterprise Community of Arbor Hill, South End, Downtown, West Hill and North End neighborhoods. Major partners for YouthBuild Albany are the Albany Housing Authority and Capital District Habitat for Humanity. The total budget for the project is $17,204,149, which includes $16.2 million of a $28.8 million HOPE VI grant awarded to the Albany Housing Authority for the revitalization of Edwin Corning Homes, a 292-unit public housing site in Northern Albany. In addition, in-kind leveraging resources total $642,000 in support of the program. YouthBuild Albany trainees will address two housing objectives: increasing the affordability of housing for first-time, low-income homeowners, and increasing the quality of public housing units available to low and very-low income renters. Over the course of two years, YouthBuild Albany trainees will accomplish the first of these objectives by partnering with Capital District Habitat for Humanity to construct four single-unit homes. YouthBuild Albany trainees will accomplish the second housing objective by training alongside privately contracted building crews through all construction phases of the HOPE VI grant awarded to the Albany Housing Authority, ultimately resulting in the construction of 134 new housing units. Every six months, participants will alternate between the Habitat and Housing Authority sites, providing trainees with the broadest possible exposure to affordable housing initiatives. (YEC) will use a $400,000 Youthbuild Implementation Grant to provide leadership, academic, and on-site construction training to 25 Youthbuild trainees from the Bronx and the other New York City boroughs. The participants will learn construction skills by working to create 44 units of permanent affordable housing low- and very low- income residents of the Bedford/Stuyvesant Community District of Brooklyn. As the lead organization, YEC will work with experienced partners to make the program a positive experience for the participants. Key partners include: the New York State Collaboration (Americorps), New York State Division of Housing and Community Renewal, Adolescent and Family Comprehensive Services, the New York Bilingual Institute, United Bronx Parents, Inc., and the New York City Board of Education Offsite Education Services. Cash and in-kind leveraging resources total $520,308 in support of this program. The program will afford the participants the opportunity to improve their lives and the lives of the economically disadvantaged.

Reese Phone Number: (718)294-2000 Banana Kelly Community Improvement Association, Bronx, NY: The Banana Kelly Community Improvement Association will use a $360,000 Youthbuild Implementation Grant to expand their current Youthbuild program, allowing them to provide training for an additional 30 participants. The program includes leadership, job, college readiness, and on-site construction training. The trainees will learn on-site construction skills by working to construct 21 units of permanent housing for formerly homeless young adults. Although Banana Kelly is the lead organization on this proposal, several other agencies will work in collaboration to ensure a positive experience for the participants. Key partners include Neighborhood Association for Inter-cultural Affairs, Seneca Center, Inc., Simpson Street Development Association, Inc., Montefiore Medical Center, NYC Board of Education, Creative LifeStyles, Inc., and the Bronx Minority and Women Owned Business Enterprise Development Center. Cash and in-kind leveraging resources total $343,000 in support of this program. The program will afford youth that have dropped out of traditional school the opportunity to improve their own lives while improving the lives of the economically disadvantaged.

The 35 participants will be learning on-site construction skills at one of SOBRO's housing developments. The development will create 79 units of low-income rental apartments by rehabilitating a former (abandoned) factory. The program will provide a comprehensive and integrated effort to increase the academic, leadership, and vocational skills level of trainees. Cash and in-kind leveraging resources total $357,196 in support of this program. A Key participant in the program is the Vocational Training Center of New York City Board of Education. The South Bronx Overall Economic Development Corporation (SOBRO) has received Youthbuild implementation grants in the past. Contact Person: Aaron Schock Grantee Address: 370 East 149th Street, Bronx NY Phone Number: (718) 292-3313 Urban Strategies, Inc. , Brooklyn, NY: Urban Strategies, Inc. will receive a Youthbuild Implementation Grant in the amount of $299,851. The Youthbuild program will utilize State of New York funding to substantially rehabilitate a nineteen unit apartment building located at 609-21 Osborne St. in Brooklyn. The apartment building will be the homes for homeless adults, families and young adults ages 16-24. Urban Strategies runs the only publicly funded shelter for runaway youth in New York City. In addition it is one of only three programs in New York City that provides transitional housing to persons between the ages of 16 and 21 who do not have permanent homes. Approximately twenty participant are expected to enroll in the Youthbuild program. These men and women between the ages of 16-24 will be involved with all aspects of construction and a comprehensive and integrated program which will increase their academic, leadership, and vocational skill levels. The 20 participants will be learning on-site construction skills by constructing two houses which will be sold to low-income homebuyers in Rochester's Enterprise Community Zone. The program will provide a comprehensive and integrated effort to increase the academic, leadership, and vocational skill level of trainees. The 27 trainees will be learning on-site construction skills by working to renovate a 9 units in the Noble Drew Ali Plaza a multi-dwelling housing development in Brownsville, NY. The renovated units will be for housing of low income families. The program will provide a comprehensive and integrated effort to increase the academic, leadership, and vocational skill level of trainees. The proposed cash and in-kind leveraging resources total $295,135 in support of this program. Key partici-pants include: YouthBuild Brownsville, Oceanhill-Brownsville Tenants Association, New York City Vocational Training Center, The City of New York Community Board No. 16, Community Resource Exchange, The Training and Employment Council in Brooklyn, Central Brooklyn Neighborhood Employment Center, Inc., The Home Depot, The New Hope Guild Center, Langston Hughes Houses Senior Center and The Amboy Neighborhood Center. Contact Person: Yaniyan Pearson Phone Number: (718) 221-1414 Youth Action Programs and Homes, Inc., New York, NY, will use a $650,000 Youthbuild Implementation Grant to target low and very low income male and female dropouts living in the East Harlem community of New York, while leveraging $545,883 in community support. The program will consist of both on-site construction training as well as academic and leadership skills. Fifty five (55) participants will rehabilitate five seriously deteriorated apartments for use by low and very low income families. Key participants include: the New York Board of Education, Hope Community , Inc., Covenant House, Mount Sinai Adolescent Health Center, Youthbuild USA, Phoenix House and many others. Youth Action Programs and Homes, Inc. is the paradigm for the Youthbuild model and has received four prior Youthbuild program grants. Construction training combines classroom training and tool training with on-site training. Specific trade skills include: blueprint reading, carpentry, framing, masonry and painting as well as related safety skills and team building. Leadership development is concerned with consensus building, critical thinking, communication with public officials, public speaking and requires 900 hours of community service. The five vacant apartments to be rehabilitated are owned by Hope Community. The work also involves community spaces. The applicant in partnership with Covenant House has placed over 1,500 youth in jobs or higher education. Contact Person: Sierra Stoneman-Bell Phone Number: (212) 860-8171 The Commission on Economic Opportunity for the Renssalaer County Area, Troy, NY, will use a $650,000 Youthbuild Implementation Grant to target low and very low income male and female dropouts living in Troy's North Central and Downtown neighborhoods, while leveraging 205,680 in community support. The program will consist of both on-site construction training as well as academic and leadership skills. Seventy (70) participants will assist in the construction of five new houses and the rehabilitation of 26 rental units all for use by low and very low income families. Key participants include: the Questar III Board of Cooperative Educational Services, National Foundation for Teaching Entrepreneurship, Center for Understanding the Built Environment, Joseph's House and Shelter, Troy YWCA, Troy Boys and Girls Club, Troy Rehabilitation and Improvement Program, and the Troy Architectural Program. The leadership development component is integrated with all major aspects of the program to give students the skills needed to handle the responsibilities of authority and communicate in an organized way. Leadership training includes the following topics: communication, decision-making, valuing diversity, civic responsibility, sex education, anger management, budgeting, personal finance, etc. Students plan and implement individual learning and employability plans. Participants are assigned daily and weekly leadership roles at the job site, such as equipment manager. They also participate in the Youth Policy and Advisory Committees. Optional activities include neighborhood planning, historic preservation and urban design. Graduates are assisted by the Job Developer who coordinates employment opportunities with local contractors as well as city and county agencies, who provide employment in the modernization of public housing and other municipal construction. The 50 participants will be learning on-site construction skills by working to rehabilitate 90 residential rental units. The program will provide a comprehensive and integrated effort to increase the academic, leadership, and vocational skill level of trainees. The YMCA of Greater New York has received two previous Youthbuild grants. Cash and in-kind leveraging resources total approximately $444,000 in support of this third grant proposal. Key participants include: ConEdison, Davars Consultancy, the Borough of Manhattan Community College, the Board of Education for New York City, the New York City Housing Authority and the New York City Job and Career Center, Inc. and other local entities. Contact Person: Michael Klidas Phone Number: (212) 630 - 9680 Utica Community Action, Inc., Utica, NY : Utica Community Action, Inc., will use a $400,000 Youthbuild Implementation Grant to provide substantive and personalized educational, job training, leadership and job placement opportunities for 24 disadvantaged youths, while allowing them to build self-confidence and contribute to the community by revitalizing low-income urban neighborhoods through housing rehabilitation, historic preservation, and new construction. Major partners for this program are the City of Utica and Oneida County Workforce Development. The total cost of the project is $l,271,146. Nonhousing program resources total $52,946, cash and in-kind, to support this project. Trainees will develop a full range of basic and specialized construction skills. Special classes will held on historic preservation, local history, urban planning and computer skills. Utica Community Action, Inc. will complete a minimum of 20 units of housing. Projects will include the restoration of a building in Rutger-Steuben Park Historic District into three townhouse units for low-income and homeless families, the rehabilitation of a structure into four units of affordable housing for special needs families, and the renovation of 13 units in an apartment complex targeted to homeless disable persons in recovery. The program will promote fair housing opportunities by developing increased housing choice for minorities and persons with disabilities.
