In Yolo County, California, 29 participants have been recruited from the Yolo County Housing Authority's Section 8 program participants. The case manager conducts needs assessment of participants, sets short and long term goals, develops a Family Self-Sufficiency contract and works with participants to implement the plan. Participants have been recruited through Section 8 briefing sessions, flyers and referrals from Housing Authority Housing Specialist. The grant-funded coordinator conducts recruitment and coordination of needed services for the Family Self-Sufficiency participants.
Vallejo Housing Authority --- $46,350
The Family Self-Sufficiency (FSS) program will assist 150 Section 8 participants currently enrolled in the FSS program to achieve economic independence. Job training, education and employment are potential goals in each participant's five-year Individual Training and Services Plan. The main focus of the program at Vallejo Housing Authority is homeownerhship and through partnership with the Vallejo Neighborhood Housing Services Agency, each participant will attend and complete certification in the First Time Homebuyer's Club. After completion of contract goals, certification, and loan approvals, successful participants become first-time homeowners, therefore, freeing up Section 8 vouchers to issue to needy families on the Housing Authority's waiting list. The FSS Coordinator will facilitate, counsel and encourage families to participate in moving from public assistance to employment and self-sufficiency. The Coordinator will identify realistic and attainable short and long term goals toward self-sufficiency, develop and maintain cooperation of community services in support of program needs, and prepare confidential and technical documents required for program administration.
Housing Authority of the County of Stanislaus --- $46,350
The Housing Authority of the County of Stanislaus has 160 Family Self-Sufficiency participants. The FSS program developed in Stanislaus County is a program which provides support for these families. The Housing Authority utilizes the services of other local programs in the county for families who have specific needs such as job training, child care, transportation services, etc. The existing FSS Coordinator markets the program to our Section 8 participants, identifies short and long term goals, and monitors a family's progress. The Coordinator also oversees a recently-developed non-profit organization designed to obtain donations from the community which are used to assist FSS participants.
Housing Authority of the County of San Joaquin --- $41,746
The Housing Authority of the County of San Joaquin has a current Family Self-Sufficiency (FSS) caseload of 33 families. The Authority's Family Self-Sufficiency Program Coordinator supports these families in obtaining economic self-sufficiency by providing individualized case management services. Each participant develops an Individual Services and Training plan that is used to identify and address barriers to self-sufficiency. Plans are reviewed on a monthly basis to determine progress toward achieving goals as well as to identify new goals and strategies. Recently, the Housing Authority was awarded 700 Welfare-to-Work housing vouchers. The FSS Program Coordinator will work with many of these families to ensure a successful transition from welfare to work.
Nevada County Housing Authority --- $31,502
The Nevada County Housing Authority has one Family Self-Sufficiency Program Coordinator managing the 24 FSS family participants. Families are recruited through fliers, briefings and the waiting list. The FSS Coordinator works with each participant in assessing their plans and setting long and short term goals towards achieving their final goals and self-sufficiency. The coordinator is responsible for preparing and executing the Contract of Participation on all participants and meets with the participants quarterly to evaluate their progress and assess any special needs or problems. The coordinator works closely with local agencies such as JTPS, community colleges and temporary employment agencies where guidance in educational needs or employment opportunities are offered. The coordinator does monthly recording to individual files, maintains an accurate accounting of the escrow funds and records the interest gained on a quarterly basis. Annual written updates are sent to all participants advising them of their escrow balances.
Housing Authority of the County of San Mateo --- $46,350
The Housing Authority of the County of San Mateo has a FSS program with a maximum of 258 slots. As of June 30, 1999 there were 237 active participant families. Staffing includes one full time FSS Coordinator position and one half-time trainee position. The latter position is filled by an FSS participant. The program is designed to provide full case management including: needs assessment, establishing a self sufficiency plan with short and long term goals, securing supportive services, preparing the FSS contract, and assisting the family in implementing the plan. The FSS Coordinator position provides all of the aforementioned services. Funding is requested for an additional position to help provide quality case management.
City of Santa Rosa Housing Authority --- $46,350
Located in Northern California's Sonoma County, the City of Santa Rosa Housing Authority serves approximately 1,000 families with Section 8 certificates and vouchers. Of these families, between 50 and 100 participate in the FSS program. Santa Rosa's FSS program focuses on linking participants with area services and other resources, in particular, the Sonoma County welfare-to-work agency, Sonoma WORKS, and its network of participating employment, child care, social service and counseling providers. The role of the FSS program coordinator is to provide enhanced and direct services to FSS families as participants of a Section 8 "carve-out" program. The coordinator provides one-on-one service delivery to FSS families working with them to formulate goals, especially employment goals, and identify and link up with community resources that can support those individualized goals.
Santa Monica Housing Authority --- $46,350
The Section 8 FSS Coordinator is responsible for working with families in the FSS Program to make it possible for them to ultimately achieve self-sufficiency, without the further need to rely on government subsidies. Duties of FSS Coordinators include enrolling families and counseling them in such matters as obtaining transportation and child care services so that participants may get jobs or schooling to prepare them for jobs that will support them and their dependents.
San Diego County Housing Authority --- $46,350
The Housing Authority uses program coordinating committees (PCCs) to assist them to secure resources and implement the FSS program. The PCC is made up of representatives of local government, job training and employment agencies, local welfare agencies, educational institutions, child care providers, nonprofit service providers, and businesses. The FSS coordinator will work with the PCC and with local service providers to assure that program participants are linked to the supportive services they need to achieve self-sufficiency. Through case management, the FSS program coordinator will ensure that the services included in participants' contracts of participation are provided on a regular, ongoing and satisfactory basis, and that participants are fulfilling their responsibilities under the contract.
