Family Self-Sufficiency Program Grants 2000

Philadelphia Housing Authority --- $44,247

In the City of Philadelphia, Pennsylvania, there are 475 Section 8 FSS families. Families (clients) are mailed a flyer and brochure describing the FSS program. Two Assessment/Intake workers have been trained to gather information to evaluate the family's needs regarding education, employment, household management, and family responsibilities. This staff links families to resources. A grant funded Section 8 FSS Coordinator will supervise this staff to ensure that a family is scheduled for an appointment to execute an FSS Contract of Participation. An individual Training and Service Plan is also completed for each client. This plan outlines the provisions for services as well as the client's interim and final goals.

Butler County Housing Authority --- $37,548

The FSS Program Coordinator has been in place since 1996 when the position was granted funding by the US Department of Housing and Urban Development. This position is vital to the success of the FSS Program. Currently, the FSS Coordinator provides case management to 50 FSS participating families. Responsibilities include: Working with families to identify life and career needs; Developing goals necessary for self-sufficiency; Linking families with community services--child care, job training, etc.; Monitoring FSS goal progress; Maintaining escrow accounts; Providing program ongoing outreach to Section 8 and Public Housing families; and Coordinating the Annual FSS Scholarship Program. The FSS Coordinator provides encouragement and support necessary for successful economic self-sufficiency. With the recent award of 300 Welfare-to-Work vouchers to the Butler County Housing Authority for TANF families, the FSS Coordinator will be working closely with the Authority's Section 8 staff and Butler County Assistance Office staff to coordinate successful implementation of this program, assist with program outreach, and offer FSS case management services to these families. The FSS Coordinator will also be participating in the Career Link Project for Butler County. A satellite office will be maintained at the local Job Service office enabling coordination of job placement/training services for mutually shared clients.

Clarion County Housing Authority --- $33,550.00

There are 50 families with active contracts and eight other families that have been served. The Family Self Sufficiency Coordinator, is responsible for the day-to-day operations of the Program. This Coordinator takes referrals from the other Section 8 Coordinators and contacts the families to further discuss the benefits of participation in the FSS Program. It is this Coordinator that serves as the contact person with the outside Agencies to make referrals. This Coordinator attends the Human Service Council meetings and has regular contact with other Caseworkers within the County. This Coordinator is responsible to see that contracts are written with the residents and to make appropriate referrals as needs arise that may be barriers for the family to achieve their goals of independence. On a monthly basis, a report is prepared for the Executive Director to monitor the progress of the program. At a minimum of once per year a formal letter is sent to each participant explaining to them the amount they have in their escrow account and any interest their account has acquired. At each financial review, the regular Coordinator is to provide to the FSS Coordinator and update as to the households status.
