RURAL HOUSING AND ECONOMIC DEVELOPMENT FY2000 GRANTS

PROJECT SUMMARY

Georgia

Housing and Economic Leadership Partners, Inc.(HELP), located in Athens will receive a Rural Housing and Economic Development in the amount of $438,400. This innovative activities grant will support the adaptive re-use of the old Hancock Central High School into an affordable intermediate-care facility for the elderly population of the six county rural area known as the Central Savanna Area Enterprise Community. A full range of services including meals and day care will also be provided to the residents of the facility. Cash and in-kind leveraging resources total $3,170,000 for this project. Jeff H. Auslander, project developer, will partner with HELP to develop the seventy-six units of assisted housing. Hancock County will donate the site and structure and waive local fees and permit costs. Interim and permanent financing will be provided under the USDA Section 538 Program.

The Area Committee to Improve Opportunities Now, Inc. (ACTION) located in Athens will receive a Rural Housing and Economic Development Grant in the amount of $100,000. This capacity building grant will be used to implement a new housing initiative which will result in the development of housing for very low and moderate income persons in Morgan, Greene, Elbert and Oglethorpe Counties. Activities will include staff training, completion of a needs analysis for the four counties and the development of a strategic housing development plan. Additionally, ACTION will complete the requirements to qualify as a Certified Housing Development Organization and a Certified Development Financial Institution. Cash and in-kind leveraging resources total $125,875 for this project. Partners include: Housing Assistance Council, Enterprise Foundation, Georgia Community Action Association, Elbert County Family Connection, Greene County Family Connection Commission, Morgan County Family Commission, Oglethorpe County Social Issues Collaborative/Family Connection and Elbert, Greene, Morgan and Oglethorpe Counties.

The Lower Chattahoochee Regional Development Center in Columbus will receive a Rural Housing and Economic Development grant in the amount of $50,000. This capacity building grant to this federally designated Rural Champion Community will assist in leading the effort in guiding the region out of the effects of long term economic depreviation and poverty. The Lower Chattahoochee Regional Development Center continuously assist the Council of Governments (COG) with technical assistance to develop, maintain, and implement the Strategic Plan. The partners are the Lower Chattahoochee Regional Development Center, the Southern Lower Chattahoochee Council of Governments, and the SQCR Chamber of Commerce. Proposed leveraging for this project is $64,000.
