RURAL HOUSING AND ECONOMIC DEVELOPMENT FY2000 GRANTS

PROJECT SUMMARY

Hawaii

The Self Help Housing Corporation, based in Honolulu, will receive a Rural Housing and Economic Development grant in the amount of $500,000. This innovative activities grant will assist low income rural residents to obtain adequate infrastructure including wastewater systems, electricity, road access, renovated homes, and a community center. The Self Help Housing Corporation works to provide better living conditions for very low and low income families living in Hawaii and has assisted 300 families over 15 years. They have had direct involvement in over 22 completed projects throughout the State of Hawaii. Additionally, the Corporation has built subdivisions on Oahu and Kauai. Their partners in this proposal are the State Housing Finance and Development Corporation, the City and County of Honolulu, the USDA Rural Development, and the Federal Home Loan Bank of Seattle. Proposed leveraging for this project is $159,000.

Molokai Community Service Council in Kaunakakai will receive a Rural Housing and Economic Development grant in the amount of $50,000. This capacity building grant will assist the Council in creating new housing and business loan programs on the Island.

Molokai was designated an Enterprise Community in 1998 and all their projects are in accordance with their Strategic Plan. The Council proposes to implement a new affordable housing program The Island has a population of approximately 7,000, half of which are native Hawaiian. Forty-eight percent of the population have incomes less than $15,000, and a poverty rate that is below the Federal poverty rate Overcrowding, and structural inadequacy are the basic living conditions for this population. There are 1,000 people on the waiting list for affordable housing. In order to meet the needs of the population MCSC plans to secure designation as a CHDO and obtain USDA Section 523 funding for self-help housing. Partnered in this proposal are Rural Local Initiatives Sustainability Corporation, Small Business Administration, ABC Fund, Bank of America, Christi Stark Foundation, County of Maui, Department of Hawaiian Home Lands, Kamehameha Schools/Bishop Estate, Gerbode Foundation and a host of other businesses and organizations. Leveraging resources total $284,978 for this project.
