RURAL HOUSING AND ECONOMIC DEVELOPMENT FY2000 GRANTS
PROJECT SUMMARY

Midwest Minnesota Community Development Corporation, (MMCD) in Detroit Lakes will be receiving a Rural Housing and Economic Development grant in the amount of $500,000. This innovative activities grant will be used to develop and finance 16 units of housing on the White Earth Reservation. The Midwest Minnesota Community Corporation is proposing to utilize strategy to develop and finance housing in the City of Mahnomen which is located in the center of the Reservation. This effort would provide a unique approach to house the elderly by creating eight housing units. In conjunction with the this project, MMCD would work cooperatively with the USDA to create a home ownership program for young families in the acquisition and rehabilitation of newly vacated homes. With the infusion of HUD funds along with utilization of USDA's Home Mortgage Lending Funds it is anticipated that this would provide a stimulus for other private investment. Key partners include: USDA, Office of Rural Development, the City of Mahnomen and First National Bank of Mahnomen. Leveraging and cash resources total $540,000 for this project.

Prairie Island Indian Community, in Welch will be receiving a Rural Housing and Economic Development grant in the amount of $50,000. This capacity building grant will assist the organization's efforts to become a self-determined entity. This capacity grant will support the development and implement of a plan for the Prairie Island Dakota Housing Authority. Key partners include: U. S. Department of Agriculture and State of Minnesota. Leveraging resources total $28,190 for this project.

White Earth Reservation Housing Authority, White Earth will be receiving a Innovative Activities grant in the amount of $183,483. This capacity building grant will be used to assist the Housing Authority in administering various programs such as a Weatherization Program which will provide home energy/cost savings repairs, the Low Income Home Energy Assistance Program, which provides assistance to pay the cost of home heating as well as provide repairs to and or replacement of furnaces. Under the Low Income Rental Program, units are rented to enrolled members based on income. The White Earth Reservation also offers credit counseling services for Reservation residents and will be utilized for this project. The White Earth Reservation has administered programs and services for the residents of the Reservation for the past 33 years. Leveraging resources total $471,900 for this project.
