The Human Resource Development Council of District IX, Inc. in Bozeman will receive a Rural Housing and Economic Development Grant in the amount of $50,000. This capacity building grant will be used to train rural housing specialists to preserve affordable low income and elderly rental housing projects. Cash and in-kind leveraging resources total $1,469,000. Partners include: U.S. Department of Agriculture, Local Initiatives Support Corporation, District 4 Human Resources Development Council and Cordial Management Services.

The Blackfleet Tribe, Browning, will receive a Rural Housing and Economic Development Grant in the amount of $500,000. This support for innovative activities grant will be used to assist in the expansion of Pikuni Industries, a manufacturer of steel-frame modular homes. Funds will be used to build an addition to the main factory building and to purchase machinery and equipment. Pikuni Industries will develop a model community on the Blackfeet Reservation. Cash and in-kind leveraging resources total $2,500,000 for this project. As a part of this effort, Pikuni Industries will work to develop small business opportunities for complementary enterprises supporting the modular home concept. They will partner with the Blackfeet Contractors Association, the Blackfeet Apprenticeship Program, the Blackfeet Manpower Department and other local labor force agencies in the training and employment of tribal/community members. Other partners include: Blackfeet National Bank and the U.S. Department of Commerce, Economic Development Administration.

Ktunaza Community Development Corporation in Elmo, will receive a Rural Housing and Economic Development Grant in the amount of $50,000. This capacity building grant will be used to assist the CDC in carrying out the following housing and development projects: Mutual Self-Help Single Family Housing; Multi-Family Rental Housing; Boat Dock; Housing Fabrication and Renewable Energy Program; Health/Wellness Center. These projects will aid the rural Indian communities of Elmo, Dayton and Big Arm. Partners Include: Salish and Kootenai Housing Authority, Confederated Salish and Kootenai Tribes, Salish and Kootenai College Tribal Business Information Center, Rural Community Assistance Corporation, Futuristic Worldwide Homes, Midwest Manufacturing Technology Corporation, Advance Composites Structures, Technology Syndicate, Oweesta, Common Council Foundation, First Interstate Foundation, Rural Community Finance Corporation, Leadership Network Bank, Eslabon and Associates, Char-Koosta Revolving Loan Fund, Inc. and JEG Consultants, Inc. Proposed cash and in-kind leveraging resources total $971,221.

The Bear Paw Development Corporation of Northern Montana located in Havre will receive a Rural Housing and Economic Development Grant in the amount of $100,000. This capacity building grant will be used to establish the Chippewa Cree Community Development Corporation on the Rocky Boy's Indian Reservation. The CDC will be responsible for implementing the tribe's economic development plans and programs. The Bear Paw Development Corporation will build the capacity of the CDC by providing technical assistance and support. Activities include: staff training, preparing Articles of Incorporation, conducting preliminary engineering and business feasibility studies for a proposed commercial/industrial complex and acquiring long-term financing. Cash and in-kind leveraging resources total $86,842 for this project. Partners include: Chippewa Cree Economic Development Task Force, Chippewa Cree Business Committee, Economic Development Administration, U.S. Department of Agriculture and the Small Business Administration.

Fort Peck Assinboine & Sioux Tribes, in Poplar will receive a Rural Housing and Economic Development Grant in the amount of $200,000. This seed support grant will
be used to promote a marketing program for the Fort Peck Reservation. The Fort Peck Assinboine and Sioux Tribes Enterprise Communities' vision is to increase industry development, jobs and stabilize the economy. Cash and in-kind leveraging resources total $50,000 in support of the project. Partners include: A&S Tribal Industries, West Electronics, Looking Eagle Manufacturing, A&S Development & Construction, Community Business Assistance Center and Fort Peck Community College.

Lake County Community Development Corporation in Ronan will receive a Rural Housing and Economic Development Grant in the amount of $551,875. This support for innovative activities grant will provide technical assistance and infrastructure for the Mission Mountain Market which is a shared-use food processing facility, business incubator and agri-business marketing center. The primary area to be served is Lake and Sanders Counties and the Flathead Indian Reservation. It is expected that 30 jobs will be created for low and moderate income persons. Cash and in-kind leveraging resources total $723,232 for this project.
