Community Connection of Northeast Oregon, Inc. in LaGrande will receive a Rural Housing and Economic Development grant in the amount of $200,000. This seed support grant will assist them in starting up a new housing development program under the Northeast Oregon Collaborative. This Collaborative of three local non profit organizations serve a region of 8 counties. The funds will be invested over a three year period to build the basic operational infrastructure of the Regional Collaborative to advance and promote a new consolidated affordable housing program for the region. They anticipate hiring of a housing development specialist, new office space and new office systems to operate the Collaborative's new housing program. Partners is the Collaborative are Baker County CDC, and the Community Action Program of East Central Oregon. Leveraging resources total $155,000 for this project.

Campaign for Equal Justice in Portland will receive a Rural Housing and Economic Development grant in the amount of $100,000. This capacity building grant will be used to establish the Community Development Law Center. This Center will provide legal assistance to non profit organizations. They will oversee housing preservation and fair housing matters, and will work with these organizations over the life of the housing projects as part of the asset management responsibilities of the organization. This Law center will operate under the aegis of the Campaign for Equal Justice. Partners in this venture include Legal Services Lawyers, private attorneys as well as technical assistance providers, Legal Aid Services of Oregon, Linn County Affordable Housing, Housing and Community Services Department, The Neighborhood Partnership Fund, Bank of America, Community and Shelter Assistance Corporation, Clatsop County Housing Authority, Network for Oregon Affordable Housing. Leveraging resources total $787,988 for this project.

Umpqua Community Development Corporation in Roseburg will receive a Rural Housing and Economic Development grant in the amount of $50,000. This capacity building grant will assist in the expansion of their award winning Micro Enterprise Development and Lending Program (MEDAL) which provides services to two rural counties. This program will help diversify the economy by providing business development and training to low income residents who wish to start their own businesses. The program received a Vision 2000 "Models of Excellence" award from the U. S. Small Business Administration in December 1999. The CDC will use their funds to hire a Coordinator for Coos County, Port Orford and Gold Beach.
The program will serve dislocated, low income and seasonal workers providing business education, employment training, prototype grants, start-up loans, and supportive services. Because of the declining industry of the area, some residents may want to look at entrepreneurial as a means to improve their living conditions. The MEDAL program has successfully launched 21 businesses in Douglas County. With this in mind the CDC intends to expand into the rural communities of Coos County and God Beach and Port Orford. Partners in this proposal are the State of Oregon's Economic and Community Development Department, the Neighborhood Partnership Fund and the University of Oregon. Leveraging for this proposal is $371,916.
