HUD AWARDS $30 MILLION TO 29 LOCAL HIV-AIDS HOUSING PROGRAMS
Funding supports stable housing for individuals and families at extreme risk for homelessness

WASHINGTON - More than a thousand extremely low-income persons living with HIV/AIDS will continue to receive permanent housing as a result of $30.2 million in grants announced today by the U.S. Department of Housing and Urban Development (HUD). During each of the next three years, this HUD funding will help provide permanent supportive housing for 1,232 households so they can manage their illnesses while receiving critically needed support services.

The funding announced today is offered through HUD's Housing Opportunities for Persons with AIDS Program (HOPWA) and will renew HUD's support of 29 local programs in 19 states (see attached chart and individual project descriptions below).

"These programs are a critical source of support to local programs on the front lines of helping families stay healthy," said HUD Secretary Shaun Donovan. "A stable home can make all the difference to the wellbeing of these families, many of whom have been homeless or at extreme risk of homelessness."

These projects have estimated that about 40% of the households to be assisted will involve persons who have been homeless. The grants announced today also support the Obama Administration's new strategic plan to prevent and end homelessness (www.usich.gov/PDF/OpeningDoors_2010_FSPPreventEndHomeless.pdf), an unprecedented initiative announced last week at the White House.

Housing assistance and related services funded by HOPWA are an essential part of the comprehensive system of care for low-income persons living with HIV/AIDS. A stable home environment is also vital for these households in allowing them to access consistent medical care and maintain their health. Furthermore, secure housing can be a platform for improved quality of life.

Ninety percent of HOPWA funds are distributed by formula to cities and states based on the number of AIDS cases reported to the Centers for Disease Control and Prevention. HUD's formula grants are managed by 123 local and state jurisdictions, which coordinate AIDS housing efforts with other HUD and community resources. Up eight percent from last year, HUD is making available a record $335 million inHOPWA funds this year to help communities provide housing for this special needs population. Overall, these resources assist 58,367 households annually to promote stable housing and reduced risks of homelessness for those living with HIV and other challenges.

ALABAMA

AIDS Alabama, Inc. is awarded a HOPWA permanent supportive housing renewal grant of $879,963 to continue providing 15 units of facility-based permanent housing, in addition to housing information services and permanent housing placement to program participants. Supportive services will assist 72 households annually throughout the state’s 35 most rural counties. The project is a collaborative partnership with AIDS Action Coalition; AIDS Coalition of Huntsville; Montgomery AIDS Outreach; South Alabama Cares; Unity Wellness Center and West Alabama AIDS Outreach. All project sponsors are members of the AIDS Service Organization Network of Alabama.

Health Services Center, Inc. is awarded a HOPWA permanent supportive housing renewal grant of $861,224 to continue the Rural Housing Options for Persons with HIV/AIDS project that operates in an 11-county rural area of east central Alabama. The program supports a 2-unit/8-bed facility, in addition to providing Tenant-Based Rental Assistance (TBRA) to 37 households. Supportive services will assist 47 households annually. The project is a collaborative partnership with the Family Services Center, Anniston Housing Authority, Greater Gadsden Housing Authority, City of Gadsden, Homeless Coalition of Northeast Alabama, and AIDS Alabama.

ARIZONA

Pima County, Community Development and Neighborhood Conservation Department is awarded a HOPWA permanent supportive housing renewal grant of $1,313,826 to continue providing nine units of facility-based housing, in addition to providing Tenant-Based Rental Assistance (TBRA) to 40 households. Individualized comprehensive case management and supportive services will assist 50 households annually. The project is designed to create a continuum of care for people who are low-income and HIV+ and their families in Tucson and Pima County. The project is a collaborative effort with the Southern Arizona AIDS Foundation and the City of Tucson’s Housing Choice Voucher Program.

CALIFORNIA

Housing Service Affiliate, Bernal Heights Neighborhood Center, is awarded a HOPWA permanent supportive housing renewal grant of $508,420 to continue the Rita Da Cascia Positive MATCH program which provides Short-Term Rent, Mortgage, and Utility (STRMU) assistance to 10 households. Integrated supportive services will assist 80 households annually, targeting women and their children. The project is a joint collaboration with the Catholic Charities/Catholic Youth Organization.

City of San Jose, Housing Department is awarded a HOPWA permanent supportive housing renewal grant of $1,262,800 to continue providing 57 households with Tenant-Based Rental Assistance (TBRA) and supportive services in Santa Clara County. DELAWARE

Delaware HIV Consortium is awarded a HOPWA permanent supportive housing renewal grant of $749,291 to continue operation of a 10-unit housing facility that provides housing and supportive services to women with HIV/AIDS who have co-occurring substance use and/or mental health disorders. Clinical case managers assess clients, develop individualized and comprehensive treatment plans, and coordinate a multidisciplinary team to provide the full range of appropriate treatments support, and rehabilitation services. The project is a collaborative effort with the Delaware HIV Consortium and Connections Community Support Programs, Inc.

The Ministry of Caring, Inc. a community-based, non-profit organization in Wilmington, is awarded a HOPWA permanent supportive housing renewal grant of $766,320. The statewide project will continue to operate a 16-unit housing facility, the House of Joseph II, to provide permanent supportive housing for homeless and chronically homeless persons in the advanced stages of AIDS. Medical care, dental care, and supportive services are primarily provided on-site, with other wrap-around services provided by community-based providers with whom the grantee has long standing relationships. The intensive case management and wrap-around services are aimed at increasing self-sufficiency, reducing hospitalizations and contributing to the quality of care of each resident.

FLORIDA

I.M. Sulzbacher Center for the Homeless, Inc. a non-profit community-based organization, is awarded a HOPWA permanent supportive housing renewal grant of $1,223,538 to continue its Scattered Emergency Apartments for Chronically Homeless HIV+ Adult Males (SEA-CHAM) program. The program provides Tenant-Based Rental Assistance (TBRA) to 40 chronically homeless and multiple diagnosed men living with HIV. A combination of supportive services will complement housing support through access to primary health and dental care, HIV/AIDS case management, life skills training, substance abuse counseling, and other linkages to community providers in Duval County.

City of Key West, Community Planning and Development Office is awarded a HOPWA permanent supportive housing renewal grant of $1,430,000 to continue a rental assistance program providing a continuum of support for low-income persons with HIV/AIDS and their families in the Florida Keys. The program provides three units of facility-based housing along with Tenant-Based Rental Assistance (TBRA) to 42 households. City of Savannah, Community Planning and Development Office- (Daniel-Flag Villas) is awarded a HOPWA permanent supportive housing renewal grant of $269,278 to continue providing 10 units of facility-based housing for chronically homeless persons in Savannah and Chatham County through their Daniel-Flagg Villas project. The program also provides on-site substance abuse counseling and housing referral services for 150 households annually. AIDS Foundation of Chicago, Reentry Housing for Health Partnership, is awarded a HOPWA permanent supportive housing renewal grant of $1,419,762 to continue providing scattered-site Tenant-Based Rental Assistance (TBRA) to 38 post incarcerated individuals annually. UNITY of Greater New Orleans is awarded a HOPWA permanent supportive housing renewal grant of $804,912 to continue providing 22 units of facility-based housing, and Short-Term Rent, Mortgage, and Utility (STRMU) assistance and supportive services to 165 households. Health Care for the Homeless, Inc. (HCH) is awarded a HOPWA permanent supportive housing renewal grant of $1,265,112 to continue providing permanent housing assistance to medically fragile, multiply diagnosed, HIV+ homeless individuals. The project provides five units of facility-based housing and three households will continue receiving Tenant Based Rental Assistance (TBRA). MASSACHUSETTS

Action, Inc.is awarded a HOPWA permanent supportive housing renewal grant of $1,292,869 to continue providing 26 households with Tenant-Based Rental Assistance (TBRA) and 46 individuals with supportive services in Essex County. The project serves a particularly challenging population of post-incarcerated substance abusers with who have experienced long periods of homelessness. The program leverages nearly $2 million in resources and services to provide comprehensive supportive services, including residential and outpatient substance abuse treatment, mental health services, job training and placement, literacy training and medical care.

Justice Resource Institute, Inc. (JRI) is awarded a HOPWA permanent supportive housing renewal grant of $1,405,137 to continue providing 36 households with Tenant-Based Rental Assistance (TBRA) and supportive services in communities throughout Plymouth, Bristol, and Northern Essex counties. JRI will continue its collaborative partnership with its project sponsors, North Shore Community Action Program, Seven Hills Behavioral Health, Community Teamwork Inc., and South Shore Housing Development Corporation, and with the Regional Housing Authorities. Asociacion Puertorriqueños en Marcha, Inc. (APM),a grassroots non-profit community-based organization in Philadelphia, is awarded a HOPWA permanent supportive housing renewal grant of $1,339,000 to continue providing 30 households with Tenant-Based Rental Assistance (TBRA) and supportive services. The majority of program participants are low-income/homeless Latino persons living with HIV/AIDS. Bi-lingual staff members enhance access to medical care by accompanying clients with limited English proficiency to health care appointments and by providing assistance with translation, documentation of medical information, transportation, and other support.

Rhode Island Housing - (Sunrise Project) is awarded a HOPWA permanent supportive housing renewal grant of $1,240,606 to continue their Sunrise project that includes operation of 13 units of facility-based housing and 18 scattered site leased units. Supportive services will assist 73 households annually. The program is a collaborative partnership with AIDS Care Ocean State in Providence and Family Resources Community Action in Woonsocket.

Rhode Island Housing - (New Transitions) is awarded a HOPWA permanent supportive housing renewal grant of $741,355 to continue their New Transitions project that includes a 5-unit transitional substance abuse treatment facility and nine scattered site leased units. Supportive services will assist 24 households annually. This is a collaborative partnership with AIDS Care Ocean State which provides substance abuse treatment, intensive supportive services, and Life Skills training for approximately three months, after which clients move to their own apartments with the support of a supportive service network to ensure housing stability.
