Program Formula Allocations for FY 2004

The Fiscal Year (FY) 2004 budget for the Department of Housing and Urban Development has been enacted. This table provides full-year allocations for the Office of Community Planning and Development’s (CPD) formula programs: Community Development Block Grants (CDBG); HOME Investment Partnerships (HOME); Housing Opportunities for Persons with AIDS (HOPWA); and Emergency Shelter Grants (ESG). In addition, FY 2003 and 2004 funds are included for the American Dream Downpayment Initiative (ADDI) under HOME, which was signed into law on December 16, 2003. FY 2003 ADDI funds were not allocated last year in the absence of authorizing legislation. ADDI will provide low-income families with the opportunity to build assets and share in the American dream. Also, the amounts reflect reallocated funds in the CDBG and HOME programs. The allocations reflect the level of funding approved for these programs in your community and replace the planning numbers for FY 2004 which were previously made available by HUD. Under the CDBG program, some metropolitan cities have joint grant agreements with an urban county to administer their CDBG grant. The urban county amounts shown in this table do not include the funds allocated to the metropolitan city. The metropolitan city and urban county amounts are shown separately.
