The following summaries provide information on the date that HOME waivers were granted and denied, the State or Local Field Office making the request, the situation which gave rise to the need for a program waiver, and the regulatory citation. 2/25/2000 FL Conditional waiver granted, extending expenditure deadline for Dade County�s remaining 1993 HOME disaster funds. 3/8/2000 ME Waiver granted permitting the State to use HOME funds for the acquisition and rehabilitation of two separate properties to be used as residential child care facilities for developmentally disabled children. 3/28/2000 CA Waiver granted allowing the State to retain $50,000 in HOME disaster funds after the 5-year expenditure deadline had expired. This amount was requested to fund ongoing administrative costs related to projects previously funded with HOME disaster grants. The State�s remaining disaster balance will be deobligated.

5/04/2000 CA Waives the requirement that a PJ may only invest HOME funds in eligible projects within its boundaries or joint projects within contiguous local jurisdictions, in order to assist low-income homeowners who must vacate their homes because of erosion caused by a natural disaster. 6/14/2000 CA Waiver granted permitting the Cedarbrook project to proceed, and allowing HUD to release funds for this project. The San Francisco Office had originally objected to the RRF because it appeared as though the State had signed an agreement with the developer that had legally committed HUD funds to the project regardless of the outcome of the pending environmental review. 7/20/2000 KY Waiver granted to Kentucky Housing Corporation, relieving it from obligation to repay program funds invested in project that was terminated before completion. 8/7/2000 KY Waiver granted permitting Kentucky Housing Corporation to fund a homebuyer assistance program with HOME, providing homebuyers with less than the $1,000 minimum investment normally required in HOME projects. 8/14/2000 KY Denial of waiver request submitted by Kentucky Housing Corporation (KHC). A State recipient had invested HOME funds in the construction of an affordable unit, but had placed affordability requirements on the unit as stipulated at 92.254(a)(5). 8/25/2000 IL Request from Champagne County Consortium denied. Consortium had asked the Department to allow one of its members (Rantoul) to continue to operate its CDBG and HOME programs within annual cycles with different beginning and end dates than that of the consortium�s consolidated program year. 11/13/00 FL Waiver request denied. State had requested permission to divert the remaining balance of its 1994 HOME disaster relief allocation ($2,650,401.51) from its disaster account to its entitlement account. The State proposed to use the remaining funds to finance a first-time homebuyers bond program and a homeownership construction program. 12/5/00 AL Waiver request denied. State had requested a six-month extension of a match reduction granted within a Federally-declared disaster area. A project that had commenced during the original match reduction period was still under development at the time that the match reduction period had expired.
