Program funds are distributed under a formula that is based on AIDS surveillance information from the Center for Disease Control and Prevention (CDC), cumulative AIDS cases and area incidence. The formula allocates ninety (90) percent of the appropriation to eligible States and cities on behalf of the metropolitan area.
