HOTMA Voucher (HOTMA Sections 101,105,106,112)
This final rule amends HUD's regulations to implement changes to the Housing Choice Voucher (HCV) tenant-based program and the Project-Based Voucher (PBV) program made by the Housing Opportunity Through Modernization Act of 2016 (HOTMA). HOTMA made several amendments to the HCV and PBV programs, including establishing a statutory definition of public housing agency (PHA)-owned housing, and amending several elements of both programs.

CY 23 Public Housing Over-Income Families and Waiting-Lists Report As required by Section 103 of HOTMA, HUD must make the number of families residing in the public housing program who have incomes exceeding the applicable over-income limitation and the number of families on the waiting lists for admission to public housing projects publicly available. The data provided by PHAs is current as December 31st of the reporting year.

CY23 Per Unit Subsidy by AMP (Last Updated March 10, 2023) PHAs will use this report to help establish the alternative rents for the stated calendar year for Non-Public Housing Over-Income (NPHOI) Families.

Poverty Rate by Census Tract (www.huduser.gov/portal/maps/hcv/home.html) - Use this tool to determine if an address falls into a tract that has an average poverty level of 20 percent or less to determine if a unit qualifies for the PBV percentage limit (program cap) 10 percent increase or the income-mixing requirement (project cap) 40 percent increase.
