HUD's Major Non-competitive ProgramsHUD's competitive grant programs are meant to work in tandem with the efforts associated with HUD's larger formula-based programs and Section 8 contract renewals. Whereas the competitive programs covered in the User's Guide have approximately $2.7 billion in FY98 appropriations, HUD's formula-based programs and Section 8 contract renewals total more than $20 billion.
