  • Community Development Track
  Overview of Native American Programs

Native eDGE the newest initiative from HUD’s Office of Native American Programs. It is a one-stop shop bringing together entrepreneurs, lending institutions, federal agencies, non-profits, foundations, and private businesses to build strong and diversified tribal economies and communities. The Native eDGE web site and toll free number provide you with direct access to experienced economic development specialists who will help you take your business from start-up through globalization. This workshop which is divided into parts 1 and 2 will provide the participants with the tools to not only access Native eDGE, but also to use and profit from the service through examples. There will be roundtable discussions with the ONAP Native eDGE staff following each presentation.

Building Family Assets

Low income families striving for a brighter, more secure future face a two-pronged challenge: they need adequate income to buy food and housing today, but they also need a way to build a more secure tomorrow. In an effort to help working poor families address this second challenge - to help them achieve lasting self sufficiency - community groups, housing authorities and other organizations around the country have begun to focus attention on helping families build meaningful assets. Low income families that have an opportunity to buy a home, to start a small business or to send a member to college will have a valuable and durable resource to better the odds for long-term well being. Programs like HUD’s Family Self Sufficiency are one strategy to build family assets, but other innovative ideas are gaining momentum, including Individual Development Account (IDA) programs. This workshop will explore the rationale for asset building and discuss nuts and bolts strategies for implementing IDA and other asset building programs.
 
Legislative Update and Preparing for Round III Empowerment Zones

This session will provide an update on the Administration’s efforts to secure a Round III of Urban and Rural Empowerment Zone designations. The update will include an overview of H.R. 4923, entitled the "Community Renewal and New Markets Act of 2000" that was recently passed in the House. The update will also touch on Senate action on Round III EZ legislation including an overview of the Senate Bill entitled, "Creating New Markets and Empowering America Act of 2000," which would create a Round III of EZ designations as well as fund the Round II EZs. Panelists will also discuss the "New Markets Initiative" sections of the bills currently under consideration in the House and Senate.

The Torres-Martinez Tribe has developed creative strategies for providing affordable housing opportunities for very low income families & individuals to live in manufactured housing. These include funding from multiple sources to provide decent, safe, and sanitary housing at affordable rates, and utilize common areas, child care facilities and on site educational opportunities.
 
Overview of HUD’s 2001 Budget

  • Public Housing/Client Services Track
  How SEMAP Works

SEMAP is HUD’s management assessment system to measure the performance of 2,600 local housing agencies that administer $10 billion annually in Section 8 voucher assistance for 1.5 million low income families nationwide. The Department will annually measure the performance of housing agencies that administer the housing choice voucher program in 14 key areas. The 14 indicators of performance show whether eligible families are helped to afford decent rental units at a reasonable subsidy cost. This session will present the latest information on HUD’s plans to assign the first SEMAP ratings in fall 2000, with a focus on HUD’s automation of the PHA’s SEMAP certification and HUD’s rating process, as well as HUD field office review responsibilities.

The Ontario Housing Corporation will present its local housing agency benchmarking and best practices initiative.

This workshop will allow participants to view a "live" electronic submission demonstration being conducted by a PHA representative and a fee accountant, both of whom are responsible for submitting electronic financial statements to HUD via its FASS.

This session will provide examples on ways organizations (private and public) can design programs to fit the individual needs of persons diagnosed with severe and persistent mental illness and assist the mental handicapped individuals gain independent living skills. The session will also examine the growing need for facilities in the communities and special services for persons with AIDS.

This session will examine a variety of tools used by HUD and property owners to effectively manage properties and identify ways to partner with residents to work proactively to determine the cause of the problems and not to simply identify the symptoms or indicators. Examples of positive actions will be shared including ways to tap local funding sources in the community, and encourage effective partnering to connect residents and property owners and agents with the local community.
