The Housing Authority of Foley will reprogram $1,000 of its FY 1999 Public and Indian Housing Drug Elimination Program grant funding ($25,000) and will receive $430 in matching funds from HUD for a total of $1,430 for the Gun BuyBack Initiative. The Authority's goal is to take approximately 28 guns of the street. In taking guns out to the hands of owners, it is hoped that there will be a reduction in gun violence in public housing. The Housing Authority will work in cooperation with the Foley Police Department in disposing the weapons.

Prichard Housing Authority

The Prichard Housing Authority will reprogram $5,245 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($94,574) and will receive $2,255 in matching funds from HUD for a total of $7,500 for its Gun BuyBack Initiative. The Authority seeks to remove approximately 150 guns off the street in exchange for $50 per gun. They will achieve this goal through utilizing public service announcements, press conferences and releases. The Prichard Police Department shall destroy all guns in accordance with established state and federal laws.

Talladega Housing Authority

The Housing Authority of the City of Talladega will reprogram $2,000 of its FY1999 PHDEP grant funding ($109,310) and will receive $860 in matching funds from HUD for a total of $2,860 for its Gun Buyback Initiative. The goal of this program is to take approximately 57 guns off the street. For every gun that is brought in, the person returning it wil receive a $50 gift certificate food or merchandise. Talladega Housing Authority will seek additional funding sources from the private sector. The Authority will work in cooperation with the Talladega City Police Department in their disposal of the guns.

Arizona

Flagstaff Housing Authority

The Flagstaff Housing Authority will reprogram $3,500 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($53,226) and will receive $1,505 in matching funds from HUD for a total of $5,005 for its Gun BuyBack Initiative. The Housing Authority anticipates removing approximately 100 guns off the street at a cost of $50 each. The Housing Authority will work in cooperation with the Flagstaff Police Department in their disposal of the guns in an effort to reduce the number of accidental shootings, suicides, domestic and gun violence in and around public housing. To increase public awareness of firearm safety and other areas that are crucial to public safety, members of local TV, radio and newspaper media have already pledged their support to publicize this program.

Arkansas

Housing Authority of the City of Camden

The Housing Authority of the City of Camden, Arkansas will reprogram $21,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding $117,448) and will receive $9,030 in matching funds from HUD for a total of $30,030 for its Gun BuyBack Initiative. The Housing Authority will remove approximately 600 guns off the street in exchange for $50 in cash and/or any gift certificates donated by local merchants. Camden is hoping to use several larger gift certificates for a large drawing. The initiative will be located near one of Camden's larger family developments adjacent to a heavily traveled area, historically the site of much drug and criminal activity. The Housing Authority's goal is to reduce the number of accidental shootings, suicides, domestic and gun violence in and around public housing. The Housing Authority will work in cooperation with the Camden Police Department in their disposal of the guns.

California

Marin Housing Authority

The Marin Housing Authority will reprogram $3,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($109,970) and will receive $1,290 in matching funds from HUD for a total of $4,290 for its Gun BuyBack Initiative. The authority's goal is to take approximately 575 guns off the street during the period March 1, 2000 through March 1, 2001. The Marin Housing Authority will provide $50 gift certificates for all guns surrendered. The program will be administered by the Marin County Sheriff's Department and promoted by the Marin Housing Authority, the Marin City Resident Management Corporation and the Sheriff's Department.

San Francisco Housing Authority

The San Francisco Housing Authority will reprogram $50,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($1,333,719) and will receive $21,500 in matching funds from HUD for a total of $71,500 for its Gun BuyBack Initiative. The authority's goal is to take approximately 500 guns off the street at a cost of $100 each. The San Francisco Housing Authority will also provide gift certificates, food vouchers or other incentives of value. The Housing Authority will work in cooperation with the San Francisco Police Department in the disposal of guns. This initiative will improve stronger bonds with the community in partnership to reduce crime and violence.

Connecticut

The Housing Authority of the City of Hartford

The Housing Authority of the City of Hartford will reprogram $10,000 of its FY 1999 Public and Indian Housing Drug Elimination Program grant ($497,505) and will receive $4,300 in matching funds from HUD for a total of $14,300 for its Gun Buyback Initiative. The goal of this program is to take approximately 135 guns off the street. Guns will be exchanged for a $75 voucher for food or merchandise. The Housing Authority will work with the Hartford Police Department in an effort to locate, buyback and eliminate as many gun as possible from circulation in the City of Hartford.

Housing Authority of the City of Meriden

The Housing Authority of the City of Meriden will reprogram $5,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($106,671) and will receive $2,150 in matching funds from HUD for a total of $7,150 for its Gun BuyBack Initiative. The Authority's goal is to take approximately 143 guns off the street. Additionally, in exchange for a $100 voucher for each gun, monitory contributions will be solicited from area businesses and state and local government to support their efforts. The City of Meriden Police Department has conducted this activity in the past and is very enthusiastic about the possibility of doing it again in cooperation with the Meriden Housing Authority.

New Britain Housing Authority

$7,150

 

New Britain Housing Authority will reprogram $5,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($177,492) and will receive $2,150 in matching funds from HUD for a total of $7,150 for its Gun BuyBack Initiative. The Authority's goal is to take approximately 250 guns off the street. The expected buyback per weapon has not been determined, but the involved parties were in agreement that no cash would be exchanged and that between $50 and $75 in vouchers would be appropriate. The Housing Authority will work in cooperation with the New Britain Police Department in disposing the guns. This initiative has created an environment of cooperation and collaboration among the stakeholders of the community.

Housing Authority of the City of Norwalk

The Housing Authority of the City of Norwalk will reprogram $6,993 of the FY1999 Public and Indian Housing Drug Elimination Program funding ($181,011) and will receive $3,007 in matching funds from HUD for a total of $10,000 for its Gun BuyBack Initiative. The goal of this program is to take approximately 100 guns off the street. A check for $100 will be provided to each participant that turns in a gun. The Housing Authority will work in cooperation with the local Police Department in their disposal of the guns. The program will be marketed at all Norwalk Housing Authority sites. The Police Department will be responsible for gun collection locations, tracing and documentation of guns, and destruction and disposition of guns.

Housing Authority of the City of Stamford

The Housing Authority of the City of Stamford will reprogram $50,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($184,970) and will receive $21,500 in matching funds from HUD for a total of $71,500 for its Gun BuyBack Initiative. The Authority's goal is to take approximately 500 guns off the street. For every gun that is brought back, the person will receive $100 gift certificates, food vouchers, or certificates for merchandise. The amount may be increased by discounts or extra merchandise made available by businesses participating in the initiative. The Stamford Police Department will conduct the Gun Buyback Initiative in conjunction with Stamford Housing Authority to make this a very effective program.

Florida

Housing Authority of the City of Tampa

The Housing Authority of the City of Tampa will reprogram $50,000 of its HUD FY1999 Public Housing Drug Elimination Program grant funding ($1,085,626) and will receive $21,500 in matching funds from HUD for a total of $71,500 for its Gun Buyback Initiative. The Authority's goal is to take approximately 1,400 guns off the street in exchange for $50 gift certificates. The program will be tied to an already existing gun buyback program that has been held in the area for the last two years. Public housing developments will be made safer with a lesser number of guns available. This will allow the housing authority to concentrate on other programs that will uplift the public housing residents. The Authority will work in cooperation with the City of Tampa Police Department in disposing the guns.

Metro-Dade Housing Agency

The Miami-Dade Housing Agency will reprogram $50,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($2,426,163) and will receive $21,500 in matching funds from HUD for a total of $71,500 for its Gun BuyBack Initiative. The Authority's goal is to take approximately 1000 guns off the street in exchange for $50.00 in cash or gift certificates. Department stores and local grocery chains will be contacted to donate gift certificates as incentives for turning in guns. The gun buyback funds will allow Miami-Dade County and its private sector partners to continue efforts to reduce firearm injuries in the community. The Authority will work in cooperation with the Metro-Dade Police Department in disposing the guns.

Georgia

Housing Authority of the City of Augusta

The Housing Authority of the City of Augusta, GA will reprogram $10,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($610,555) and will receive $4,300 in matching funds from HUD for a total of $14,300 for its Gun BuyBack Initiative. The Authority through this initiative will take approximately 286 guns off the street in exchange for a $50 gift certificate. Every effort will be made available to involve the community as a whole in this initiative. Additional funds will be solicited as well as free advertising, additional discounts and other support. The Authority seeks to reverse the gun violence because it adversely impacts the community. The Authority will work in cooperation with the Richmond County Sheriff's Department in disposing the guns.

Housing Authority of Columbus, Georgia

The Housing Authority of Columbus, Georgia will reprogram $17,500 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($477,711) and will receive $7,525 in matching funds from HUD for a total of $25,025 for its Gun BuyBack Initiative. The Authority's goal is to take approximately 800 guns off the street. For every gun that is brought back the person will receive a $50 gift certificate. The result of this initiative will be multifaceted. It will immediately remove a source of violence. It will show the community that the Housing Authority, the City and Police Department are committed to reducing violence. It will strengthen the bonds between the community and local agencies by showing the residents that the Authority and the Police Department are sincerely concerned about their well being. The Housing Authority of Columbus, Georgia will work in cooperation with the Columbus Police Department in disposing the guns.

The Housing Authority of the City of Atlanta, Georgia and the City of Atlanta desire to continue to work cooperatively to reduce the level of gun-related violence both in and adjacent to AHA communities, so that AHA residents may enjoy peaceful and safe communities in which to live. The activity will be supervised by the Cordele Police Department and the Crisp County's Sheriff office. All the participants look forward in participating in this initiative to reduce the number of tragedies involving guns.

Savannah Housing Authority

The Housing Authority of Savannah will reprogram $5,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($587,461) and will receive $2,150 in matching funds from HUD for a total of $7,150 for its Gun BuyBack Initiative. The Authority's goal is to take approximately 143 guns off the street. The Authority will provide $50 gift certificates as exchange for any weapons submitted. Savannah Housing Authority anticipates other local funding or donations from the business community. This probably will increase the number to 150 plus. The gun buyback will take place over a two day period in two different public housing developments. The Authority will work in cooperation with the Savannah Police Department in disposing the guns.

Hawaii

Hawaii Hsg. and Comm. Dev. Corp

The Hawaii Housing and Community Development Corporation will reprogram $16,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($1,189,218) and will receive $6,880 in matching funds from HUD for a total of $22,880 for its Gun BuyBack Initiative. The PHA's goal is to take approximately 455 guns off the street. The Hawaii Housing and Community Development Corporation will provide $50 for each firearm turned in during the gun buyback period. Each person who turns in a firearm will be issued a $50 voucher that can be cashed by an independent third party, such as the Bank of Hawaii or Crime Stoppers. Outreach to the communities will be conducted via television, radio, and print media. The HCDCH has successfully recruited communication partners in the community to promote the gun buyback initiative and increase awareness through donated television airtime and newspaper stories and are presently negotiating with local radio stations for public announcements. The Housing Authority will work in cooperation with the Honolulu Police Department in disposing the guns.

Illinois

Chicago HA

The Chicago Housing Authority (CHA) will reprogram $100,000 of its FY 99 Public and Indian Housing Drug Elimination Program grant funding ($8,443,514) and will receive $43,000 in matching funds from HUD for a total of $143,000 for its Gun Buyback Initiative. The Housing Authority anticipates taking approximately 1,000 guns off the street at the cost of $100 each. The Gun Buyback Initiative will target fourteen CHA public housing developments currently funded under the Authority's Public Housing and Indian Housing Drug Elimination Program. The gun buyback program will take place in early June 2000, one week before the end of the school year. The Housing Authority will work in cooperation with the Chicago Police Department in the disposal of the guns.

The Housing Authority of the City of Gary, Indiana will reprogram $5,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($533,356) and will receive $2,150 in matching funds from HUD for a total of $7,150 for its Gun BuyBack Initiative. The goal of this program is to take approximately 143 guns off the street. For every gun that is brought back the person receives a$50 certificate. Additional value in the form of discounts or extra merchandise made available by businesses participating in the initiative may also be offered. In conjunction with the Housing Authority's gun buyback program, it will run a toy gun turn in. Children are encouraged to turn in their toy guns to their local police department in exchange for McDonald's gift certificates. The Housing Authority will work in cooperation with the Gary Police Department in disposing the guns.

Housing Authority City of Hammond

The Housing Authority will work in cooperation with the Louisville Police Department in disposing of the guns.

Housing Authority of Columbia

The Housing Authority of Columbia will reprogram $800 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($25,000) and will receive $344 in matching funds from HUD for a total of $1,144 for its Gun BuyBack Initiative. The Authority will remove approximately 25 to 30 guns off the street. To encourage participation in the initiative the Housing Authority of Columbia plans to partner with local businesses and organizations such as K-Mart to match $50 for every gun returned. The Housing Authority of Columbia will work in cooperation with the Jamestown Police Department in disposing the guns and reducing gun-related violence in the communities of Adair and Russell County.

In a continuing effort to make neighborhoods safer and more secure, the Lexington-Fayette County Housing Authority is teaming up with the Lexington Police and the Bureau of Alcohol, Tobacco and Fire Arms to collect firearms at sites throughout Lexington in exchange for $50.00 gift certificates and/or cash payments. Also, the Authority will work in cooperation with the Lexington Police Department in disposing the guns.

Maryland

Housing Authority of the City of Annapolis

The Housing Authority of the City of Annapolis will reprogram $3,500 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($242,814) and will receive $1,500 in matching funds from HUD for a total of $5,005 for its Gun BuyBack Initiative. The Authority's is to take approximately 90 guns off the street. The Annapolis Housing Authority will offer $50 for each weapon received during the program period. A payment of $100 may be authorized by the on-scene supervisor for weapons that pose a heightened danger to the community. The Housing Authority of Baltimore City will reprogram $200,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($3,516,848) and will receive $86,000 in matching funds from HUD for a total of $286,000 for its Gun BuyBack Initiative. Cash payments for firearms turned in during the initiative will range from $50 to $100 and/or business partnership donations. Subsequent gun buybacks will be conducted at scheduled intervals until all funding has been utilized. Housing Authority of the City of Pawtucket

The Housing Authority of the City of Pawtucket will reprogram $18,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant ($239,075) and will receive $7,740 in matching funds from HUD for a total $25,740 for its Gun BuyBack Initiative. The Authority's goal is to take approximately 300 guns off the street. For every gun brought in the person will receive $50 in cash. A previous Gun BuyBack Initiative in the City of Pawtucket was successful in taking over 200 guns off the streets of Pawtucket. The Housing Authority will work in cooperation with the Pawtucket Police Department in their disposal of the guns. The guns will be collected in two six hour sessions, advertised in local newspapers, use FBI certified firearms instructors to handle the weapons, run weapons through the National Crime Information Center to determine if stolen, and destroyed by melting in a state foundry.

South Carolina

Fort Mill Housing Authority

The Fort Mill Housing Authority will reprogram $5,070 of the FY1999 Public and Indian Housing Drug Elimination Program funding ($31,232) and will receive $2,180 in matching funds from HUD for a total $7250 for its Gun BuyBack Initiative. The goal of this program is to take approximately 100 guns off the street. The Housing Authority will work in cooperation with the local Police Department in their disposal of the guns. Guns will be exchanged for food vouchers worth $50 that can be redeemed at the local Food Lion grocery store. Collected firearms will be turned in to the Fort Mill Police Department, where a National Crime Information Center (NCIC) check will be conducted to determine if weapon is stolen or suspected of having been used in the commission of a crime.

Beaufort Housing Authority

The Beaufort Housing Authority of South Carolina will reprogram $2,000 of its FY1999 PHDEP grant funding ($64,882) and will receive $860 in matching funds from HUD for a total of $2,860 for its Gun Buyback Initiative. The goal of this program is to take approximately fifty guns off the street in exchange for $50 in cash for each gun returned. The Beaufort Housing Authority has contacted several grocery stores that have expressed desire to participate in this initiative by offering an additional $10 food gift certificate for each gun returned. The Authority will work in cooperation with the Beaufort County Sheriff Department in disposing the guns.

Tennessee

Knoxville Community Development Corporation

$17,500

 

The Knoxville Community Development Corporation will reprogram $12,238 of its FY1999 Public and Indian Housing Drug Elimination Program grant ($803,003) and will receive $5,262 in matching funds from HUD for a total $17,500 for its Gun BuyBack Initiative. A minimum of three gun buybacks will be held in separate locations accessible to public housing residents. The goal of this program is to take approximately 350 guns off the street. For every gun that is brought in, the person returning it will receive a $50 cash payment. Also, the City of Knoxville has agreed to provide $7,500 for a similar program, "Gunstoppers." The Housing Authority will work in cooperation with the Knoxville Police Department in their disposal of the guns. The Knoxville Police Department will conduct a search of each surrendered firearm in the national Crime Information Center (NCIC) and where available, test each firearm using an automated ballistics information system such as IBIS or DRUGFIRE. Guns collected will be destroyed, unless law enforcement needs call for another action, such as preservation for evidence or determination that gun was stolen or used in the commission of a crime.

Memphis Housing Authority

The Memphis Housing Authority will reprogram $50,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant ($1,373,088) and will receive $21,500 in matching funds from HUD for a total $71,500 for its Gun BuyBack Initiative. The goal of this program is to take approximately 1,430 guns off the street. The Memphis Housing Authority's Gun BuyBack Initiative will be held on three Saturdays this spring, at three separate locations near public housing sites. Persons turning in guns will be offered $50 vouchers for food, clothing, toys and fuel provided by local and regional businesses. The expected redeemable value of the store vouchers may increase from $50 to between $60 and $75, depending upon negotiations with local merchants. In taking these guns out of the hands of owners it is hoped that there will be a reduction in the number of accidental shootings, suicides, domestic and gun violence in and around public housing. The Housing Authority will work in cooperation with the Memphis Police Department and the Shelby County Sheriff's Department in their disposal of the guns.

The Housing Authority of the City of Houston will reprogram $25,000 of the FY 1999 Public and Indian Housing Drug Elimination Program funding ($680,276) and will receive $10,750 in matching funds from HUD for a total of $35,750 for its Gun Buyback Initiative. The Authority's goal is to take approximately 1,000 guns off the street. Firearms will be accepted from the general public with complete anonymity in exchange for a $50 gift certificate from local merchants. An unlimited number of weapons maybe surrendered for disposal, but gift certificates will be provided up to three firearms per person. The objective of the Authority is to raise an additional $25,000 from Houston's civic and business community to provide a dollar-for-dollar match to Houston's Housing Authority funding for the Gun Buyback Initiative. The Authority will work in cooperation with the City of Houston Police Department in the disposal of guns.

In order to exchange a gun, sellers will view a 15 minute educational orientation on the dangers of guns. In taking these guns out of the hands of owners it is hoped that there will be a reduction in the number of accidental shootings, suicides, domestic and gun violence in and around public housing. Two gun buyback events are scheduled for August 6, 2000, and December 10, 2000. To encourage participation, the Housing Authority and partners will hold a July press conference, run public service announcements, and distribute bumper stickers. The events will have live-radio remotes. Each adult that brings in a firearm will receive a $75 dollar purchase voucher from a local department or grocery store. Private vendors will be solicited to participate by matching or donating additional vouchers.

Roanoke Redevelopment Housing Authority

The Roanoke Redevelopment & Housing Authority will reprogram $15,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant ($322,653) and will receive $6,450 in matching funds from HUD for a total $21,450 for its Gun BuyBack Initiative. The goal of this program is to take approximately 429 guns off the street. Funds will be reprogrammed from an anger management program to the gun buyback initiative. Under this initiative, neutral and safe sites for collection of funds will be chosen, and guns will be destroyed unless stolen, of historic value, or held for evidence. Partnerships with Best Buy, Target, and other retailers will be sought to offer certificates for merchandise and additional discounts, rather than cash for guns. Persons that turn in guns will receive a $50 voucher in exchange for food and/or merchandise. The value of the voucher may be higher if redeemed by the participating retailers. The Housing Authority will work in cooperation with the Roanoke City Police Department in their disposal of the guns.
