". . .I am here today because I stole one terrific Secretary of HUD from you, but I've delivered another terrific Secretary of HUD to you. (Applause.). . .So in talking to Julián and initially trying to persuade him to take this task, what I saw was that spirit of hard work that's reflected in how he was brought up and the values that were instilled in him. And he, every single day, wants to make sure that those values live out in the work that he does. And I know everybody in this room, you've got a story to tell, too, about somebody who, along the way, gave you some opportunity; about somebody who -- maybe you were, like me, raised by a single mom and -- like that first apartment that really -- had your own bedroom and it was clean. (Laughter.) And it was in a decent neighborhood and there was a decent school district. And how happy everybody was, and the transformation that could take place in people's lives. That's a story I want you to tap into every day that you come to work. Sometimes work in Washington can be discouraging. Sometimes it seems as if the agenda that you're trying to pursue helping working families and middle-class families -- sometimes it seems that's not the priorities up on Capitol Hill. But if you remember why you got into this work in the first place, if you remember that this is not just a job but it should also be a passion -- (applause) -- that it should also be part of giving back, that you shouldn't just be checking in and punching the clock, but every single day there's somebody out there who could use your help -- and I know when they get that help -- and they write letters to me and they'll tell me, you know what, you transformed my life -- there's no better feeling on Earth than that feeling that you somehow played a small part in a family succeeding. (Applause.) And that's the attitude I want you to have every single day that you're here. I tell folks, I've now been President for more than five and a half years, and I've got two and a half years left, and I want to squeeze every single day -- I want to squeeze as much out of every single day. (Applause.) This is not just a job, this is a privilege that we have. And we've got to do -- we've got to take advantage of it. We've got to seize it. Because that's what makes it worthwhile. . .Don't squander that. Don't succumb to the cynicism. Don't start thinking that this is just a job. Remember the mission that you've got. And if you do that, I guarantee you, under Julian's leadership, years from now you're going to be able to look back and really be proud of everything that you've accomplished, because there are going to be a whole lot of people's lives who are a lot better. CDBG-LEBRATING

Oh to be 40 again! Not a few of us would love to be celebrating that. No such luck. So, let's celebrate something else - the 40th birthday of HUD's Community Development Block Grant program. Why that, you ask? How about Yakima's. CDBG helped make it happen. Or the expanded food bank in Salem? Ditto. Or better dental health in Parkland? Ditto too. Or a revitalized Anchorage neighborhood that's become a national model of "how-to" turnaround a distressed community? Yep, another ditto. Or preserving affordable housing in downtown Portland. CDBG again! Or a flood wall to protect downtown Mt. Vernon from the Skagit River. You got it - CDBG! Or better sidewalks and bikeways in McCall? Ditto that. Or a museum celebrating the American car in Tacoma. Another ditto! Forty years since bipartisan majorities in both houses of Congress enacted and President Gerald Ford signed CDBG into law there are probably 40,000 stories just like these of Federal funds being used by local governments to meet local needs, local priorities in communities across America. Now that's something worth celebrating!

COMING HOME

A native of Hood River, Oregon, Margaret Salazar is coming home. Currently in her eighth year with HUD and her fourth at HUD Headquarters where she has served as HUD's Deputy Assistant Secretary for Affordable Housing Preservation in which capacity she has overseen the preservation and re-capitalization of thousands of HUD-assisted rental housing units through HUD's Mark-to-Market and, since 2012, its Rental Assistance Demonstration Initiative. On August 11th, though, she assumes a new position as Field Office Director for HUD in Oregon. She's looking forward to it.   "I'm at the stage now where I've gained a lot of knowledge in Washington and I'm really looking forward to putting it to use back home and getting back to the field to make a difference on the ground," she explained recently. "I think what's great about being a field office director is that you get to work together with folks from all the different program areas and just see how we can pull together our programs and make a difference in local communities." Ms. Salazar is a graduate of Lincoln High School in Portland and is a graduate of Wesleyan University in Connecticut and the Goldman School of Public Policy at the University of California at Berkeley. She joined HUD in 2006 as a Presidential Management Fellow with the Office of Housing in San Francisco after serving in the administrations of Governor Arnold Schwarzenegger of California and Mayor Gavin Newsom of San Francisco. She succeeds Robin Prichard as field office director for Oregon.

NEW TOOL FOR CONSUMERS

The Consumer Financial Protection Bureau has launched a partnership with social service organizations like Catholic Charities USA, the National Association of Community Health Centers, USDA's Cooperative Extension Service and the Los Angeles County Department of Consumer Affairs to, explains the Bureau's Richard Cordray, connect "consumers with low-to-moderate incomes to the Bureau's information, tools, and resources through the people they know and trust." The main tools will be CFPB's new "Your Money, Your Goals" toolkit and the social services professionals affiliated with partner organizations who will be trained on how to help consumers work through and use the toolkit as they navigate complex and sometimes overwhelming financial issues. Each of the participating organizations has agreed to train at least 500 staff on using the toolkit in their interactions with those they serve. NEW TOOL FOR REAL ESTATE PROS

Congratulations to the Northwest Fair Housing Alliance in Spokane. It's just received approval by the Washington Department of Licensing to go on-line with two, three-clock-hour courses on fair housing, one for real estate professionals and the other for mortgage brokers that will allow them to review and refresh their knowledge of Federal and state fair housing laws and regulations and earn three hours of non-mandated continuing education credits. NEW TOOL FOR HOMEBUYERS

The Federal Home Loan Bank of Seattle has announced that, effective July 25th, "Home$tart program grants are available to qualifying homebuyers who have previously owned a home, as well as to qualifying first-time." The grants, awarded on a first-come, first-served basis, can be used for downpayments, closing costs or rehabilitation of an owner-occupied home. Right now, Home$tart has $1.5 million in available funds and expects to increase its pool by $300,000 "in coming weeks." The Home$tart grants provide $3 for every $1 of a homebuyers funds, up to $5,000 while Home$tart Plus provides homebuyers receiving public housing assistance with $2 for every $1 of the homebuyers funds, up to $10,000. Since its establishment in 1995, the Seattle banks' Home$tart program has awarded some $47 million in grants to 9,000 homeowners. NEW TOOL FOR HOMEOWNERS

Thanks to a unanimous vote by the Washington State Building Code Council it should take less time and less money for homeowners to install simple photovoltaic solar systems on their rooftops. How? By no longer requiring the installation to be reviewed by an engineer. Reflecting a recommendation of the Northwest Solar Communities, the change, says the Department of Commerce, "removes an estimated $500 to $2,500 in project costs and up to eight weeks of wait time for homeowners without compromising structural safety." The Council set July 1st as the effective date, but the change will have to go through the full rule-making process - including public hearings - to become permanent. NOFA-TUNITY

HUD has set a September 2nd deadline for fair housing and other non-profit agencies to apply for more than $38 million in Fair Housing Initiatives funds for education & outreach ($5,450,000), private enforcement activities ($29,275,000) and fair housing organization initiative activities ($3,575,000) "to prevent or eliminate discriminatory housing practices and inform individuals of their rights and responsibilities under the Fair Housing Act."

NOFA-TWO-NITY

USDA has set a September 2nd deadline to apply for $24 million in loans, $8 million in grants and $1.5 million in rental subsidies under its Farm Labor Housing program to produce or preserve affordable multi-family housing for farm workers and their families. Eligible applicants include farmers, farmers associations, family farm corporations, Indian tribes, non-profit organizations, public agencies and farmworker associations. Since 2009, the USDA funding has built or renovated more than 4,300 farm labor housing units across the country. The Meyer Memorial Trust has set an August 15th deadline to apply for a total of $200,000 in Affordable Housing Advocacy grants designed to "to expand the number and diversity of voices engaged in housing advocacy" and to "promote concrete policy and systems changes at both the local and statewide levels" across Oregon. It expects that most awards will be for one-year grants from $5,000 to $25,000 though it will consider applications for two-year grants of up $50,000. Nonprofit organizations, government entities, public and private educational organizations, and Tribal governments that have a "track record of "community-driven public policy advocacy" are eligible to apply. A recently-issued study by the Consumer Financial Protection Bureau reports that "the majority of debit card overdraft fees are incurred on transactions of $24 or less and that the majority of overdrafts are repaid within three days. Put in lending terms, if a consumer borrowed $24 for three days and paid the median overdraft fee of $34, such a loan would carry a 17,000 percent annual percentage rate (APR)." Some return, huh? WORTH NOTING

Sometimes something important and worth noting gets overlooked because something else just as important gets noticed more. A case in point, Oregon House Bill 2639 introduced by Representative and House Speaker Tina Kotek of Portland, passed by both houses of the Oregon Legislature and signed into law by Governor Kitzhaber. It took effect on July 1st and is likely to have a profound effect on housing in Oregon. Prior to its becoming law, it was illegal to discriminate in housing against a person on the basis of race, color, religion, sex, sexual orientation, national origin, marital status or familial status. H.B. 2639 expanded that prohibition to include "or source of income" which includes "federal rent subsidies" and "any other local, state or federal housing subsides."  Oregon is one of the very first states to have enacted such a protection. Which, of course, makes it well worth noting, especially since it may not be the last state to do so. If, as we suspect, you're a housing wonk just like us no matter how many times you hear it, it's a story that gives you goose bumps - a head of household who has always dreamed of owning a home, never thought they would and then, one day, find themselves getting a set of keys to their piece of the American Dream. HOW WE DOIN?

Over the last three years, "over half of all U.S. adults (52%) have had to make at least one sacrifice in order to cover their rent or mortgage" including "getting an additional job, deferring saving for retirement, cutting back on health care and healthy foods, running up credit card debt, or moving to a less safe neighborhood or one with worse schools." Seven in ten (70%) "believe we are still in the middle of the crisis or that the worst is yet to come." Six in ten (58&) "believe government should be doing more to ensure there is both sufficient affordable quality rental housing, and housing to buy." Findings all from the MacArthur Foundation's second annual How Housing Matters survey of 1,355 adults nationwide conducted in early April and released in early June. It's sobering stuff, but also a convincing demonstration of what President Obama and Secretary Castro mean when they say "there's still lots to be done."
