Robert C. Weaver January 18, 1966 - December 18, 1968
Robert C. Wood Robert Wood, Under Secretary under Weaver, served between Weaver and Romney with a recess appointment from President Johnson, who sent his nomination to the Senate. It was never acted on, and, therefore, he was never sworn in as Secretary.
